Traditional strategies for assessing the NRHP status of archaeological sites based on hand excavation are expensive and unreliable. An alternative strategy is based on the use of geophysical survey techniques and highly targeted ground-truthing excavations. This report compares the cost and reliability of the traditional and geophysical strategies. The comparison is based on the use of both strategies at four sites located at Fort Riley, Kansas. Recommendations are made as to how geophysics can be used to reduce the costs and improve the reliability of NRHP assessments.

Leavenworth, Kansas, during October and November of 1992 by American Resources Group, Ltd., under a subcontract with Higganbotham, Briggs, and Associates. Seven of these project areas (1-7) were identified by the Directorate of Public Works (DPW) at Ft. Leavenworth as locations for future construction. Archival research conducted as part of a 1977 archaeological survey identified 14 Historic Building Sites (HBS 5, 10, 38, 39-41, 46-49, 131-133, 141) within these project areas. Archaeological investigations at the various HBS sites consisted of a combination of archival research and screened shovel tests (all sites), excavation of archaeological test units (six sites), and use of a hydraulic soil probe to extract soil samples (two sites). One HBS site (10) was deleted from investigation during the course of the project. Archival research revealed that at least 14 additional HBS sites, some of which date back to the early 1830s are potentially located within the seven project areas. In addition, one of the HBS sites (HBS 46) to be investigated as part of the current project was found to be incorrectly located on the 1977 map. Nineteenth century subsurface features were encountered at HBS 5, 38, 39, and 40-41. Although nineteenth and twentieth century materials were recovered from the remaining HBS sites subsurface features were not identified. Based on the information recovered by the investigations, it is recommended that HBS sites 40, 41, 131-133, and 141 are ineligible for the National Register of Historic Places. Test excavations for the purpose of assessing NRHP eligibility and defining site boundaries also were conducted at areas 881 and 882 of the Fincher site.

Book excerpt: This report describes the results of a Phase II Archaeological and geomorphological investigation conducted by Burns & McDonnell archaeologists and private consulting geomorphologist, Rolfe D. Mandel, Ph. D. The purpose of this investigation was to locate, record, and give a preliminary assessment of the National Register of Historic Places (NRHP) eligibility of all cultural properties identified within the proposed project area within the military facility at Fort Leavenworth, Kansas. The investigation involved archival, literature and records research of documents held at the Frontier Army Museum and State Historic Preservation Office (SHPO) at Topeka. During the investigation the records of all previously recorded sites, NRHP properties, and previous archaeological investigations within the fort were researched. Historic maps, photographs and engineering plans were studied to identify all historic structures within the project area. Archaeological fieldwork was limited to geomorphic studies using backhoe trenches within the project area. The goal of these studies was to remove the fill imported to the project area and examine the subsurface for intact cultural deposits, including both prehistoric and historic components. Attempts were made to examine the areas likely to contain historic features as revealed by archival research. Three "T" test trenches were excavated within the Area of Potential Effect. These trenches verified the presence of imported fill. On top of sterile loess fill up to 40 to 170 cm of modern fill, what is believed to be fire and other construction-related debris, had been deposited. No intact buried cultural material was found. The geomorphological investigations revealed that the likelihood of intact cultural deposits below the fill was virtually non-existent due to the presence of bedrock and a high water table.

Book excerpt: A Phase 2 cultural resource inventory approximately 14,000 acres within the Stage 1 and Stage 2 study areas at Fort Riley, Kansas resulted in the recording of sites and 49 isolated finds. Seventy-three of these are prehistoric, 21 are historic, and five have both a prehistoric and a historic component. Of the 78 prehistoric components, three are from Middle Ceramic period six are possibly early Ceramic period Woodland, one may be late Archaic, and one is believed to he late Paleoindian. No cultural diagnostics have been recovered from any of the other prehistoric localities. The results indicate that the uplands settlement model proposed for Milford Lake is not correct for the Stage 1 and Stage 2 study areas; there is actually a much higher density of prehistoric resources in the first terrace/flood plain zone. The basic USACERL model seems to be correct for the Stage 1 area but not Stage 2. The section of the model dealing with site types in the low probability zone does not seem to be correct for either study area. None of the isolated finds are regarded as eligible for nomination to the National Register of Historic Places. Nine sites are also not believed to be eligible. Six sites, 14GE329, 14GE3106, 14GE3107,14RY46, and 14RY115, are believed to be eligible for nomination. Additional work is necessary to evaluate the significance of 35 other sites.
