Book excerpt: Historically countries of Eastern Europe and Central Asia have faced a number of obstacles in their transition to democracy and market-based economies. These obstacles include higher levels of corruption, and greater administrative and regulatory burdens as they pass laws and implement programs to combat corruption and promote private sector development. This report uses the results of the most recent Business Environment and Enterprise Performance Survey (BEEPS) to examine trends in corruption and administrative burden of regulations on private sector firms in 29 Eastern European and Central Asian countries. The results show overall positive trends in the Eastern Europe and Central Asian region in terms of incidence of corruption and the burden placed on private sector firms by administrative and other regulations. . The most notable and definitive finding from the 2008 BEEPS is a continuation in the favorable trend regarding firms payment of administrative bribes. Across the region, there has been progress made in the perceptions of bribery and unofficial payments. Frequency of bribe-paying fell significantly in the areas of taxes, customs and imports and courts, for the region overall and in most countries. The report examines several factors that influence the level of administrative corruption, including regulatory burden, strength of anti-corruption legislation, and income (among others). Results show that countries with greater capacity to enforce and implement anti-corruption measures are less likely to have high levels of corruption and incidence of graft. The results presented in the report show that countries of Eastern Europe and Central Asia are no longer facing higher corruption or regulatory burden than firms in comparable non-transition countries.

The MD and ND have been identified as region-specific healthy diets. To support decision-makers in shaping context-specific diet and nutrition policies, this review provides a summary of the NCD burden and activities in the Region; outlines the NCD-related health benefits of the MD and ND; describes interventions and policies in 15 countries; reviews four identified studies into the effectiveness of MD and ND policies on NCD outcomes; and discusses policy implications and options. In the context of MD and ND interventions for NCDs, there remains a Region-wide need to increase translation of evidence into action, monitor and evaluate the impact of existing policies on NCD outcomes and share activities through public platforms to support information sharing.

Today, the concept of "the refugee" as distinct from other migrants looms large. Immigration laws have developed to reinforce a conceptual dichotomy between those viewed as voluntary, often economically motivated, migrants who can be legitimately excluded by potential host states, and those viewed as forced, often politically motivated, refugees who should be let in. In Crossing, Rebecca Hamlin argues against advocacy positions that cling to this distinction. Everything we know about people who decide to move suggests that border crossing is far more complicated than any binary, or even a continuum, can encompass. The decision to leave home is almost always multi-causal and often involves many stops and hazards along the way--a reality not captured by a system that categorizes a majority of border-crossers as undeserving, and the rare few as vulnerable and needy. Drawing on cases of various "border crises" across Europe, North America, South America, and the Middle East, Hamlin outlines major inconsistencies and faulty assumptions upon which the binary relies, and explains its endurance and appeal by tracing its origins to the birth of the modern state and the rise of colonial empire. The migrant/refugee binary is not just an innocuous shorthand, indeed its power stems from the way in which is it painted as objective, neutral, and apolitical. In truth, the binary is a dangerous legal fiction, politically constructed with the ultimate goal of making harsh border control measures more ethically palatable to the public.
