Book excerpt: Using household survey data from the United States, Brazil, and Ghana, the authors examine the relationship between paternal education and child height, an indicator of health and nutritional status. In all three countries, the education of the mother has a bigger effect on her daughter's height; paternal education, in contrast, has a bigger impact on the son's height. There are apparently, differences in the allocation of household resources depending on the gender of the child and these differences vary with the gender of the parent. In Ghana, relative to other women, the education of a woman who is better educated than her husband has a bigger impact on the height of her daughter than her son. In Brazil, women's nonlabor income has a positive impact on the health of her daughter but not her son's health. If relative education of parents and nonlabor income are indicators of power in a household bargaining game, then these results suggest that gender differences in resource allocations reflect both technological differences in child rearing and differences in the preferences of parents.

Book excerpt: Gender equality and empowerment of women is one of the effective ways to combat poverty, hunger and disease, and to stimulate development that is sustainable. The government of Kenya has made efforts to promote women's active involvement in all areas of societal development, in addition to ensuring that development is based on the contributions and concerns of both men and women. Despite these efforts, there are still clear gender inequalities in areas where both men and women's roles are visible, for example in health, education, agriculture and in some remunerated work. The aim of this paper is to assess the social and economic costs of gender discrimination; these costs are incurred in suboptimal resource allocation, in lost agricultural productivity and in deficient nutrition of household members ... This study argues that: with the same access and control of productive resources by both male and female headed households in a given geographical area, the levels of agricultural productivity and nutrition outcomes in male headed households should not be significantly different from those of female headed households. Any difference would be attributed to differences in access to resource caused by gender discrimination. The study analyses the food and nutrition situation in female and male headed households in relation to access to human capital, financial capital and land. The results show that human and financial capitals are the main resources that caused variations in both agricultural productivity and nutritional status in the two categories of households. Despite male headed households having access to more land than the female headed households, there was no significant difference in average area of land cultivated in the two categories of households. Economic cost analysis of unequal access to resources by gender is done using an econometric model.

Book excerpt: An unanticipated spike in food prices can increase malnutrition among the poor with lasting consequences, but parents can protect the most vulnerable within the family by distributing scarce food to minimize adverse impacts. To find evidence of this strategy, we use anthropometric and consumption data from Indonesia, collected before and after the 2007/08 food price crisis. Our results indicate that soaring food prices had a significant and uneven impact on growth among children. Using household fixed effects, we find that the negative impact was significantly larger among larger children, as measured by the initial height z-score. We find that children with low height z-scores at the start of the crisis gained ground relative to their peers during the crisis, consistent with food-resource allocations in their favor. The findings remain robust when controlling for possible differential impacts by gender, family size and food producer status. We conclude that the food price crises had negative long-term impacts on children, and that parental behavior protected the most vulnerable. For Indonesian policy makers, our results indicate that safeguarding family food security should be a priority when targeting specific groups of children is difficult.

Book excerpt: This paper considers the relationship between international migration and gender discrimination through the lens of decision-making power over intrahousehold resource allocation. The endogeneity of migration is addressed with a difference-in-differences style identification strategy and a model with household fixed effects. The results suggest that while a migrant household head is away, a greater share of resources is spent on girls relative to boys and his spouse commands greater decision-making power. Once the head returns home, however, a greater share of resources goes to boys and there is suggestive evidence of greater authority for the head of household.

Book excerpt: This paper focuses on how the distribution of household health resources can be influenced by bargaining within the household with a particular focus on gender biases across children for four countries; Armenia, Azerbaijan, Kyrgyzstan and Tajikistan. The framework utilised is owed to McElroy and Horney (1981). Following McElroy and Horney the value function for our bargainers is derived and it is on this that our empirical specification is based. Our measure of healthcare resources at an individual level is $USD spent on preventative care and our analysis therefore has a multi-level structure with individuals clustered within households. The Hausman Taylor estimator is utilised to allow for certain explanatory variables to be endogenous with the household effects. The Asian Development Bank (ADB) through a household survey compiled the dataset used in this study in early 2007. The results reject the unitary model for all four countries, with the education gap between spouses being the most influential characteristic with respect to bargaining. The results also indicate a pro-boy bias with respect to resource allocation across children for all countries.

The main challenge is how to build policies and programs on a gender perspective approach taking into account gender differences in behavior between male and female at the level of the household. This study is undertaken in a context of two earner partners living in mixed farming systems in Senegal where earnings come primarily from crops and livestock. This book provides substantial research focused on household decision-making regarding resource allocation and consumption. Moreover, it attempts to show empirical findings on the analysis of welfare and well-being through an innovative combination of subjective and objective methods. The research shows how important socioeconomic and cultural factors are in determining earnings from agricultural activities. Important determinants of productivity are related to women’s land access, non-labor income (transfers from migrants), and the wife's access to credit and health care. The research illustrates also that women's bargaining power may be strongly linked to their access to livestock resources, their mobility in purchasing food and medicine and their participation in the management of household finance. Analysis of decision-making regarding expenditures shows that women, more than men, value household goods (related to food, health and schooling expenditures) more than private goods. The results suggest that policies aimed at improving household livelihoods must understand gender differences, obligations and priorities.
