Book excerpt: "This volume addresses the question of how societies with developed welfare and social service systems are assessing current needs and future directions in their residential child and youth care sectors. This includes dealing with the historical concerns raised about the placement of children and youth in residential care settings as well as identifying innovative strategies, which offer new pathways for the integration of this often neglected area of service with families and communities. This review builds on an emergent and growing literature of cross-national child welfare policies and practices including child protection arrangements (Gilbert et al., 2011) and meeting the needs of migrant children (Skivenes et al., 2014). Our contributors share a common child welfare goal of seeking to ensure healthy growth and development for children served in order to achieve desired social outcomes for the community at large. Each of the sixteen countries selected for inclusion will be viewed through a common template including the policy context (historical developments, key trends and policy initiatives), promising programmatic innovations, and information obtained from a matrix developed in an earlier research effort (Erasmus+ Project) by Sigrid James and colleagues from five European countries (James et al., 2021). The Erasmus+ project, along with the matrix and rationale for its use, is described in detail in Chapter 3"--

Book excerpt: This book explains the increasing demand for evaluation as a result of the increasing frequency of reforms to local services, influenced by the New Public Management doctrine, the severe austerity policy in many European countries, and the wish to increase quality and reduce costs of public services, especially at the local (sub-national) level. Positioned at the interface of local services and evaluation research, it will enable the utilization of evaluation-generated knowledge in evidence-based policy making by focusing on the lessons learned from evaluation of local service delivery. It encompasses local public and social services (including waste, water, public transport, healthcare, education and eldercare) and examines the hypothesis that there is a North-West–South-East divide in Europe in terms of the evaluation of local service reforms. Particular attention is devoted to the explanatory function of evaluation. Providing fresh insight into the functioning of local government machinery in contemporary Europe, this book will appeal in particular to practitioners and students of local government, public economy, public administration and policy.

Book excerpt: The transition to adulthood is a longer and more complex process than it was just a few decades ago, and a growing number of youth and young adults experience significant challenges in the establishment of an autonomous and independent lifestyle when compared to previous generations. Successful high school graduation followed by employment is no longer the inevitable trajectory for young people, especially in the current socio-economic context where jobs are less accessible and more demanding in terms of specialized skills and higher academic qualifications. Unable to rely on family for emotional and financial support, vulnerable youth, who grow up in substitute care, are especially effected by the lengthening of this transition to adulthood. The dismal outcomes for youth growing up in care are by now well-documented, and more recently, a range of models have been proposed to help advance our understanding of these outcomes and how to forestall them. However, the literature on leaving care has long suffered from the absence of theory that could guide meaningful intervention. In response to this gap, Leaving Care and the Transition to Adulthood offers a comprehensive overview of the newest contributions to this area in relation to theory, in addition to the Theory of Emerging Adulthood, while also featuring cutting-edge research and best practices that support adjustment across a range of domains for this population. International in scope, this book focuses on bringing together major advances that span the literature on transitioning to adulthood within the care system, offering a unique and important contribution to the field.

Available in PDF, EPUB and Kindle. Book excerpt: Child Welfare Removals by the State addresses a most important (but little-researched) legal proceeding: when the State intervenes in the private family sphere to remove children at risk to a place of safety, adoption, or in other forms of out-of-home care. It is an intervention into the private family sphere that is intrusive, contested, and a last resort. States' interventions in the family are decided within legal and political orders and traditions that constitute a country's policies, welfare state model, child protection system, and children s position in a society. However, we lack a cross-country analysis of the different models of decision-making in a European context. This text aims to present new research at the intersection of social work, law, and social policy concerning child protection proceedings for children in need of alternative care. It explores the role of court-based and voluntary decision-making systems in child protection proceedings, its effects, dynamics, and meanings in seven European countries and the United States, and analyses the tensions and dilemmas between children, parents, and socio-legal professionals. The book consists of eight country chapters, plus an introduction and conclusion chapters. The range of countries of countries represented in the book covers the social democratic Nordic countries (Finland, Norway, and Sweden), the conservative corporatist regimes (Germany and Switzerland), the neo-liberal (England, Ireland, and the United States), and related child welfare systems.

Available in PDF, EPUB and Kindle. Book excerpt: This book challenges and revises existing ways of thinking about leaving care policy, practice and research at regional, national and international levels. Bringing together contributors from fifteen countries, it covers a range of topical policy and practice issues within national, international or comparative contexts. These include youth justice, disability, access to higher education, the role of advocacy groups, ethical challenges and cultural factors. In doing so it demonstrates that, whilst young people are universally a vulnerable group, there are vast differences in their experiences of out-of-home care and transitions from care, and their shorter and longer-term outcomes. Equally, there are significant variations between jurisdictions in terms of the legislative, policy and practice supports and opportunities made available to them. This significant edited collection is essential reading for all those who work with young people from care, including social workers, counsellors, and youth and community practitioners, as well as for students and scholars of child welfare.

Available in PDF, EPUB and Kindle. Book excerpt: As the everyday family lives of children and young people come to be increasingly defined as matters of public policy and concern, it is important to raise the question of how we can understand the contested terrain between “normal” family troubles and troubled and troubling families. In this important, timely and thought-provoking publication, a wide range of contributors explore how “troubles” feature in “normal” families, and how the “normal” features in “troubled” families. Drawing on research on a wide range of substantive topics - including infant care, sibling conflict, divorce, disability, illness, migration and asylum-seeking, substance misuse, violence, kinship care, and forced marriage - the contributors aim to promote dialogue between researchers addressing mainstream family change and diversity in everyday lives, and those specialising in specific problems which prompt professional interventions. In tackling these contentious and difficult issues across a variety of topics, the book addresses a wide audience, including policy makers, service users and practitioners, as well as family studies scholars more generally who are interested in issues of family change.
