The International Food Policy Research Institute (IFPRI) was founded in 1975 and for the past four decades has worked to provide partners in donor and recipient countries with solid research and evidence on policy options. IFPRI was fortunate to have as its first board chairman, world-renowned Australian economist Sir John Crawford, who was a passionate advocate for international agricultural research and an architect of CGIAR, of which IFPRI is a member. Agriculture and rural development play a critical role in alleviating poverty and undernutrition. The Australian Department of Foreign Affairs and Trade (DFAT) has focused its efforts on three pillars of food security: improving agricultural productivity, increasing rural livelihoods, and improving community resilience. This demonstrates Australia’s commitment to serving the needs of the poorest and constructing the building blocks of global food security in the long term. In 2013–2014, the Australian government’s spending on food security is expected to total more than 316 million Australian dollars. Working with many longstanding partners, such as the government of Australia and its Australian Centre for International Agricultural Research (ACIAR), IFPRI’s research focuses on sustainable agricultural growth that engages the private sector, country-led strategy development, investment in agricultural research, provision of safety nets to strengthen resilience, prioritization of nutrition interventions for women and children, design of climate change adaptation and mitigation strategies, and partnerships with other stakeholders in global movements, such as Scaling Up Nutrition. Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. Due to insufficient data, 2015 GHI scores could not be calculated for places that recently suffered from high levels of hunger, including Burundi, Comoros, Democratic Republic of the Congo, Eritrea, Somalia, South Sudan, and Sudan. 2015 Global Hunger Index Interactive App: http://ghi.ifpri.org

Malnutrition manifests itself in many different ways: as poor child growth and development; as individuals who are skin and bone or prone to infection; as those who are carrying too much weight or whose blood contains too much sugar, salt, fat, or cholesterol; or those who are deficient in important vitamins or minerals. Malnutrition and diet are by far the biggest risk factors for the global burden of disease: every country is facing a serious public health challenge from malnutrition. The economic consequences represent losses of 11 percent of gross domestic product (GDP) every year in Africa and Asia, whereas preventing malnutrion delivers $16 in returns on investment for every $1 spent. The world’s countries have agreed on targets for nutrition, but despite some progress in recent years the world is off track to reach those targets. This third stocktaking of the state of the world’s nutrition points to ways to reverse this trend and end all forms of malnutrition by 2030.

Book excerpt: IFPRI commissioned this study to assess how the country programs (CPs) are performing—which approaches and methods are producing the best outcomes across countries and over time—to identify factors that promote or impede their progress and lessons for making them more impactful in the future. The study has two major components. The first is a survey and analysis of the factors that CP leaders perceived to have most helped them influence host-country policies. We interviewed all current and most past CP leaders, which enabled us to compile evidence from recent CP experiences as well as from the 1980s and 1990s. We focused on the lessons they drew from their past successes that shed light on how to make their other activities successful. We did not undertake similar interviews on failed efforts because it is much harder to elicit such information from CP leaders. Additional insights about unsuccessful activities are, however, captured in the second component of the study, a commissioned external evaluation of the performance of a sample of ongoing country programs. Ideally, the external evaluation would have included CPs in both Africa and Asia, but this was not possible with the available budget. We therefore settled for an evaluation of CPs in Africa south of the Sahara. Doing so had two advantages: (1) the African CPs are more homogenous in terms of their objectives, structure, and internal IFPRI management, making comparisons among them more insightful; and (2) the budget was sufficient to both include all the African CPs in some of the analyses and allow the external evaluator to visit three of them.
