Book excerpt: A project examined how General National Vocational Qualifications (GNVQs) are evolving and how far their development is in line with the objectives originally set out for them by the government. Information was collected from institutions in England, Wales, and Northern Ireland, which began offering GNVQs in 1993-94. The survey examined the five subject areas generally available to centers: art and design, business, health and social care, leisure and tourism, and manufacturing. Data were collected on Intermediate and Advanced GNVQs. Detailed responses were obtained from 156 centers and 1,103 students. Findings indicated major differences between schools, further education (FE) colleges, and sixth-form colleges in the sort of GNVQ programs offered. The most popular area of study was business. Centers chose to offer GNVQs because the government was perceived to be phasing out older awards. The rapid growth of GNVQ enrollments reflected a major change in young people's educational aspirations rather than any characteristics of the awards themselves. Very large numbers of GNVQ students aspired to higher education. The actual qualifications of the current Advanced GNVQ cohort differed substantially from those given by centers as their official entry criteria. Approaches to core skills teaching were extremely variable. GNVQs seemed to be evolving very much as an educational rather than vocational award. Book excerpt: A 1993-97 study researched the evolution of Intermediate and Advanced General National Vocational Qualifications (GNVQs) in Britain. Data were collected from a nationally representative sample of 225 centers; 5,100 GNVQ students were surveyed individually. Findings indicated that, of the 5 original and 10 added GNVQ subjects, GNVQ programs were dominated by 4 of the original 5: Art & Design, Business, Health & Social Care, and Leisure & Tourism. GNVQs had become a major vehicle for direct competition between schools and colleges. Group sizes varied enormously among GNVQ centers. Students' rate of progress was extremely variable and associated with the institution they attended. GNVQ students at both Intermediate and Advanced level were overwhelmingly young and full time. GNVQ students evinced virtually no interest in combining their studies with National Vocational Qualifications (NVQs). The dominant aspiration of Intermediate and Advanced GNVQ students was for further study. Completion rates for Intermediate and Advanced GNVQs were low. Over three-quarters of Intermediate GNVQ completers proceeded to further study. The majority of previous Intermediate and Advanced students were working in areas unrelated to their GNVQ subject. Overall, GNVQs had achieved some aims: they provided vocational programs and were an accepted route into higher education. They had not achieved the objective of equal standing with academic qualifications at the same level and were not clearly related to occupationally specific NVQs. After examining the underlying concept of modularisation, Hubert Ertl looks at approaches to it in Spain, Scotland, France and the Netherlands, before examining in detail the National Vocational Qualification (NVQ) framework in England and Wales. The author demonstrates how the strengths and weaknesses of NVQs (and their functional position within the education and training system) are particularly significant to the strategy of modularisation in German initial training that he goes on to propose. This strategy recommends the evolutionary development of the elements of occupational profiles into self-contained modules, and identifies the ways in which these elements have to be transformed in order to fulfil the functions of modules in a modularised training system. The author hopes that the restructured system may incorporate modules developed in co-operation with European partners and so link to other national training systems.

First, change is comprehensively interpreted using this approach. Then the power of other explanatory frameworks (in particular, that developed by Niklas Luhmann and contradicted by Jürgen Habermas) is assessed so as to determine which provides the most convincing account to help understand the recent developments observed. Far from being antithetical, the three models of understanding of social evolution (morphogenesis, self-differentiation and communicative action) prove to be rich in potential for cross-fertilisation.
