Book excerpt: Civic engagement in this book is understood to include attendance at booked National Health Service appointments; compulsory attendance at school; the take-up of a variety of State benefits in cash and kind, such as Pension Credit and free school meals; and attendance at work. This book is the outcome of a collaborative exercise, in which specialists in a variety of disciplines have come together to better understand the state of civic engagement in the fields of health, education, social security, and employment. Their research is drawn primarily from the British experience, but the phenomena studied are international in scope. Generally, civic engagement has been improving, but in certain areas there are serious gaps that still need addressing. Administrative arrangements are shown to reduce absence for booked appointments, without necessarily making referred patients more or less likely to attend. A variety of measures are suggested for truancy, and the take-up of social security benefits faces a number of issues. Work absence attributed to sickness is at least partly viewed as a psychosocial problem. Economic analysis shows the importance of incentives, and the potential cost of changing from selective to the universal provision of free school meals. Taken together, the sociological analysis in the book highlights the fragmentation of society and its consequences for civic engagement. This book was originally published as a special issue of Contemporary Social Science.

They note the role played by the Pensions Commission in assessing the options for UK pensions and propose the establishment of a Welfare Commission that can undertake a full examination of the possibility for fundamental change.

The report concludes that it is very difficult to draw final conclusions regarding their level of success - too much remains unfinished business. It draws attention, in particular, to the new relationship between the Treasury and UKFI, and recommends that the Government considers whether the formal terms of the relationship need some re-definition in the light of experience. The report is particularly concerned by the dire results for HM Revenue & Customs (HMRC) of a cross-Government staff survey pilot study. The Report calls for HMRC management to publish a clear and detailed plan to provide focus and direction to their efforts to re-engage with their workforce. Noting a rise in customer complaints and that, on average, only 57 per cent of calls to HMRC contact centres were answered during 2008-09. HMRC should publish more data to enable effective scrutiny of its performance against its targets, data which is essential for tax gaps to be closed and for the take up of the working tax credit to be assessed and improved. The Report is critical of the failure of most departments to provide accurate and timely monthly in-year figures to the Treasury. Other sections of the report cover National Savings & Investment, the revaluation of UK statutory ports and the performance of the Royal Mint.

Book excerpt: The Department for Work and Pensions (DWP) and its agencies, are responsible for administering around 40 social security benefits to the value of around £100 billion a year. Many of these benefits are linked together; hence some customers are in receipt of more than one benefit. The need for equity and fairness in interpreting legislation, is a cause of complexity. Incentives (e.g. to work) and rewards (e.g. for an individual's savings) have been built into procedures. Problems are caused by the interface between DWP benefits and tax credits (which are administered by HM Revenue and Customs); and by the constant flow of major and minor legislative and administrative changes. Simplified procedures would enable both staff and customers to understand the system better, and to avoid duplication of effort. There would also be less scope for benefits fraud (estimated at £2.6 billion in 2004-05). This NAO report also highlights the need for improved communication with customers and better use of new technology.

Book excerpt: In this report the Work and Pensions Committee reiterates its call for the establishment of a Welfare Commission to create a fairer and simpler benefits system that claimants can understand and the Department of Work and Pensions (DWP) can administer more accurately. The report concludes that the vast majority of decisions DWP makes are accepted by claimants and lead to the right benefits being paid on time to those who are eligible. But the level of official error in the benefits system has increased substantially since 2000-01. The level of overpayments due to official error has risen from £0.4 billion (0.4 per cent of benefits paid) to £0.8 billion (0.6 per cent of benefits paid) in 2008-09. Although the Department has made great strides in reducing fraud, this increase in error should be a cause for concern. The report also highlights a worrying lack of response to scrutiny of the decision making and appeals (DMA) system by DWP. A former President of the Appeal Tribunals, Judge Robert Martin, felt his reports were effectively ignored, and there is evidence that the Decision Making Standards Committee lacks influence. There should be a much more constructive response to scrutiny. Another area that seems not to be working as effectively or as quickly as it should is the reconsideration process - the review of decisions - and the Department should examine this urgently.
