Unter Ökonomen war lange Zeit die Auffassung verbreitet, dass sie unter bestimmten Bedingungen als 'Deregulierungsinstrument' vorteilhafte Wirkungen zeigen könne. Heute wird jedoch erkannt und anerkannt, dass dabei ein ausschlaggebender Umstand übersehen wurde: Korruption stellt nicht nur die moralische Ordnung einer Gesellschaft in Frage. Sie zerstört zugleich nachhaltig ihre kodifizierten Institutionen, zu denen nicht zuletzt eine funktionierende Wettbewerbsordnung gehört. Die jeweils Beteiligten hoffen, auf diese Weise einen kurzfristigen Vorteil gegenüber Wettbewerbern zu erringen oder einen Nachteil auszugleichen. Oft erweist sich bereits diese Vermutung als Irrtum, während mittel- und langfristig Wohlstand und Wachstum und damit die Interessen aller Beteiligten und Betroffenen in erheblichem Maße beeinträchtigt werden. In Gestalt aktiver und passiver Bestechung wird Korruption nicht zuletzt zu einem wachsenden Problem für Unternehmungen, und hier insbesondere für solche, deren Geschäftstätigkeit weit über die Landesgrenzen hinausgeht. Es ist derzeit noch eine offene Frage, in welchem Maße und in welcher Form betroffene und beteiligte Unternehmungen selbst zu einer Überwindung der durch Korruption aufgeworfenen Probleme beitragen können und inwiefern sie auf die Beiträge anderer Akteure angewiesen sind. In diesen Fragen ergeben sich zahlreiche Anknüpfungspunkte zu anderen Forschungsfeldern und Problembereichen, insbesondere im Hinblick auf die allgemeine Debatte um wirksame Regeln guter Unternehmensführung (Corporate Governance), die von den Unternehmungen selbst, aber auch durch staatliche Instanzen gesetzt werden können und zugleich in der öffentlichen Diskussion stehen. Vor diesem Hintergrund bietet es sich an, in einem disziplinenübergreifenden Diskurs aktuelle Forschungsergebnisse zu präsentieren und - auch in Bezug auf ihre praktische Anwendung - zu prüfen. Genau diesem Vorhaben dient der vorliegende Sammelband, in dem moderne ökonomische Lösungsvorschläge im Dialog mit Theologen, Politikwissenschaftlern, Juristen und Philosophen sowie unter Beteiligung von Praktikern diskutiert werden.

Book excerpt: Reviving the Invisible Hand is an uncompromising call for a global return to a classical liberal economic order, free of interference from governments and international organizations. Arguing for a revival of the invisible hand of free international trade and global capital, eminent economist Deepak Lal vigorously defends the view that statist attempts to ameliorate the impact of markets threaten global economic progress and stability. And in an unusual move, he not only defends globalization economically, but also answers the cultural and moral objections of antiglobalizers. Taking a broad cross-cultural and interdisciplinary approach, Lal argues that there are two groups opposed to globalization: cultural nationalists who oppose not capitalism but Westernization, and "new dirigistes" who oppose not Westernization but capitalism. In response, Lal contends that capitalism doesn't have to lead to Westernization, as the examples of Japan, China, and India show, and that "new dirigiste" complaints have more to do with the demoralization of their societies than with the capitalist instruments of prosperity. Lal bases his case on a historical account of the rise of capitalism and globalization in the first two liberal international economic orders: the nineteenth-century British, and the post-World War II American. Arguing that the "new dirigisme" is the thin edge of a wedge that could return the world to excessive economic intervention by states and international organizations, Lal does not shrink from controversial stands such as advocating the abolishment of these organizations and defending the existence of child labor in the Third World.

Since then the book has gone through five more editions and has been translated into Spanish and Italian. The present English translation is based on the sixth German edition. The author was Professor of Economics at the University of Freiburg, Germany. Professor Eucken was a student at a time when the Historical School dominated the teaching of econo mics at the German universities. Although, at the beginning of his career, he did some work along the lines of the Historical School, neither the ~ims nor the methods of historical research the field of economics as practised by the representatives in of the Historical School satisfied him; and the fact that the members of this school were unable to explain the causes of economic events such as the German inflation after World War I was an added reason for him to turn to economic theory. He became, among German economists, the foremost opponent of the Historical School, which he criticised in several publica tions. Through his wrItings and his teaching he contributed his share to the revival of interest in economic theory which was noticeable in the 'twenties. And he was one of the few economists left in Germany who helped to keep this interest alive during the 'thirties and during World War II. During this time he published Kapitaltheoretische Untersuchungen (1936), and the present volume, which immediately gave rise to an extensive discussion in German economic journals.
