Available in PDF, EPUB and Kindle. Book excerpt: Visions of Invasion: Alien Affects, Cinema, and Citizenship in Settler Colonies explores how the US government mobilizes media and surveillance technologies to operate a highly networked, multidimensional system for controlling migrants. Author Michael Lechuga focuses on three arenas where a citizenship control assemblage manufactures alienhood: Hollywood extraterrestrial invasion film, federal antimigration and border security legislation, and various immigration enforcement protocols implemented along the Mexico–United States border. Building on rhetorical studies, settler colonial studies, and media studies, Visions of Invasion offers a glimpse at how the processes of alien-making contribute to an ongoing settler colonial project in the US. Lechuga demonstrates that popular films—The War of the Worlds, Predator, Men in Black, and more—participate in the production of migrants as subjective terrorists, felons, and other noncitizen personae vilified in public discourse. Beyond just tracing how alien invasion narratives circulate in popular media, Lechuga describes how the logics motivating early US colonists materialize in both the US’s citizenship control policy and in some of the country’s most popular texts. Beneath each of the film franchises and antimigrant political expressions described in Visions of Invasion lies an anxious colonial logic in which the settler way of life is seemingly threated by false narratives of imminent invasion from abroad. The volume offers a deep dive into how the rhetorical figure of the alien has been manufactured as a political subjectivity, one that plays out the anxieties, guilts, and fears of colonialism in today’s science fiction landscape.

Book excerpt: The technology component of the Dept. of Homeland Security's (DHS) Secure Border Initiative (SBI), referred to as SBInet, is to put observing systems along our nation's borders and provide Border Patrol command centers with the imagery and related tools and information needed in deciding whether to deploy agents. SBInet is being acquired and deployed in incremental blocks of capability, with the first block to cost about $1.3 billion. This report determined the extent to which DHS has: (1) defined the scope of its proposed SBInet solution; (2) developed a reliable schedule for this solution; (3) demonstrated the cost-effectiveness of this solution; and (4) acquired the solution using key management processes. Book excerpt: The Practical Guide to Transforming Your Company is a concise handbook for conducting business transformations—defining and implementing a redirection in the company’s core business or in its strategic positioning. Starting where such programs as LEAN and Six Sigma leave off, the text offers a well-proven methodology for conducting a comprehensive transformation (not a process-by-process efficiency enhancement). The book provides dozens of forms, figures, templates, and checklists the authors have developed through personal experience leading successful corporate efforts. In a sequence paralleling the process of transformation, individual chapters are devoted to the roles and responsibilities of the company leadership, the workforce, and the board of directors. Principles are reinforced by illuminating key success factors by examining government and commercial projects from the United States, Canada, and the United Kingdom. Written by two individuals with proven track records, this book is sure to produce success in any transformation endeavor.

Available in PDF, EPUB and Kindle. Book excerpt: In The Cybernetic Border, Iván Chaar López argues that the settler US nation requires the production and targeting of a racialized enemy that threatens the empire. The cybernetic border is organized through practices of data capture, storage, processing, circulation, and communication that police bodies and constitute the nation as a bounded, territorial space. Chaar López historicizes the US government’s use of border enforcement technologies on Mexicans, Arabs, and Muslims from the mid-twentieth century to the present, showing how data systems are presented as solutions to unauthorized border crossing. Contrary to enduring fantasies of the purported neutrality of drones, smart walls, artificial intelligence, and biometric technologies, the cybernetic border represents the consolidation of calculation and automation in the exercise of racialized violence. Chaar López draws on corporate, military, and government records, promotional documents and films, technical reports, news reporting, surveillance footage, and activist and artist practices. These materials reveal how logics of enmity are embedded into information infrastructures that shape border control and modern sovereignty.

Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate
