NNSA's mission is protect the American people by maintaining a safe, secure, and effective nuclear weapons stockpile; by reducing global nuclear threats; and by providing the U.S. Navy with safe, militarily effective naval nuclear propulsion plants. The FY2016 National Defense Authorization Act called for the National Academies, in partnership with the National Academy of Public Administration, to track and assess progress over 2016-2020 to reform governance and management of the enterprise. Book excerpt: The congressionally mandated report A New Foundation for the Nuclear Enterprise (the "Augustine-Mies" report), released in November 2014, concluded that "the existing governance structures and many of the practices of the [nuclear security] enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term." Following the release of the Augustine-Mies report, the National Defense Authorization Act for Fiscal Year 2016 called for DOE to develop an implementation plan for responding to the recommendations in that and similar reports. The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. This report is the third in a series of reports to be issued over 2017â€"2020 as part of that study.

This book was released on 2017-04-18 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: A congressionally mandated study carried out in 2013-2014 led to the November 2014 report A New Foundation for the Nuclear Enterprise. That report summarizes the panel's findings on the current health of the enterprise, examines the root causes of its governance challenges, and offers the panel's recommendations to address the identified problems. It concludes that the existing governance structures and many of the practices of the enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term. It offers recommendations to put the entire nuclear security enterprise on a stronger footing. Recognizing the persistence of governance and management concerns, this report serves as an initial assessment of the implementation plan developed by the National Nuclear Security Administration and the Department Of Energy for addressing the recommendations from A New Foundation for the Nuclear Enterprise. There will be seven semi-annual interim reports to evaluate progress in implementing the plan. A final report will be issued at the end of the study to document the overall progress in executing the implementation plan, assess the effectiveness of the reform efforts under that plan, and recommend whether further action is needed.

In collaboration with the National Academy of Public Administration, Report 4 on Tracking and Assessing Governance and Management Reform in the Nuclear Security Enterprise evaluates the implementation plan developed by the National Nuclear Security Administration and Department of Energy in response to the FY2016 National Defense Authorization Act, and the subsequent implementation of such plan. The recommendations of this report will guide the NNSA as they reform management culture to a culture of performance, accountability, and credibility that is mission-driven.

Book excerpt: The United States and its allies are in a complex nuclear age, with potential adversaries modernizing their arsenals, new nuclear technologies emerging, and potential new proliferants--as well as regional challenges--raising significant concerns. Nuclear forces provide the ultimate guarantee against major war and coercion, serving both to deter the use of weapons and to support nonproliferation initiatives. This book summarizes the findings of a Congressional Advisory Panel on the current health of the nuclear security enterprise, examines the root causes of its governance challenges, and offers recommendations to address the identified problems. Furthermore, the book addresses how the Nuclear Weapons Council (Council) carries out its statutory and regulatory responsibilities and any challenges it faces in doing so and the extent to which the Council's actions are consistent with key practices for interagency collaboration.

This book was released on 2015-03-13 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges is an independent assessment regarding the transition of the National Nuclear Security Administration (NNSA) laboratories - Los Alamos National Laboratory, Lawrence Livermore National Laboratory, and Sandia National Laboratories - to multiagency, federally funded research and development centers with direct sustainment and sponsorship by multiple national security agencies. This report makes recommendations for the governance of NNSA laboratories to better align with the evolving national security landscape and the laboratories' increasing engagement with the other national security agencies, while simultaneously encouraging the best technical solutions to national problems from the entire range of national security establishments. According to this report, the Department of Energy should remain the sole sponsor of the NNSA laboratories as federally funded research and development centers. The NNSA laboratories will remain a critically important resource to meet U.S. national security needs for many decades to come. The recommendations of Aligning the Governance Structure of the NNSA Laboratories to Meet 21st Century National Security Challenges will improve the governance of the laboratories and strengthen their strategic relationship with the non-DOE national security agencies.

Book excerpt: During the late 1990s, the Department of Energy (DOE) had difficulties with a lack of clear management authority and responsibility that contributed to security problems at the nation's nuclear weapons laboratories and management problems with major projects. In response, Congress created the National Nuclear Security Administration (NNSA) as a separately organised agency within the DOE under the NNSA Act. The NNSA is responsible for managing nuclear weapons and non-proliferation-related national security activities in laboratories and other facilities, collectively known as the nuclear security enterprise. This book examines the problems that have arisen with the nuclear security enterprise, from projects' cost and schedule overruns to inadequate oversight of safety and security at NNSA's sites. With the NNSA proposing to spend tens of billions of dollars to modernise its facilities, it is important to ensure scarce resources are spent in an effective and efficient manner.

Available in PDF, EPUB and Kindle. Book excerpt: The book considers the implications of the nuclear energy revival for global governance in the areas of safety, security and non-proliferation. Increased global warming, the energy demands of China, India and other emerging economic powerhouses and the problems facing traditional and alternative energy sources have lead many to suggest that there will soon be a nuclear energy ‘renaissance’. This book examines comprehensively the drivers of and constraints on the revival, its nature and scope and the possibility that nuclear power will spread significantly beyond the countries which currently rely on it. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience and regulatory structures to successfully manage such a major industrial enterprise. Of even greater interest are countries that may see in a nuclear energy program a ‘hedging’ strategy for a future nuclear weapons option. Following on from this assessment, the author examines the likely impact of various revival scenarios on the current global governance of nuclear energy, notably the treaties, international organizations, arrangements and practices designed to ensure that nuclear power is safe, secure and does not contribute to the proliferation of nuclear weapons. The book concludes with recommendations to the international community on how to strengthen global governance in order to manage the nuclear energy revival prudently. This book will be of much interest to students of energy security, global governance, security studies and IR in general.
