This original new textbook provides a much-needed update on how the EU's policies and institutions have changed in light of the multiple crises and transformations since 2010. An international team of leading scholars offer systematic accounts on the EU's institutional regime, policies, and its community of people and states. Each chapter is structured to explain the relevant historical developments and institutional framework, presenting the key actors, the current controversies and discussing a paradigmatic case study. Each chapter also provides ideas for group discussions and individual research topics. Moving away from the typical, neutral account of the functioning of the EU, this textbook will stimulate readers' critical thinking towards the EU as it is today. It will serve as a core text for undergraduate and graduate students of politics and European studies taking courses on the politics of the EU, and those taking courses in comparative politics and international organizations including the EU.

Available in PDF, EPUB and Kindle. Book excerpt: Within the framework of the new European economic governance, neoliberal views on wages have further increased in prominence and have steered various reforms of collective bargaining rules and practices. As the crisis in Europe came to be largely interpreted as a crisis of competitiveness, wages were seen as the core adjustment variable for ‘internal devaluation’, the claim being that competitiveness could be restored through a reduction of labour costs. This book proposes an alternative view according to which wage developments need to be strengthened through a Europe-wide coordinated reconstruction of collective bargaining as a precondition for more sustainable and more inclusive growth in Europe. It contains major research findings from the CAWIE2 – Collectively Agreed Wages in Europe – project, conducted in 2014–2015 for the purpose of discussing and debating the currently dominant policy perspectives on collectively-bargained wage systems under the new European economic governance.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the European governance of emerging security technologies. The emergence of technologies such as drones, autonomous robotics, artificial intelligence, cyber and biotechnologies has stimulated worldwide debates on their use, risks and benefits in both the civilian and the security-related fields. This volume examines the concept of ‘governance’ as an analytical framework and tool to investigate how new and emerging security technologies are governed in practice within the European Union (EU), emphasising the relational configurations among different state and non-state actors. With reference to European governance, it addresses the complex interplay of power relations, interests and framings surrounding the development of policies and strategies for the use of new security technologies. The work examines varied conceptual tools to shed light on the way diverse technologies are embedded in EU policy frameworks. Each contribution identifies actors involved in the governance of a specific technology sector, their multilevel institutional and corporate configurations, and the conflicting forces, values, ethical and legal concerns, as well as security imperatives and economic interests. This book will be of much interest to students of science and technology studies, security studies and EU policy. This is a timely and important book′ - Political Studies `Local governance have gained massive attention among scholars and practitioners during the past several years. Peter John′s book fills a void in the literature by tracing the historical roots of local governance and by placing his findings in a comparative perspective′ - Professor Jon Pierre, University of Gothenburg, Sweden `Peter John has produced a fascinating and stimulating book in which he assesses current developments in urban politics and local government in Europe and suggests how these changes are leading to different patterns of sub-national territorial politics in the EU today. What he has to say is of important interest to all students of local government; comparative politics and of territorial politics more generally′ - Michael Goldsmith, University of Salford `this book offers a fascinating comparative analysis... themes such as New Public Management, globalisation, regionalism and privatisation will be relevant to numerous courses in government, politics, public administration and public policy′ - West European Politics This text provides a comprehensive introduction to local government and urban politics in contemporary Western Europe. It is the first book to map and explain the change in local political systems and to place these in comparative context. The book introduces students to the traditional structures and institutions of local government and shows how these have been transformed in response to increased economic and political competition, new ideas, institutional reform and the Europeanization of public policy. At the book′s core is the perceived transition from local government to local governance. The book traces this key development thematically across a wide range of West European states including: Belgium, France, Greece, Italy, Germany, the Netherlands, Norway, Portugal, Spain and the United Kingdom.

This `multi-level politics′ approach offers a powerful lens through which to view the future course of European integration. The contributors′ empirical exploration of areas such as regional governance, social policy and social movements underpins their broad conceptual and theoretical framework providing significant new insight into European politics.

Book excerpt: European politics has been reshaped in recent decades by a dual process of centralization and decentralization. At the same time that authority in many policy areas has shifted to the suprantional level of the European Union, so national governments have given subnational regions within countries more say over the lives of their citizens. At the forefront of scholars who characterize this dual process as Omulti-level governance,OLiesbet Hooghe and Gary Marks argue that its emergence in the second half of the twentieth century is a watershed in the political development of Europe. Hooghe and Marks explain why multi-level governance has taken place and how it shapes conflict in national and European political arenas. Drawing on a rich body of original research, the book is at the same time written in a clear and accessible style for undergraduates and non-experts.

Moreover, it explores the EUMSG’s performance through the lenses of three alternative yet coexistent understandings of justice (non-domination, impartiality, and mutual recognition), thereby overcoming a unilateral ethical viewpoint and moving away from the ‘open-closed borders’ debate.

Available in PDF, EPUB and Kindle. Book excerpt: This book studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism. Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. More recently, different strands of the literature have found common ground in the investigation of the EU’s role in what has been labelled ‘multilateral security governance’. Despite being frequently used, the term is yet to be fully clarified, and empirically explored. To contribute further our understanding of it, this book presents a conceptual and empirical exploration of ‘multilateral security governance’ and the EU’s role in it. Expert contributors in the field analyze both traditional and non-traditional security areas, to investigate if and how multilateral security governance functions, and how the EU contributes (or fails to contribute) to the functioning of multilateral governance. The EU and Multilateral Security Governance will be of interest to students, scholars and practitioners of EU politics, security studies and governance.
