Book excerpt: This book looks at the distribution, occurrences, potential and prospects for good governance, transparency and sustainable development of geological resources in Sub-Saharan Africa. By bringing together numerous different point of views, it is carried out in a holistic, interdisciplinary and scientific way. The states of Sub-Saharan Africa are among the world’s most resource-rich regions – yet many of these countries are a long way from attaining their development potential – some are among the least developed in the world. Paradoxically, those countries that are most richly endowed with resources are often the least developed ("paradox of plenty"). This phenomenon is exacerbated in many African countries by inadequate governance; and yet, if the state is unable to provide basic services, the application of social and environmental standards in the extractive and processing sectors will not be effective. The idea for this volume was conceived during an international conference of the Commission de la Communauté Economique et Monétaire de l’Afrique Centrale (CEMAC) on ‘Geological Resources and Good Governance in Central Africa’ held in September 2009 in Yaoundé, Cameroon. International experts from the political, scientific and private sectors, along with civil society, came together and discussed the various demands being placed on good governance and transparency in the Sub-Saharan raw materials sector and the prerequisites that must be met, and considered how to seek answers to future challenges. New forms of inter-sectorial, transnational governance like the Extractive Industries Transparency Initiative (EITI) and civil society’s transparency movements like Publish What You Pay (PWYP) offer ways to take account of all the different stakeholder interests in the resources sector. In this book there is also a strong focus on artisanal mining, on gender and on the spread of HIV/AIDS in the mining sector. This publication is addressed to stakeholders in the field, including civil society, international and private development agencies, planners, politicians and decision makers; as well as to researchers such as earth scientists, economists, jurists and political scientists.

There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

Then, we systematically investigate the effect of resource windfall on welfare in three different groups of countries: We find that in the short-run resource windfall is welfare enhancing in the whole sample, especially via increases in income and decreases in inequality. However, in SSA countries, the size of welfare improvement is small and it is smaller and almost zero after one year in fragile Sub-Saharan Arican (SSA) countries. In the whole sample, a resource windfall shock leads to significant welfare growth even in the long-run, but we couldn’t find any significant long-run effect of resource windfall in SSA countries.

Children in these countries are more likely to die before their first birthday, more likely to be stunted, and less likely to attend school than children in other countries with similar income. Despite the current price downturn, extractives will remain an important part of Sub-Saharan Africa's growth story—using resource rents wisely remains a long term challenge. Governments must choose how to allocate resource rents between spending, investing in human or physical capital, or investing in global financial assets. The return to investing in physical and human capital will be high in countries where the capital stock is low. Moreover, higher levels of human capital make investments in physical capital more productive, which suggests that the optimal portfolio will involve investing in both. Human capital should be prioritized in many of Sub-Saharan Africa’s resource-rich countries because of the low starting point. Investing effectively in human capital is hard because it involves delivering services, which means coordinating a large number of actors and activities. Three dimensions of governance are key: institutions, incentives and information. Decentralization and leveraging the private sector are entry points to reforming institutional structures. Revenues from natural resources can fund financial incentives to strengthen performance or demand. Producing information, making it available, and increasing social accountability helps citizens understand their rights and hold governments and providers accountable. Improving the quality of education and health services is central to improving human capital. Two additional areas are promising. First, early child development—mother and newborn health, and early child nutrition, care, and education—improves outcomes in childhood and later on. Second, cash transfers—either conditional or unconditional—reduce poverty, increase household investments in child education, nutrition, and health, and increase the investment in productive assets which foster further income generation.
