The book argues that NATO is an institution of international hegemonic masculinity, with gender norms and values learned by member and partner states through socialisation and the engagement of a masculinist protection logic. It therefore provides an important context for NATO’s recent implementation of the Women, Peace and Security agenda encapsulated in UN Security Council Resolution 1325 and the seven follow-up resolutions. The volume interrogates how Women, Peace and Security has mapped on to NATO’s pre-existing concerns as a global security actor, providing impetus for further critical knowledge building of NATO which centres on gender. Examining a broad set of discursive maneuvers in a series of cases as focal points—integration of open homosexuality, the end of the combat ban on women, and the epidemic nature of military sexual assault within its units—Stephanie Szitanyi examines the contemporary link between gender and military service in the United States, and comprehensively analyzes forms of gendering produced by the military as an institution. Using feminist interpretivist methods to analyze an impressive combination of visual, textual, archival, and cultural materials, the book argues that despite policy changes since 2013 that may be positioned as explicit episodes of degendering, military officials have simultaneously moved to counteract them and reinforce the institution’s gender regime of hetero-male privilege. Importantly, these (re)gendering processes continue to prioritize certain forms of service and sacrifice, through which a specific version of masculinity—the masculine warrior—is continuously promoted, preserved, and cemented.

As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military.

Book excerpt: Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.

Book excerpt: This book offers a feminist analysis of military sacrifice and reveals the importance of a gender perspective in understanding the idea of honourable death. In present-day security discourses, traditional masculinised obligations to die for the homeland and its women and children are challenged and renegotiated. Working from a critical feminist perspective, this book examines the political and societal justifications for sacrifice in wars motivated by human rights and an international responsibility to protect. With original empirical research from six European countries, the volume demonstrates how gendered and nationalistic representations saturate contemporary notions of sacrifice and legitimate military violence. A key argument is that a gender perspective is necessary in order to understand, and to oppose, the idea of the honourable military death. Bringing together a wide range of materials – including public debates, rituals, monuments and artwork – to analyse the justifications for soldiers’ deaths in the Afghanistan war (2002–14), the analysis challenges methodological nationalism. The authors develop a feminist comparative methodology and engage in cross-country and transdisciplinary analysis. This innovative approach generates new understandings of the ways in which both the idealisation and the political contestation of military violence depend on gendered national narratives. This book will be of much interest to students of gender studies, critical military studies, security studies and International Relations.

Eichenberg has mined a massive data set of public opinion surveys to draw new and important conclusions. By analyzing hundreds of such surveys across more than sixty countries, Gender, War, and World Order offers researchers raw data, multiple hypotheses, and three major findings. Eichenberg poses three questions of the data: Are there significant differences in the opinions of men and women on issues of national security? What differences can be discerned across issues, culture, and time? And what are the theoretical and political implications of these attitudinal differences? Within this framework, Gender, War, and World Order compares gender difference on military power, balance of power, alliances, international institutions, the acceptability of war, defense spending, defense/welfare compromises, and torture. Eichenberg concludes that the centrality of military force, violence, and war is the single most important variable affecting gender difference; that the magnitude of gender difference on security issues correlates with the economic development and level of gender equality in a society; and that the country with the most consistent gender polarization across the widest range of issues is the United States.
