Together with the expansion of triangular cooperation - that is, cooperation among developing countries supported by a traditional donor or multilateral organisation - the growing clout of South-South schemes reflects shifts in power and wealth towards the former developing world. Against this backdrop, United Nations (UN) entities have repeatedly been asked to mainstream their support for South-South and triangular cooperation (SSTC), but there is hardly any systematic comparative evidence on whether and how they have done so. This paper addresses this gap in three steps. First, it traces the rise and evolution of South-South terminology at the UN, showing that the use of North-South frames had its origins in debates about international inequalities in the 1960s and has expanded in the context of globalisation processes since the 1970s, and also that it is developing countries themselves that have taken up and rallied behind notions of South-South. The paper provides an overview of three partly complementary and partly contradictory approaches that understand South-South cooperation to be a set of technical cooperation modalities; a general political narrative; or a shorthand for inter-state cooperation beyond North-South assistance, with the latter being the dominant de facto understanding among UN entities. Second, the analysis focuses on UN efforts over the last two decades aimed at mainstreaming support for SSTC. It centres around a scorecard of 15 UN entities that maps their level of institutional focus on SSTC, based on insights from strategies, annual reports, publications, monitoring frameworks, budgets and organisational structures. Based on the scorecard, UN entities are grouped under the tentative labels of "champions", "waverers" and "stragglers" for mapping patterns of SSTC mainstreaming. Third, the paper identifies three key factors that, in addition to beliefs in the functional relevance and potential effectiveness of SSTC, have accompanied and conditioned UN mainstreaming efforts. SSTC support has been part of (a) strategic considerations for positioning UN entities in an evolving funding environment; (b) internal bureaucratic dynamics that centre around individuals and shape day-to-day engagement; and (c) geopolitical tensions connected to the increasingly visible fracture between the United States and China. Traditional donors, in particular, tend to approach South-South cooperation as an umbrella for the expansion of China's clout across the UN development system, leading to an intensification of SSTC-related contestations. Overall, support for South-South and triangular cooperation has had a long, multi-faceted, expanding and increasingly controversial trajectory at the UN. With reference to areas of future research and policy recommendations, the paper suggests that UN entities - in coordination with member states - are well advised to expand their efforts for exploring how to best support cooperation that unfolds outside traditional North-South assistance schemes.

The Introduction to this year's edition also examines the effects of this crisis; this Introduction is drawn from the "Report of the Commission of Experts of the President of the United Nations General Assembly on Reforms of the International Monetary and Financial System," as well as a slightly edited version of a Preface to that report written by Professor Joseph E. Stiglitz. Dr. Joseph E. Professor Sachs's introduction to ARUNA 2007/2008 was titled "Towards a New Global Protocol on Climate Change," in which he arguedthat solving the climate change problem will demand four steps: scientific consensus, public awareness, the development of alternative technologies, and a global framework for action. He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climate change, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN. Edward C. Luck: ARUNA 2006/2007 edition Professor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect," in which he addressed the scope and content of what was agreed at the 2005 World Summit, the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds." Louise Frechette: ARUNA 2005/2006 edition Ms Louise Frechette is Distinguished Fellow at the Centre for International Governance Innovation, Waterloo, Ontario. Until March 2006, she was the first Deputy Secretary-General of the UN; before that, she was Permanent Representative of Canada to the UN. Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story." As the first Deputy Secretary-General of the UN, Ms Frechette was uniquely positioned to undertake a personal assessment of what has changed and what has not changed in the past decade at the UN and why. She examined if the UN is functioning better than it was 15 years ago, why reform is so difficult to achieve and what the future holds for the institutions. Rubens Ricupero: ARUNA 2004/2005 edition Mr Rubens Ricupero is Dean of the Fundacno Armando Alvares Penteado (FAAP), Sao Paulo and was formerly Secretary-General of UN Conference on Trade and Development (UNCTAD) and Minister of Finance of Brazil. Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reform in the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.

In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.
