When post-World War II independence of colonies transferred ownership of the state structure to the colonized elite, electoral and civil society politics battled for capture of this post-colonial state. Meanwhile, the state was also forced to build its legitimacy in the face of customary governance practices seeking rehabilitation and decolonization in the midst of civil wars and strife. This "state-building social movement" was further complicated with the global spread of neoliberalism and neocolonialism, and herein lies the significant difference between the post-colonial nation-state and the Western nation-states. This book fills the gap in literature and argues that it is necessary to foreground discussions of the nature of the post-colonial nation-state in examining resistance and provides a window into the dynamics of the post-colonial state and its implication in everyday organizing and resistance.

Drawing on 5 years of ethnographic fieldwork in the remote, rural areas of Timor-Leste, the book provides a critical analysis of the challenges that communities face when navigating coexisting customary and state-based structures and norms in a context where customary law continues to be the central guiding force. It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste’s vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives. Book excerpt: State formation in post-colonial societies differed greatly from the formation of the Western capitalist state. The latter has been extensively studied, while a coherent grasp of the post-colonial state has remained elusive. Amin-Khan provides a critical historical and contemporary understanding of post-colonial state formations in Asia and Africa, and suggests how this process differed from the formation of states in Latin America. In distinguishing between the post-colonial state and the Western capitalist state, the author argues that the unitary colonial state left a strong legacy on the decolonized states of Asia and Africa, reinscribing their subordination vis-à-vis Western states, transnational corporations and multilateral institutions. The indigenous elites' decision at the time of decolonization to retain colonial state structures meant the readaptation of capitalism-imperialism nexus to suit new post-colonial realities, which enabled the formation of clientelist relationships. This post-colonial reality and exploration of the contemporary context provides the basis of analyzing two post-colonial state forms, the capitalist and proto-capitalist varieties, which are examined using the case studies of India and Pakistan.

Book excerpt: In analyzing the obstacles to democratization in post- independence Africa, Mahmood Mamdani offers a bold, insightful account of colonialism's legacy--a bifurcated power that mediated racial domination through tribally organized local authorities, reproducing racial identity in citizens and ethnic identity in subjects. Many writers have understood colonial rule as either "direct" (French) or "indirect" (British), with a third variant--apartheid--as exceptional. This benign terminology, Mamdani shows, masks the fact that these were actually variants of a despotism. While direct rule denied rights to subjects on racial grounds, indirect rule incorporated them into a "customary" mode of rule, with state-appointed Native Authorities defining custom. By tapping authoritarian possibilities in culture, and by giving culture an authoritarian bent, indirect rule (decentralized despotism) set the pace for Africa; the French followed suit by changing from direct to indirect administration, while apartheid emerged relatively later. Apartheid, Mamdani shows, was actually the generic form of the colonial state in Africa. Through case studies of rural (Uganda) and urban (South Africa) resistance movements, we learn how these institutional features fragment resistance and how states tend to play off reform in one sector against repression in the other. The result is a groundbreaking reassessment of colonial rule in Africa and its enduring aftereffects. Reforming a power that institutionally enforces tension between town and country, and between ethnicities, is the key challenge for anyone interested in democratic reform in Africa.

A continental foreign policy is a tenuous proposition, yet new African states emerged out of armed resistance and advocacy from regional allies such as the Bandung Conference and the League of Arab States. Ghana was the first Sub-Saharan African country to gain independence in 1957. Fourteen more countries gained independence in 1960 alone, and by May 1963, when the Organisation of African Unity (OAU) was formed, 30 countries were independent. An early OAU committee was the African Liberation Committee (ALC), tasked to work in the Frontline States (FLS) to support independence in Southern Africa. Pan-Africanists, in alliance with Brazzaville, Casablanca and Monrovia groups, approached continental unity differently, and regionalism continued to be a major feature. Africa’s challenges were often magnified by the capitalist-democratic versus communist-socialist bloc rivalry, but through Africa’s use and leveraging of IGOs – the UN, UNDP, UNECA, GATT, NIEO and others – to advance development, the formation of the African Economic Community, OAU’s evolution into the AU and other alliances belied collective actions, even as Africa implemented decisions that required cooperation: uti possidetis (maintaining colonial borders), containing secession, intra- and inter-state conflicts, rebellions and building RECs and a united Africa as envisioned by Pan Africanists worked better collectively.

Writers such as Frantz Fanon, Edward Said, and Homi K. Bhabha have explored instances of revolt, opposition, or subversion, but there has been insufficient critical analysis of the concept of resistance, particularly as it relates to liberation or social and cultural transformation. In Postcolonial Resistance, David Jefferess looks to redress this critical imbalance. Jefferess argues that interpreting resistance, as these critics have done, as either acts of opposition or practices of subversion is insufficient. He discerns in the existing critical literature an alternate paradigm for postcolonial politics, and through close analyses of the work of Mohandas Gandhi and the South African reconciliation project, Postcolonial Resistance seeks to redefine resistance to reconnect an analysis of colonial discourse to material structures of colonial exploitation and inequality. Engaging works of postcolonial fiction, literary criticism, historiography, and cultural theory, Jefferess conceives of resistance and reconciliation as dependent upon the transformation of both the colonial subject and the antagonistic nature of colonial power.
