Book excerpt: This is a study of the impact of inter-war naval arms control policy-making on the domestic politics of Japan, especially the areas of civil-military, inter-military (Army/Navy) and especially intra-military (Navy) relations and on the professional and political career of one leading naval figure, Admiral Kato Kanji (1873-1939). In this re-appraisal of Kato's career, the author challenges the conventional and negative interpretation of both Kato's role in the naval politics and factions within the Imperial Navy, utilizing Kato's involvement in the domestic political debate as a focal device for studying two key areas of Japanese civil-military relations: civilian control and the phenomenon of massive, overt naval intervention in domestic politics.

Available in PDF, EPUB and Kindle. Book excerpt: Scholars often use the term "structural corruption" when discussing modern Japan's political system--a system that forces politicians to exchange favors with businessmen in return for funds to finance their political careers. Scholars argue that the origins of corruption can be found in the "iron triangles" formed by politicians, bureaucrats, and businessmen during the postwar era or during the Pacific War years. In this examination of malfeasance in Japanese public office, Richard Mitchell systematically surveys political bribery in Japan's historical and cultural contexts from antiquity to the early 1900s. Mitchell's narrative serially considers scandals involving courtiers in the ancient imperial government, corruption among the shogun's samurai officials, and political bribery among bureaucrats and party politicians in the mid-nineteenth century. Mitchell concludes that bribery was as ubiquitous in premodern Japan as it has been in recent times. Focusing on the period since 1868, Mitchell discusses in fascinating detail changes in political bribery in the wake of suffrage expansion, estimates of the enormous amount of campaign money needed to win a Diet seat in both the prewar and postwar periods, and the low conviction rate of suspected takers of bribes. Here is a highly readable and reliable survey of an important yet largely neglected topic in English-language studies of Japanese political history.

Available in PDF, EPUB and Kindle. Book excerpt: The Spirit of Japanese Law focuses on the century following the Meiji Constitution, Japan's initial reception of continental European law. As John Owen Haley traces the features of contemporary Japanese law and its principal actors, distinctive patterns emerge. Of these none is more ubiquitous than what he refers to as the law's "communitarian orientation." While most westerners may view judges as Japanese law's least significant actors, Haley argues that they have the last word because their interpretations of constitution and codes define the authority and powers they and others hold. Based on a "sense of society," the judiciary confirms bonds of village, family, and firm, and "abuse of rights" and "good faith" similarly affirms community. The Spirit of Japanese Law concludes with constitutional cases that help explain the endurance of community in contemporary Japan.

Available in PDF, EPUB and Kindle. Book excerpt: Overshadowed for many years by the Nuremberg trials, the Tokyo Trial--one of the major events in the aftermath of World War II--has elicited renewed interest since the 50th anniversary of the war's end. Revelations of previously hidden war crimes, including comfort women and biological warfare, and the establishment of international courts to try Yugoslav and Rwandan war criminals have added to the interest. This bibliography addressees the renewed interest in the Tokyo Trial, providing over 700 citations to official publications, scholarly monographs and journal articles, contemporaneous accounts, manuscript collections, and Web sites. Also included are sources on the Trial's influence on international law and military law and unresolved issues being debated to this day. Defining war crimes after the fact, practicing victor's justice to punish enemies, holding military commanders accountable for their troops' actions--these were issues confronted in the Tokyo Trial and other Asia-Pacific war crimes trials. They are still being investigated, researched, and debated today. This bibliography helps to illuminate these issues from different perspectives, providing a variety of ways to locate relevant English-language sources. The volume also includes citations to contemporary issues stemming from the Asia-Pacific war crimes trials--comfort women, biological warfare, and unresolved issues of reparations and official apologies. The book is a useful guide to sources on all aspects of the Tokyo Trial.

Available in PDF, EPUB and Kindle. Book excerpt: At the turn of the twentieth century, Japan embarked on a mission to modernize its society and industry. For the first time, young Japanese women were persuaded to leave their families and enter the factory. Managing Women focuses on Japan's interwar textile industry, examining how factory managers, social reformers, and the state created visions of a specifically Japanese femininity. Faison finds that female factory workers were constructed as "women" rather than as "workers" and that this womanly ideal was used to develop labor-management practices, inculcate moral and civic values, and develop a strategy for containing union activities and strikes. In an integrated analysis of gender ideology and ideologies of nationalism and ethnicity, Faison shows how this discourse on women's wage work both produced and reflected anxieties about women's social roles in modern Japan.

It is a major contribution to the study of comparative law and through its multidisciplinary approach breaks new ground in providing a comprehensive text on the subject. It draws on the author's first hand knowledge of Japan, but is written for non-Japanese speakers.; Through its approachable yet scholarly style, the reader is introduced to the essentials of the legal system, and guided through historical and cultural context; from which they will be able to develop an informed critique.; The book covers the history, structure and tradition of the Japanese legal system, as well as providing an insight into areas of substantive law. It contains extracts from diverse contemporary sources which, together with the author's commentary, guide the reader through the complexities of a different culture. The use of multidisciplinary sources, which are contextualised by the author, make what would otherwise be inaccessible material available for comparative analysis.; This book may be used as a textbook for undergraduate and postgraduate courses. It will be useful for those engaged in the study of history, politics, international relations and law, as well as being of value to academics, practitioners and those in business
