Unlike other works, this book does not engage in another review of the shifts of public opinion and perception regarding the EU. Instead, it offers a different and innovative perspective by focusing on constructions of legitimacy in the European Commission. Starting from the premise that legitimacy is discursively constructed, the book engages in a fine-grained analysis of legitimacy discourses in the European Commission since the early 1970s. Embedded in a poststructuralist theoretical framework, Hegemonies of Legitimation also sheds light on the conditions that made radical shifts of legitimacy discourses possible, and illustrates how these discursive shifts paved the way for different types of legitimation policies. As such, the book maps and reconstructs the historically variable discursive landscape of competing articulations of what legitimacy signifies in the case of the EC/EU, and provides us with a detailed picture of the history of the Commission's struggle for legitimacy.

Book excerpt: Since the Enlightenment, liberal democrat governments in Europe and North America have been compelled to secure the legitimacy of their authority by constructing rational states whose rationality is based on modern forms of law. The first serious challenge to liberal democratic practices of legal legitimacy comes in Marx’s early writings on Rousseau and Hegel. Marx discovers the limits of formal legal equality that does not address substantive relations of inequality in the workplace and in many other spheres of social life. Beyond Hegemony investigates the authoritarianism and breakdown of those state socialist governments in Russia and elsewhere which claim to put Marx’s ideas on democracy and equality into practice. The book explains that although many aspects of Marx’s critique are still valid today, his ideas need to be supplemented by the contributions to social theory made by Nietzsche, Foucault, the critical theory of the Frankfurt School as well as the libertarian socialism of G.D.H. Cole. What emerges is a new theory of political legitimacy which indicates how it is possible to move beyond liberal democracy whilst avoiding the authoritarian turn of state socialism. Schecter points out the weaknesses of the many extra-legal accounts of non-formal legitimacy now on offer, such as those based on friendship and identity. He then argues that the first step beyond hegemony depends on the discovery of forms of legitimate legality and demonstrates why the conditions of legitimate law can be identified.

She offers fascinating and rich details of war and peace in Asian international relations, addressing questions such as: why Japan invaded Korea and fought a major war against the Sino-Korean coalition in the late sixteenth century; why Korea attempted to strike at the Ming empire militarily in the late fourteenth century; and how Japan created a miniature tributary order posing as the center of Asia in lieu of the Qing empire in the seventeenth century. The 2016 election of Donald Trump led many to pronounce the death, or at least terminal decline, of liberal international order - the system of institutions, rules, and values associated with the American-dominated international system. But the truth is that the unravelling of American global order began over a decade earlier. Exit from Hegemony develops an integrated approach to understanding the rise and decline of hegemonic orders. It calls attention to three drivers of transformation in contemporary order. First, great powers, most notably Russia and China, contest existing norms and values, while simultaneously building new spheres of international order through regional institutions. The book explores the strategic and institutional dynamics of international relations in East Asian history when imperial China was the undisputed regional hegemon, focusing in depth on two central aspects of Chinese hegemony at the time: the grand strategies China and its neighbors adopted in their strategic interactions, and the international institutions they engaged in to maintain regional order—including but not limited to the tribute system. Feng Zhang draws on both Chinese and Western intellectual traditions to develop a relational theory of grand strategy and fundamental institutions in regional relations. The theory is evaluated with three case studies of Sino-Korean, Sino-Japanese, and Sino-Mongol relations during China's early Ming dynasty—when a type of Confucian expressive strategy was an essential feature of regional relations. He then explores the policy implications of this relational model for understanding and analyzing contemporary China's rise and the changing East Asian order. The book suggests some historical lessons for understanding contemporary Chinese foreign policy and considers the possibility of a more relational and cooperative Chinese strategy in the future.

De Indis is predicated upon a two-fold discursive strategy: (i) investing “private” Trading Companies with “public” international legal personality, and (ii) collapsing the distinction between “private” and “public” warfare. Governing the operation of textual interpretation is De Indis’ status as a republican treatise juridically legitimating an early modern Trans-National corporation (the VOC) that served as an agent of a “primitive” system of global governance, the early Capitalist World-Economy. The application of New Stream scholarship reveals that the republican signature of De Indis consists of a discursive “micro-oscillation” between the “thick” ontology of Late Scholasticism (“Utopia”) and the “thin” ontology of Civic Humanism (“Apology”) wholly appropriate to the governance requirements of the embryonic Modern World-System.
