Available in PDF, EPUB and Kindle. Book excerpt: The EAW provides for the surrender from one EU Member State to another of those accused or convicted of crimes. It replaced existing extradition proceedings between Member States and was designed to speed up and simplify the transfer of suspected criminals and fugitives. Under the provisions of the Lisbon Treaty, the UK had the option to opt out of all of the pre-Lisbon Treaty EU justice and home affairs legislation. In October 2012, the Government confirmed that it would make use of this provision to opt out of approximately 130 measures and that it would seek to opt back into 35, including the EAW. On 1 December 2014 the UK's opt-out will come into effect (though negotiations are underway to extend that deadline on a transitional basis to 7 December). If the UK has not opted back in by this date, it will no longer be part of the EAW scheme. The issue of the UK's opt-in, and the EAW in particular, has become an increasingly political topic and entwined with arguments about the EU more generally. The evidence session covered a number of issues relating to the EAW. It juxtaposed the two political arguments on this controversial issue by hearing from Baroness Ludford, in favour of opting in and working to improve the legislation and Jacob Rees-Mogg MP, who opposes the opt-in, calling for an alternative system that is not coming under the competence of the European Union and it remains a matter of UK law.

Book excerpt: The last five years have seen a range of international developments, ranging from the growth of radicalisation and fundamentalism, to growing concerns around our energy supply, and rising aggression from Russia. The NSS must be flexible enough to support contingency planning, and in this Report the Committee recommends that the Government produce a classified NSS or annex which can be used in Government departments to influence planning assumptions for a range of scenarios. In its report the Committee said that the next NSS should look hard at the UK's place within the international order, and what strategic thinking should underpin its actions over the next five years. It also needs to influence the Comprehensive Spending Review, to ensure that the Government can make fully-informed decisions on security-related spending. The next NSS should set clear objectives for the UK's future place in the world and geopolitical priorities, and inform the Strategic Defence and Security Review's assessment of the means required to achieve them.

Book excerpt: Lord Hanningfield's case arose after the Daily Mirror published, in December 2013, articles about Lord Hanningfield spending short periods of time on the parliamentary estate in July 2013 whilst claiming the daily allowance of £300. Following the articles a complaint was made to the Commissioner for Standards. The Commissioner for Standards undertook an investigation which focused on 11 sitting days in July 2013 when Lord Hanningfield was on the Parliamentary estate for fewer than 40 minutes and claimed £300 for each day. The Commissioner found that Lord Hanningfield did not undertake parliamentary work on the days in question and was in breach of the Code of Conduct. The Sub-committee considered the case and recommended that Lord Hanningfield be required to repay the £3,300 he wrongly claimed and that he be suspended from the service of the House until the end of the current Parliament. Lord Hanningfield appealed but the Committee did not uphold the appeal and maintained the original recommendation to pay the £3,300 and be suspended from service of the House

It is established by Royal Charter, it is independent and its principal source of funding is a universal licence fee. We think that the current review of the BBC's Royal Charter, to which our report contributes, provides an opportunity to ensure that the BBC remains the keystone of British broadcasting, plays a central role in the wider creative industries in the United Kingdom and continues to be respected across the world. The 'Reithian Principles' - to inform, educate and entertain - should be reaffirmed as the mission statement of the BBC and, within the BBC itself, given greater prominence. As the starting point for a new accountability framework, the BBC should adopt Ofcom's four general Public Service Broadcasting purposes - informing our understanding of the world, stimulating knowledge and learning, reflecting UK cultural identity and representing diversity and alternative viewpoints. In recognition of its privileged status, we believe the BBC should set the gold standard amongst the broadcasters in fulfilling the public service broadcasting (PSB) purposes. It should be an exemplar of value-driven broadcasting. We also expect the BBC to make a particular commitment to reflecting the nations, regions and all the diverse communities of the UK. The BBC executive should establish a new set of values in the next Charter period that permeate through the BBC and are apparent in all the content it produces. This new framework should replace the current multiple layers of accountability which have emerged over the last decade. Purpose Remits and Purpose Priorities should be scrapped. Service licences should be retained, simplified, strengthened and leave no room for doubt about the contribution of each service to the BBC's overall mission and values. The service licences must also encourage creativity.

Book excerpt: With the rate of young jobless in the EU still at nearly double its pre-crisis level, and the UK experiencing exceptionally high levels of unemployment, this report calls on the Government to rethink the way it uses European funding. The Government needs to use EU money to support the introduction of a Youth Guarantee, rather than putting the funds towards existing domestic measures such as the Youth Contract. The Youth Contract had underperformed and was not popular in the private sector, while the Youth Guarantee had been successful in other European countries. Five regions in the UK were highlighted in the report as having unemployment levels so high that they qualified for additional EU funding. These areas were: Tees Valley & Durham; West Midlands; South Western Scotland; Inner London; and Merseyside. The Committee is urging the Government use the European funding to run pilot Youth Guarantee schemes in these five areas. Other recommendations made in the report include: a move away from a centralised management of EU funds and make the most of local authorities and Local Enterprise Partnerships, who have links to specialist organisations in their areas; when it comes to careers advice, the Government should use EU money to fund more traditional face-to-face careers advice, rather than focusing on online support; and more needs to be done to address the skills mismatch in the EU - a particular example being in ICT

Book excerpt: The Work Of The Joint Committee On The National Security Strategy In 2013-14 (HC 169, HL 1257) covers the work of the Joint Committee on the National Security Strategy, which was established with a broad role; to consider the National Security Strategy. In practice, the Committee has considered not only the National Security Strategy (NSS) document 'A Strong Britain In An Age Of Uncertainty: The National Security Strategy' published by the Government in 2010 (see below), but also the wider strategy that underlies government decision making on matters affecting national security. The report gives an account of activities over the past year, highlighting in particular the evidence session with the Prime Minister in January 2014; draws attention to areas of continuing concern; and outlines objectives for the remainder of the Parliament.

Available in PDF, EPUB and Kindle. Book excerpt: The Arctic is changing. Temperatures in the region are increasing at twice the global average, causing a range of physical and environmental changes. Sea ice is thinning and receding, although the pattern of change is variable, while land ice is melting and flowing into the sea. Responding To A Changing Arctic (HL118) examines ways to respond to changes in the region. Processes in the Arctic have the potential to amplify climate change, causing further warming and further change; the exact nature and pattern of this feedback is difficult to predict and measure. Knowledge of many aspects of the Arctic environment, and how it is responding to change, is limited. The UK is the Arctic's nearest neighbor and has long standing political, economic and cultural ties with states and peoples in the region. Changes in the Arctic will affect the UK; at the same time, the UK can work with Arctic states and their citizens in responding to change.

This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Book excerpt: The business of journalism is in the midst of massive change. Managing Today’s News Media: Audience First offers practical solutions on how to cope with and adapt to the evolving media landscape. News media experts Samir Husni, Debora Halpern Wenger, and Hank Price introduce a forward-looking framework for understanding why change is occurring and what it means to the business of journalism. Central to this new paradigm is a focus on the audience. The authors introduce "The 4Cs Strategy" to describe how customers, control, choice, and change are all part of a strategy for successful media organizations. Every chapter in the book relates to one or more of these four key principles: Customer – Each platform must offer a unique experience to the customer. Choice – The audience has more options than ever, and news organizations must work harder to be the preferred choice. Control – Sharing power and control with the audience is now a necessary part of running a successful news operation. Change – Companies can manage change through adaptation. Real-world case studies, important theoretical grounding, and a focus on understanding rather than resisting the customer’s desire for choice and control make this an unbeatable resource for students and managers alike who want to succeed in this changed media business landscape.
