This book describes the climatic conditions that give rise to droughts, and their various forms and chief attributes. Past droughts are described including those that had severe impacts on human societies. As a disturbance, droughts can be thought of as “ramps” in that they usually build slowly and take time to become evident. As precipitation is reduced, flows from catchments into aquatic systems decline. As water declines in water bodies, ecological processes are changed and the biota can be drastically reduced, though species and populations may survive by using refuges. Recovery from drought varies in both rates and in degrees of completeness and may be a function of both refuge availability and connectivity. For the first time, this book reviews the available rather scattered literature on the impacts of drought on the flora, fauna and ecological processes of aquatic ecosystems ranging from small ponds to lakes and from streams to estuaries. The effects of drought on the biota of standing waters and flowing waters and of temporary waters and perennial systems are described and compared. In addition, the ways in which human activity can exacerbate droughts are outlined. In many parts of the world especially in the mid latitudes, global warming may result in increases in the duration and intensity of droughts. Drought and Aquatic Ecosystems is essential reading for freshwater ecologists, water resource managers and advanced students.

Book excerpt: For generations, the Ojibwe bands of northern Wisconsin have spearfished spawning walleyed pike in the springtime. The bands reserved hunting, fishing, and gathering rights on the lands that would become the northern third of Wisconsin in treaties signed withøthe federal government in 1837, 1842, and 1854. Those rights, however, would be ignored by the state of Wisconsin for more than a century. When a federal appeals court in 1983 upheld the bands' off-reservation rights, a deep and far-reaching conflict erupted between the Ojibwe bands and some of their non-Native neighbors. Starting in the mid-1980s, protesters and supporters flocked to the boat landings of lakes being spearfished; Ojibwe spearfisher-men were threatened, stoned, and shot at. Peace and protest rallies, marches, and ceremonies galvanized and rocked the local communities and reservations, and individuals and organizations from across the country poured into northern Wisconsin to take sides in the spearfishing dispute. From the front lines on lakes to tense, behind-the-scenes maneuvering on and off reservations, The Walleye War tells the riveting story of the spearfishing conflict, drawing on the experiences and perspectives of the members of the Lac du Flambeau reservation and an anthropologist who accompanied them on spearfishing expeditions. We learn of the historical roots and cultural significance of spearfishing and off-reservation treaty rights and we see why many modern Ojibwes and non-Natives view them in profoundly different ways. We also come to understand why the Flambeau tribal council and some tribal members disagreed with the spearfishermen and pursued a policy of negotiation with the state to lease the off-reservation treaty rights for fifty million dollars. The first paper reviews the physical and ecological impacts of climate change relevant to marine and inland capture fisheries and aquaculture. The paper begins with a review of the physical impacts of climate change on marine and freshwater systems and then connects these changes with observed effects on fish production processes. It also outlines a series of scenarios of climate change impacts on fish production and ecosystems through case studies in different regions and ecosystems. The second paper tackles the consequences of climate change impacts on fisheries and their dependent communities. It analyses the exposure, sensitivity and vulnerability of fisheries to climate change and presents examples of adaptive mechanisms currently used in the sector. The contribution of fisheries to greenhouse gas emissions is addressed and examples of mitigation strategies are given. The role of public policy and institutions in promoting climate change adaptation and mitigation is also explored. Finally, the third paper addresses the impacts of climate change on aquaculture. It provides an overview of the current food fish and aquaculture production and a synthesis of existing studies on climate change effects on aquaculture and fisheries. The paper focuses on the direct and indirect impacts of climate change on aquaculture, in terms of biodiversity, fish disease and fishmeal. Contribution of aquaculture to climate change is addressed (carbon emission and carbon sequestration), as well as possible adaptation and mitigation measures that could be implemented.
