Book excerpt: This book looks at the distribution, occurrences, potential and prospects for good governance, transparency and sustainable development of geological resources in Sub-Saharan Africa. By bringing together numerous different point of views, it is carried out in a holistic, interdisciplinary and scientific way. The states of Sub-Saharan Africa are among the world’s most resource-rich regions – yet many of these countries are a long way from attaining their development potential – some are among the least developed in the world. Paradoxically, those countries that are most richly endowed with resources are often the least developed ("paradox of plenty"). This phenomenon is exacerbated in many African countries by inadequate governance; and yet, if the state is unable to provide basic services, the application of social and environmental standards in the extractive and processing sectors will not be effective. The idea for this volume was conceived during an international conference of the Commission de la Communauté Economique et Monétaire de l’Afrique Centrale (CEMAC) on ‘Geological Resources and Good Governance in Central Africa’ held in September 2009 in Yaoundé, Cameroon. International experts from the political, scientific and private sectors, along with civil society, came together and discussed the various demands being placed on good governance and transparency in the Sub-Saharan raw materials sector and the prerequisites that must be met, and considered how to seek answers to future challenges. New forms of inter-sectorial, transnational governance like the Extractive Industries Transparency Initiative (EITI) and civil society’s transparency movements like Publish What You Pay (PWYP) offer ways to take account of all the different stakeholder interests in the resources sector. In this book there is also a strong focus on artisanal mining, on gender and on the spread of HIV/AIDS in the mining sector. This publication is addressed to stakeholders in the field, including civil society, international and private development agencies, planners, politicians and decision makers; as well as to researchers such as earth scientists, economists, jurists and political scientists.

Studies have proven that the entire region is essentially confronted with a crisis of social structures and government and the fragmentation of authority is the hallmark of this crisis (Van Hoyweghen & Smis, 2002:575). Over twenty-four million people are infected with AIDS/HIV, growth of per capita income is low and civil wars have killed millions in Rwanda, Burundi, Liberia, Sierra Leone and the Democratic Republic of Congo. African governments owe billions of dollars in debt (Polanyi, 2003:563). This irreversible trend brought the good governance discourse in development cooperation between the donors and African counterparts. The purpose of this paper is to examine how the concept of good governance is being implemented in Africa. For clarity purposes, the work is limited to the analysis of the efforts being made by the European Union (EU) and the World Bank in assisting African countries to implement good governance. This choice is based on the fact that the EU and World Bank are the main multilateral aid donors and development partners of the region. It argues that good governance enhances transparency in the use of development aid, helps to reduce poverty and spurs development, and that it is necessary to foster institutional reforms (causative argument). The paper further argues that implementing good governance will improve the use of political power by leaders and help in the consolidation of peace (normative argument). Currently, some impressive governance reforms are underway in many countries. This includes cases such as Nigeria – formerly the most corrupt country in the world according to Transparency International. Yet other countries such as Chad are still in reform deadlock. To account for these differences, this book examines governance reform in Sub-Saharan Africa based on an analysis of international and domestic pressures and counter-pressures. It develops a four phase model explaining why governance reforms advance in some instances, whilst in others governance reforms stagnate or even relapse. No study has sought to systematically examine the political forces, both international and domestic, behind the successful conduct of governance reform in Sub-Saharan Africa. Yet, coordination, collaboration and mutual support between international and domestic actors is critical to push individual governments onto the path of reform. This book shows that while international and domestic pro-reform pressures are important, an analysis of anti-reform pressures is also necessary to explain incomplete or failed reform. The main theoretical arguments are structured around four hypotheses. The hypotheses are theoretically generated and tested over four case studies – Madagascar, Kenya, Nigeria and Chad. On this basis, the good governance socialization process is inductively developed in the concluding chapter. This model illustrates how governance practices can evolve positively and negatively in all countries of Sub-Saharan Africa, based on the nature and relative strength of international and domestic pressures and counter-pressures.
