Available in PDF, EPUB and Kindle. Book excerpt: During the 1980s and 1990s the elaboration of a reformed system of vocational qualifications was perhaps the most controversial of all the governments efforts to improve the provision of vocational education and training. Based largely on interviews with nearly 100 individuals who were closely involved with these reforms, this book provides an in-depth account of the origins, development and implementation of NVQ and GNVQ policies. In accounting for the progress of vocational qualifications policy three main areas are covered by the book. Firstly the authors look at the origins of the reformed system, then examine the initial implementation of the NVQ and GNVQ policies in the late 1980s and early 1990s and identify the considerable problems that accompanied the reform process. Thirdly, the book focuses on the ways in which the reformed policy was sustained during the 1990s.

Book excerpt: For the free movement of labour across the European Union, establishing transparency and comparability of qualifications across member states is vital. This book examines how qualifications, knowledge, skills and competences are understood in different national contexts and trans-nationally and reveals a complex picture of differences and similarities both within and between countries. Against the background of EU policy initiatives, and in particular the European Qualifications Framework, an important focus is on the prospects and difficulties of establishing cross-national recognition of qualifications. Drawing on case studies of particular sectors and occupations in England, France, Germany and the Netherlands, this insightful book, written by leading academics in the field, will be a vital resource for students and researchers involved with vocational education and training, continuing professional development, human resource management and European Union policy.

This is the first handbook of its kind that specifically concentrates on research and research methods in TVET. The book’s sections focus on particular aspects of the field, starting with a presentation of the genesis of TVET research. They further feature research in relation to policy, planning and practice. Various areas of TVET research are covered, including on the vocational disciplines and on TVET systems. Case studies illustrate different approaches to TVET research, and the final section of the book presents research methods, including interview and observation methods, as well as of experimentation and development. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

Available in PDF, EPUB and Kindle. Book excerpt: In February 1979, I wrote to the Alfred P. Sloan Foundation seeking sup port for the Aspen Institute for Humanistic Studies to embark on a policy oriented program in vocational education. The reason for the request, which was generously granted by the foundation, was stated as follows: The federal program on vocational education dates from World War I. Impor tant changes were made in later legislation in 1963 and 1976, affecting the pro grams conducted by the Department of Health, Education and Welfare. The recently enacted Comprehensive Employment and Training Act (CETA) of the Department of Labor has brought large federal support to efforts to reduce unemployment, especially for youth, by providing preparatory training. It may be an understatement to report that the programs of these two government departments have lacked adequate coordination in Washington or in the field. Certainly there is a long way to go in improving both policy and program, and an opportunity presents itself in preparing the policies to be proposed to the Con gress when the vocational education program next comes up for reconsideration in 1980 and 1981. Responsibility for preparing the administration's position and recom mendations lies with the Deputy Assistant Secretary for Planning and Evaluation of HEW, Michael O'Keefe.

Book excerpt: This report examines the constraints countries face in implementing vocational education and training (VET) systems and related policies; analyzes how some countries have successfully implemented reforms; and evaluates VET reforms in central and eastern Europe, the former Soviet Union, and other countries in transition to a market economy, such as China. The Introduction summarizes the results of studies of 16 countries and 2 territories: Hungary, Poland, the Czech Republic, The Russian Federation, Kazakhstan, China, Indonesia, Malaysia, the Republic of Korea, Chile, Mexico, South Africa, Tanzania, Zambia, Egypt, Jordan, and the West Bank and Gaza. Each of the 17 countries listed has an entire chapter devoted to its unique experience. The chapters analyze the labor market developments that determine the demand for VET, the supply response of the VET system, the problems that arise in matching demand and supply, and the major innovations in resolving these problems. Labor market analysis is restricted to labor regulations and indicators relevant to the demand for skilled and technical workers. VET supply responses were categorized into secondary and postsecondary vocational and technical education, pre-employment vocational training, and in-service or on-the-job-training. Included for discussion are the results of two special papers--on the lessons of Australia's comprehensive VET reforms and the applicability of Germany's dual system to low- and middle-income countries.

In 2009, it became a lower-middle-income country. However, labor productivity has remained low even with ample foreign direct investment.Technical and vocational education and training (TVET) must now respond to increase skilled workers in the labor market. This report examines Viet Nam's challenges and opportunities in TVET. It recommends reforms in governance structure, organization, and management of TVET; effective teaching of the right skills; greater enterprise-based training and financial support; and equal access to higher quality training particularly for the disadvantaged population such as ethnic minority students.

Available in PDF, EPUB and Kindle. Book excerpt: How can today's workforce keep pace with an increasingly competitive global economy? As new technologies rapidly transform the workplace, employee requirements are changing and workers must adapt to different working conditions. This volume compares new evidence on the returns from worker training in the United States, Germany, France, Britain, Japan, Norway, and the Netherlands. The authors focus on Germany's widespread, formal apprenticeship programs; the U.S. system of learning-by-doing; Japan's low employee turnover and extensive company training; and Britain's government-led and school-based training schemes. The evidence shows that, overall, training in the workplace is more effective than training in schools. Moreover, even when U.S. firms spend as much on training as other countries do, their employees may still be less skilled than workers in Europe or Japan. Training and the Private Sector points to training programs in Germany, Japan, and other developed countries as models for creating a workforce in the United States that can compete more successfully in today's economy.

This book was released on 2007 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years 14-19 education has been the subject of numerous reviews, innovations and policy changes. What can be learnt from this experience and do current policies incorporate this learning? In this book, leading experts on 14-19 education and training explore the concept of policy-learning and examine recent policies and policy-making in England and Scotland. They focus on three main types of policy-learning: learning from the experience of earlier policies, learning from local innovations and learning from comparisons with other countries, including "home international" comparisons within the uk. They suggest that in order to meet current challenges in 14-19 education, it is not only the policies that need to change, but also the way in which policies are made. The book concludes by arguing that only a participative approach to policy-making, bringing together policy-makers, practitioners and researchers, can form the basis of a comprehensive strategy for improved policy learning. This book will be of interest to all those involved in, or affected by, policy-making in the increasingly high-profile and politically charged field of 14-19 education. This book contains a list of contributors, a preface, a list of acknowledgements and the following essays: (1) Three Models of Policy Learning and Policy-making in 14-19 Education (David Raffe and Ken Spours); (2) Policy Memory and Policy Amnesia in 14-19 Education: Learning From the Past?
