Available in PDF, EPUB and Kindle. Book excerpt: Countries around the world are spending up to $500 billion per year on subsidising fossil fuel consumption. By some estimates, the G20 countries alone are spending around another $450 billion on subsidising fossil fuel production. In addition, the indirect social welfare costs of these subsidies have been shown to be substantial – for instance due to air pollution, road congestion, climate change, and economic inefficiency, to name a few. Considering these numbers, there is no doubt that fossil fuel subsidies cause severe economic distortions that compromise countries’ prospects of achieving equitable and sustainable development. This book provides a guide to the complex challenge of designing, assessing, and implementing effective fossil fuel subsidy reforms. It shows that subsidy reform requires a careful balancing of complex economic and political trade-offs, as well as measures to mitigate adverse effects on vulnerable households and to assist firms with implementing efficiency enhancing measures. Going beyond the purely fiscal perspective, this book emphasises that smart subsidy reforms can contribute to all three dimensions of sustainable development – environment, society, and economy. Over the course of eight chapters, this book considers a wide range of agents and stakeholders, markets, and policy measures in order to distil the key principles of designing effective fossil fuel subsidy reforms. This book will be of great relevance to scholars and policy makers with an interest in energy economics and policy, climate change policy, and sustainable development more broadly.

Book excerpt: The Bologna Declaration started the development of the European Higher Education Area. The ensuing Bologna Process has run for already 20 years now. In the meantime many higher education systems in Europe have been reformed – some more drastically than others; some quicker than others; some with more resistance than others. In the process of reform the initial (six) goals have sometimes been forgotten or sometimes been taken a step further. The context too has shifted: while the European Union in itself has expanded, the voice for exit has also been heard more frequently. Higher Education System Reform: An international comparison after Twenty Years of Bologna critically describes and analyses 12 Higher Education Systems from the perspective of four major questions: What is currently the situation with regard to the six original goals of Bologna? What was the adopted path of reform? Which were the triggering (economic, social, political) factors for the reform in each specific country? What was the rationale/discourse used during the reform? The book comparatively analyses the different systems, their paths of reforms and trajectories, and the similarities and the differences between them. At the same time it critically assesses the current situation on higher education in Europe, and hints towards a future policy agenda. Book excerpt: In this major reinterpretation of the Progressive era, Peter Coleman argues that the American welfare state had its origins in what he calls the "world-wide crisis of capitalism." Here and abroad, reformers, no longer content to treat the symptoms of distress, sought to achieve social, political, and economic justice by abandoning laissez faire in favor of governmental intervention. This study thoroughly documents the external forces that shaped the American Progressive movement and shows that the reformers' agenda for change drew heavily on foreign ideas and models as well as the American reform tradition. Tracing the international cross-currents of reform ideas, Coleman demonstrates that for nearly three decades American reformers of every stripe regarded the Australasian colonies, especially New Zealand, as examples of what the United States could become. Thus inspired, American reformers worked for such goals as wage-and-hour legislation for women, abolition of child labor, workmen's compensation laws, compulsory arbitration of labor disputes, land reform, cheap loans for farmers, old-age pensions, and infant and maternal care programs. Through these and other measures that touched all aspects of the nation's life, the role of government was enlarged. By placing progressivism within an international context, Coleman deepens our understanding of a phenomenon previously seen as distinctively American, thereby clarifying both the substance and process of change in this country. He also argues that in the Progressive era can be seen the origins of the regulations and mixed economy of the modern welfare state.

Book excerpt: Much of the devastation caused by the recent earthquake in Turkey was the result of widespread corruption between the construction industry and government officials. Corruption is part of everyday public life and we tend to take it for granted. However, preventing corruption helps to raise city revenues, improve service delivery, stimulate public confidence and participation, and win elections. This book is designed to help citizens and public officials diagnose, investigate and prevent various kinds of corrupt and illicit behaviour. It focuses on systematic corruption rather than the free-lance activity of a few law-breakers, and emphasises practical preventive measures rather than purely punitive or moralistic campaigns.
