Book excerpt: Excerpt from History of the National-Bank Currency It should be noticed, to begin with, that the founders of the present national-bank note system frankly recog nized and avowed other purposes than the simple purpose of establishing a sound and elastic currency. They had in view two special considerations, each of which was of greater immediate importance in 1864 than elasticity in the currency, but neither of which is of vital importance at the present day. The two foremost problems of the Administration in 1864 were, first, to finance the civil war; second, to provide for the future cementing of the union of the States. This explains why, advocating in his report of 1862 a system of bank-note currency secured by government bonds, the Secretary of the Treasury set forth, as the chief advantages of such a system, that the negotiation of bond issues by the Government would be greatly facilitated; that it is not easy to appreciate the full advantages of such conditions to a government obliged to borrow; that it would reconcile, as far as practicable, the interests of existing institutions with those of the whole people; and that it would provide a firm anchorage to the union of the States. Money was not so plentiful then as now. There were no railroads, telephones or trolleys in those days. Each monied man was the banker for the locality in which he lived. The merchants and manufacturers, as a rule, kept their money in their houses and carried their books of business and their securities and cash home each night from their place of business. In many cases the place of business and the dwelling house were the same. Banks did not pay any interest on deposits. The trans fer of Bank Notes was rather risky and as a protection, the notes were cut in half and each half sent in a sepa rate package and when all arrived safely, at their desti nation, they were fastened together and put in circula tion. The rates of postage were very high, so a great deal of the money was carried by trusty messengers from place to place as opportunity presented. When the Bank of Gettysburg was opened, each Di rector was practically the banker for his locality and on the meeting day of the Bank Directors, he brought the deposits from his neighborhood and often took back with him money for his neighbors. While I write these lines a withdrawal of $2, 3 gold from the Treasury causes a fresh tremor and confusion of tongues. Everybody assures everybody else, and tries to assure himself, that it is of no consequence. Probably no harm will come of it, but why should it be noticed at all, except by a few dealers in foreign exchange? Because the public Treasury undertakes to maintain the ultimate gold reserve of the country, and because people doubt whether it can do so at all times. Are these doubts unreasonable? The only law on the statute book really effective for the discharge of this obligation was passed in 1862 for a different emergency, had been forgotten a quar ter of a century, and was discovered by accident the last day in the afternoon. As regards the act of 187 5 (under which gold was twice procured last year for the replenish ment of the Treasury) it is a matter of dispute whether it is still in force, or whether it lapsed when specie payments were resumed. A dispute on such a question is itself an incentive to panic. Moreover, everything depends upon the mood and temper of the Administration for the time being whether such powers as the law confers shall be exercised wisely and promptly, or exercised at all.
