First it establishes whether it is a meaningful notion at all by taking a closer look at the parameters of good governance. Book excerpt: Article 226 EC is the central mechanism of enforcement in the EC Treaty, and has remained unchanged since the original Treaty of Rome. It provides the European Commission, as guardian of the Treaty, with a broad power of policing Member States’ conduct. Article 226 has been traditionally characterised as an arena of secretive negotiation focused on the sole function of effective enforcement. This study seeks to move beyond this approach by characterising Article 226 as a multi-functional mechanism within the Treaty. It does this by examining the central mechanism of enforcement through the normative lenses of legitimacy, good administration and good governance. Centralised Enforcement, Legitimacy and Good Governance in the EU is interdisciplinary in nature, examining law in its political context. It focuses on how the institutions interact and react to competing policy pressures, and explores the tensions that lie at the heart of legitimacy in the actions of public actors by engaging with concepts such as democracy, legitimacy and good administration. Scholars and policy-makers whose work explores Article 226 will find this work especially relevant. It will also appeal to those who are interested in enforcement and regulation in the international/EU arena, as well as those whose work considers concepts such as good governance, legitimacy, and accountability in the EU. It is also relevant to scholars engaged in the study of institutions and processes of interaction and change.

Available in PDF, EPUB and Kindle. Book excerpt: The book presents a theoretically informed typology of modes of governance which is tested in a careful selection of comparative country and policy studies. At the core is the question whether the European Union is destined to a network type of governance and whether and how this type of governance will be translated into the member states. The individual chapters subject the governing patterns at European and national level to empirical scrutiny. Drawing on recent research findings in different issue areas - including monetary union, social affairs, environment, genetic engineering and market liberalisation in transport, banking, energy, professional services - the contributions highlight the impact of the European activities on policy-making process in the member states.

Book excerpt: The implementation of the principle of good governance includes a number of detailed initiatives. The book deals with one of the most significant problems, that is, the functioning of the public sector in theory and in practice. The objectives of this book were formulated in reaction to the discussion that was started a decade ago concerning the role of the state in the 21st century, the future of integration processes and the facing of globalisation challenges. Currently, good governance is associated with the improvement of management methods in the European Union in all aspects of the realisation of domestic and EU policies, going beyond the issues of state capacity and the effectiveness of management. The importance of issues related to social participation in the work of administration and the verification of public authorities' (and administration) decisions is growing. Indirectly, all the abovementioned refer to the social legitimisation of public performances in the European Union.

Book excerpt: The European Union (EU) support for good governance reforms has been the cornerstone of its conditionality and funding policies and contributed its role as a transformative power. This book re-evaluates the EU’s governance promotion capacity both within the EU and beyond its borders in light of the simultaneous decline in democracy in Europe in particular, and across the whole world in general. The book is divided into three parts. Part I focuses on the EU’s good governance transfer to member and accession countries. Part II examines how and to what extent the EU’s governance promotion strategies travel beyond its borders and focuses on neighbours, partners, and aid recipient countries especially in Africa. Part III turns to other regional and global actors and discusses the implications of illiberal contesters such as China and Russia on the future of EU’s good governance promotion efforts. The findings of the book bring fresh insights for the scope and depth of the EU’s governance transfer capacity.

This comprehensive book provides a thorough overview of the issue from a variety of perspectives, analysing regional governance and territorial dynamics in the EU and its member states. Focusing on the implications of the democratisation–regionalisation nexus, it argues that a ‘Europe with the regions’ may promote good governance and ameliorate the democratic deficits of the EU.

Book excerpt: European politics has been reshaped in recent decades by a dual process of centralization and decentralization. At the same time that authority in many policy areas has shifted to the suprantional level of the European Union, so national governments have given subnational regions within countries more say over the lives of their citizens. At the forefront of scholars who characterize this dual process as Omulti-level governance,OLiesbet Hooghe and Gary Marks argue that its emergence in the second half of the twentieth century is a watershed in the political development of Europe. Hooghe and Marks explain why multi-level governance has taken place and how it shapes conflict in national and European political arenas. Drawing on a rich body of original research, the book is at the same time written in a clear and accessible style for undergraduates and non-experts.

Available in PDF, EPUB and Kindle. Book excerpt: Providing a comprehensive and authoritative analyses of the impact of the Eurozone crisis on the European social dimension since 2010 - understood as the European Union’s (EU) competence in employment and social policy - this book focusses on developments in five policy areas (employment, poverty and social exclusion, pensions, wages and healthcare), all of which form part of the EU’s economic reform strategy, Europe 2020. It combines original empirical material and uses a unique theoretical approach to analyse the issue of EU governance and reveals that ‘progress’ under Europe 2020 has its consequences; notably a strengthened Brussels-led neoliberal prescription for EU social and employment policy problems. By drawing insights from political sociology and the strategic-relational approach to actors/institutions, this book will be of interest to students and scholars interested in EU politics, EU governance, political sociology, public policy and European integration.
