No matter how true these predictions might be, sub-Sahara Africa’s economic development is slower and the situation on ground don’t reflect whether this growth will soon give birth to economic development as exports argue. Academics and think-tanks continue to search for solutions to Africa’s longstanding problems. Studies have proven that the entire region is essentially confronted with a crisis of social structures and government and the fragmentation of authority is the hallmark of this crisis (Van Hoyweghen & Smis, 2002:575). Over twenty-four million people are infected with AIDS/HIV, growth of per capita income is low and civil wars have killed millions in Rwanda, Burundi, Liberia, Sierra Leone and the Democratic Republic of Congo. African governments owe billions of dollars in debt (Polanyi, 2003:563). This irreversible trend brought the good governance discourse in development cooperation between the donors and African counterparts. The purpose of this paper is to examine how the concept of good governance is being implemented in Africa. For clarity purposes, the work is limited to the analysis of the efforts being made by the European Union (EU) and the World Bank in assisting African countries to implement good governance. This choice is based on the fact that the EU and World Bank are the main multilateral aid donors and development partners of the region. It argues that good governance enhances transparency in the use of development aid, helps to reduce poverty and spurs development, and that it is necessary to foster institutional reforms (causative argument). The paper further argues that implementing good governance will improve the use of political power by leaders and help in the consolidation of peace (normative argument). Achieving global governance is a main issue in international politics today. Enforcing good governance is a must if Africa has to be fully integrated into the process of globalisation. And for globalisation to be complete and meaningful, poverty in Africa as well as other parts of the world must be eradicated. No amount of foreign aid can lead to meaningful development without effective governance. The poor state of development in Africa produces a backlash that has a global reach. Europe for example is facing a huge influx of migrants from Africa in search for greener pastures. Eradicating poverty is therefore a global challenge as the world becomes smaller. The fight against poverty and underdevelopment has given rise to a greater inter-state relationship in which powerful institutions play a decisive role.

Innovation and new technologies are critical instruments that policymakers can use in their efforts to improve governance and transparency.

While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. It is premised on the importance of bridging theory and practice, which has been lacking in most local and international development publications, making of interest to scholars and policy-makers alike concerned with public administration in developing countries.

Reducing Poverty and Investing in People: The New Role of Safety Nets in Africa assesses the objectives, features, performance, and financing of safety nets in 22 Sub-Saharan African countries and identifies how governments and donors can strengthen safety net systems to better support poor and vulnerable people. Overall, the author finds that safety nets are on the rise in Africa and are beginning to evolve from fragmented stand-alone programs into integrated systems. Social protection has started to change largely from emergency food aid programs to regular, predictable safety nets including targeted cash transfers and cash-for-work programs. Some African countries, including Kenya, Rwanda, and Tanzania, are working toward consolidating their programs into a national system. With the timely analysis of safety nets in Africa, the encouraging results from impact evaluations, and the productive aspects of cash transfer programs in these countries, African decision makers are now prioritizing safety nets on their development agendas as effective instruments to reduce poverty and vulnerability.
