In general, 4-year institutions (universities) specialize in higher quality spectrum, whereas 2-year institutions (colleges) specialize in lower quality spectrum with a substantial overlap of the two types institutions in the middle spectrum achievement. We also found that institutions located in Seoul or surrounding Kyunggi Province are able to attract better students and that there is a substantial premium for public universities even after controlling for net tuition and non-tuition subsidy.

Visit www.luminosoa.org to learn more. The Dream Is Over tells the extraordinary story of the 1960 Master Plan for Higher Education in California, created by visionary University of California President Clark Kerr and his contemporaries. The Master Plan’s equality of opportunity policy brought college within reach of millions of American families for the first time and fashioned the world’s leading system of public research universities. The California idea became the leading model for higher education across the world and has had great influence in the rapid growth of universities in China and East Asia. Yet, remarkably, the political conditions supporting the California idea in California itself have evaporated. Universal access is faltering, public tuition is rising, the great research universities face new challenges, and educational participation in California, once the national leader, lags far behind. Can the social values embodied in Kerr’s vision be renewed?

Book excerpt: By examining privileged and highly skilled Asian migrants, such as international students who acquire legal permanent residency in the United States, this book registers and traces these transnational figures as racialized transnational elites and illuminates the intersectionality and reconfiguration of race, class, ethnicity, and nationality. Using in-depth interviews with Korean international students in New York City and Koreans in South Korea as a case study, this book argues that racialized transnational elites are embedded in racial and ethnic dynamics in the United States as well as in class and nationalist conflicts with non-migrant co-ethnics in the sending country. Sung-Choon Park further argues that strategic responses to the local, social dynamics shape transnational practices such as diaspora-building, transfer of knowledge, conversion of cultural capital, and cross-border communication about race, causing heterogeneous social consequences in both societies.

Available in PDF, EPUB and Kindle. Book excerpt: This book argues that academic freedom in higher education in East Asia, the U.S. and Australia is under stress. Academic freedom means freedom to teach, research, and serve in multiple political and social roles based on professional principles. It is closely linked to shared governance, in which academics participate in and influence decision making in core academic concerns such as choosing new faculty, faculty promotion, tenure decisions and the approval of new academic programs. In different countries and regions, the duress confronting academic freedom may come from different directions, and the ability of faculty to share power can vary greatly. In authoritarian mainland China, it is mostly political and ideological controls that greatly affect academic freedom, and shared governance is very much limited. In semi-democracies like Hong Kong and Macau and democracies like Taiwan, Japan, South Korea, the U.S. and Australia, corporatization and commercialization have had great impact on both academic freedom and shared governance. The result is that the roles professors play within academia are continually being diminished and the academic profession is struggling to maintain its ground. Similar developments are also occurring in Europe. These developments should cause great concern to educators, researchers and policymakers everywhere. The authors collected here present attempts to learn from current practice in order to move policy into directions that will help protect higher education as a common good. This book highlights the importance of academic freedom and provides insights into the ways it is being infringed both by commercialization and corporatization on the one hand and political repression on the other. It vividly illustrates detailed case studies and empirical data that make it a compelling read.- Professor Ruth Hayhoe, University of Toronto, Canada Academic freedom is as important today as at any time in the last century. The authors point out the challenges that academic freedom faces on a global scale. The import of the book is in its comparative perspective steeped in data and analysis. Thoughtful. Cogent. Compelling. - Professor William G. Tierney and Professor Wilbur-Kieffer, University of Southern California, United States

Book excerpt: This book re-conceptualizes the field of international and comparative education by utilizing indigenous knowledge as a central component for altering the dominant, eurocentric social science research paradigm. Examples from indigenous sources of knowledge are juxtaposed to the dominant discourses on education and modern development in subaltern societies in order to provide scholars with alternative ways of viewing education and development and to shape how subaltern peoples are understood and represented in academic research.
