Available in PDF, EPUB and Kindle. Book excerpt: This book presents novel approaches to further SouthSouth Cooperation (SSC) on a global scale. The evolving aid architecture and mounting development challenges demand an urgent and critical review of existing aid modalities, policy-making and forums for international cooperation. With the rise of emerging powers, we face an important question: ls the changing global order transforming the nature of development cooperation? Promoting equitable broad-based growth in order to alleviate poverty, calls for a new understanding of the principles of development assistance, good governance, transparency, ownership, and accountability. This book is published in English.

Book excerpt: This open access handbook analyses the role of development cooperation in achieving the 2030 Agenda in a global context of 'contested cooperation'. Development actors, including governments providing aid or South-South Cooperation, developing countries, and non-governmental actors (civil society, philanthropy, and businesses) constantly challenge underlying narratives and norms of development. The book explores how reconciling these differences fosters achievement of the Sustainable Development Goals. Book excerpt: The People’s Republic of China (China) has been one of FAO’s main partners in the promotion of South-South and triangular cooperation. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.

Available in PDF, EPUB and Kindle. Book excerpt: South-South cooperation has become an increasingly visible part of international development processes. Together with the expansion of triangular cooperation - that is, cooperation among developing countries supported by a traditional donor or multilateral organisation - the growing clout of South-South schemes reflects shifts in power and wealth towards the former developing world. Against this backdrop, United Nations (UN) entities have repeatedly been asked to mainstream their support for South-South and triangular cooperation (SSTC), but there is hardly any systematic comparative evidence on whether and how they have done so. This paper addresses this gap in three steps. First, it traces the rise and evolution of South-South terminology at the UN, showing that the use of North-South frames had its origins in debates about international inequalities in the 1960s and has expanded in the context of globalisation processes since the 1970s, and also that it is developing countries themselves that have taken up and rallied behind notions of South-South. The paper provides an overview of three partly complementary and partly contradictory approaches that understand South-South cooperation to be a set of technical cooperation modalities; a general political narrative; or a shorthand for inter-state cooperation beyond North-South assistance, with the latter being the dominant de facto understanding among UN entities. Second, the analysis focuses on UN efforts over the last two decades aimed at mainstreaming support for SSTC. It centres around a scorecard of 15 UN entities that maps their level of institutional focus on SSTC, based on insights from strategies, annual reports, publications, monitoring frameworks, budgets and organisational structures. Based on the scorecard, UN entities are grouped under the tentative labels of "champions", "waverers" and "stragglers" for mapping patterns of SSTC mainstreaming. Third, the paper identifies three key factors that, in addition to beliefs in the functional relevance and potential effectiveness of SSTC, have accompanied and conditioned UN mainstreaming efforts. SSTC support has been part of (a) strategic considerations for positioning UN entities in an evolving funding environment; (b) internal bureaucratic dynamics that centre around individuals and shape day-to-day engagement; and (c) geopolitical tensions connected to the increasingly visible fracture between the United States and China. Traditional donors, in particular, tend to approach South-South cooperation as an umbrella for the expansion of China's clout across the UN development system, leading to an intensification of SSTC-related contestations. Overall, support for South-South and triangular cooperation has had a long, multi-faceted, expanding and increasingly controversial trajectory at the UN. With reference to areas of future research and policy recommendations, the paper suggests that UN entities - in coordination with member states - are well advised to expand their efforts for exploring how to best support cooperation that unfolds outside traditional North-South assistance schemes.

Available in PDF, EPUB and Kindle. Book excerpt: International institutions and agencies from the Global North are no longer the sole initiators of development norms and best practices. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research -- including more than 280 interviews -- conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations -- one based on public policy analysis and international political sociology -- she moves beyond a debate about conventional notions of international power. New Geographies of Global Policy-Making will be interest to scholars and researchers of international relations, public policy analysis, political sociology, comparative politics, and Latin American studies.

Book excerpt: India is emerging as a key player in the development cooperation arena, not only because of the increasing volume and reach of its south-south cooperation but more so because of its leadership and advocacy for the development of a distinctly southern development discourse and knowledge generation. This book traces and analyses the evolution of Indian development cooperation. It highlights its significance both to global development and as an effective tool of Indian foreign policy. Focussing on how India has played an important role in supporting development efforts of partner countries in South Asia and beyond through its various initiatives in the realm of development cooperation, the book tracks the evolution, genesis, and the challenges India faces in the current international context. The contributions provide a rich mix of academic and government, policy and practice, Indian and external perspectives. Theory is complemented with empirical research, and case studies on countries and sectors as well as comparisons with other aid providing countries are presented. The book is of interest to researchers and policy makers in the field of development cooperation, the role of emerging powers from the South, international development, foreign policy and global political economy.
