By presenting the international context in which the rise of program-based approaches, such as budget support, took place and by summarizing the actual debate about the instrument and its effectiveness, the paper elaborates a set of assumptions and hypothesises which are affecting the overall performance of the instrument and have to be addressed based on the specific country context. In consequence, it examines and tests these assumptions by critically analyzing the Multi Donor Budget Support in Ghana based on a field study conducted in Accra in July 2010. The central argument of the paper is that general budget support can be one of the most effective aid instruments available at the time, as long as problems inherent to the instrument are addressed and tackled to prevent negative side effects. It comes to the conclusion that the MDBS in Ghana, although there is still room for improvement and entry points for critique, is a functioning example on how to acknowledge and implement the principles of the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action. Especially the quality of the policy dialogue and initiatives taken to avoid negative side effects in areas such as domestic as well as mutual accountability and ownership could become valuable examples for others to follow.

Reinforced through the Organization for Economic Co-operation and Development (OECD)’s Paris Declaration on Aid Effectiveness and the Accra Agenda for Action, ownership is now the preeminent procedure for achieving aid effectiveness and a range of development outcomes. Throughout this book, the author illustrates how the ownership paradigm dictates who can produce development knowledge and who is responsible for carrying it out, with a specific focus on the health sectors in Burkina Faso and Kenya. Under this paradigm, despite the ownership narrative, national stakeholders in both countries are not producers of development knowledge; they are merely responsible for its implementation. Book excerpt: Many practical and action-oriented international roadmaps to improve the quality of aid and its delivery and impact on development-including the Paris Declaration, Accra Agenda for Action, and Busan Partnership-emphasize a more active involvement of domestic institutions and procedures. Despite widespread agreement among both donor and recipient countries on this issue, we find that a large amount of disbursed aid tends to bypass national institutional structures. This practice is often justified on grounds of high levels of political and administrative corruption and weak implementation capacity in recipient country bureaucracies. We examine how and to what extent multi- and bi-lateral development agencies bypass national and local government institutions while channeling aid and the impact of such practices on aid effectiveness in Africa. Based on an empirical study of project aid and budget support provided to Malawi by the World Bank, the African Development Bank, and the German Economic Group, we argue that earmarked funding, specialized procurement arrangements, and the proliferation of Project Management Units are among the mechanisms used to circumvent the involvement of national institutions. We conclude that while such practices may achieve short-term gains by displaying successful and visible "donorship," the long-term impact is more uncertain. The bypassing of local institutions results in the fragmentation of aid, a lack of coordination among aid industry actors, and a general weakening of policy space and domestic capacity to formulate and implement development policy.
