During the spring of 1915 a conference of the official entomologists of the western States was held at Salt Lake City, together with representatives of the State of Utah, the United States Bureau of Entomology and the Utah Experiment Station, for the purpose of acquiring all the information possible, exchanging ideas, and, if possible, agreeing on uniform regulations to be recommended to the several States for their consideration. The conference was very profitable for all and uniform recommendations were adopted. These recommendations became the basis of a revised quarantine proclamation, which was issued by Governor S. V. This insect ordinarily confines itself to the box elder but was reported to have injured fruit in the vicinity of Joliet. Cottony Maple Leaf-Scale Pulvinaria acericola Walsh Riley). This louse has been known to be present on shade trees in the cities of Missoula and Kalispell for some years but during the present season there was a great increase and injury was reported. Bedbugs Cimex lectularius Linn.). More than the normal number of requests for advice on how to rid the house of bugs, came to us this season. The cyanide fumigation method, although it necessitates some danger and expense, is recommended and excellent results have been obtained. Chinch Bug Blissus lencojjterus Say.). The country south of Glasgow where chinch bugs were abundant in 1911 was examined thoroughh again this season but no evidence of a reoccurrence of tlie pest could be found. Cabbage Louse Aphis hvassicae Linn.). The cabbage louse was observed to be much more abundant than for some time past. Inquiries were numerous as to how this insect could be destroyed. False Chinch Bug (Xysius ericae Schill). On account of being mistaken for the real chinch bug (Blissiis lencopterus Say.) this insect causes alarm wherever found. Although it is a bad pest in gardens, in no way does it approach its eastern relative in the amount of destruction which it can cause. Oyster Shell Bark Louse (Lepidosaplies uhni Linn.). The oyster shell scale was present in less than normal numbers in the Bitter Root Valley in 1919. Sugar-Beet Root-Louse Pejnphins hetae Doane). This was more abundant than it has been since 1916 and damage was done in the beet-growing districts of the state. Moths And Butterflies (Lepidopteea). Imported Cabbage Worm (Pontia rapac Linn.). This caused an increased loss to the cabbage crop. Many calls for information on control methods were received and it is safe to say that this insect has not been so plentiful for several years past. Thinking that to do so would make them poisonous. It has been demonstrated by a number of experiment stations besides this one, that sprayed cabbage may be eaten with safety and we have shown that this insect may be controlled if a small amount Of soap is added to the spraying solution, thereby making the arsenical adhere to the waxy foliage of the cabbage. The Diamond-back Moth (plutella maculipennis Curtis). This small insect probably stands third as a cabbage pest in Mon tana and is a very serious one. Is so small that it almost escapes attention, yet if present In large. Numbers it does much to check the growth Of the cabbage. The work of this Board began in the year 1913 and has been continuous since that year. The primary object in passing the law which created this Board was to provide for the investigation and control of Rocky Mountain Spotted Fever, though the study the study of any insect borne diseases of man and domestic animals was authorized. From the first, Spotted Fever has been almost the only subject studied. The problem has turned out to be a long and difficult one. There was very little known in medical science or in entomology to guide and aid us, and we have been obliged to make advances into the unknown in any progress we have made. It has been the policy of the Board to enlist the cooperation of any agencies that might aid and we have had the assistance of various agencies, including the U. S. Public Health Service, the U. S. Bureau of Entomology, the U. S. Biological Survey, the U. S. Forestry Service, the Rockefeller Foundation for Medical Research, and Harvard University, all of which have rendered valuable assistance. In the nature of the case, there has been much that the State of Montana has had to do and in the future the State will be obliged to take an active part if the problem is to be successfully completed. Roughly speaking this new infected area occupies the whole southeast one-fourth of the State. Numerous cases of the fever have occurred and several deaths. The Spotted Fever tick, which occurs in western Montana, is also abundant in this infested region in the eastern part of the State, and here, as in the Bitter Root Valley, is the agent of man's infection. Book excerpt: Excerpt from The Montana State Board of Entomology: Ninth Biennial Report, 1931 1932 My dear Sir: The Montana State Board of Entomology was created by an act of the legislature in 1913. The primary purpose of this board was to study Rocky Mountain spotted fever and other aracnid and insect-borne diseases of man and animals within the State of Montana, and to carry out any methods for the suppression of such diseases as might seem advisable. In eight previous biennial reports the work and accomplishments on spotted fever have been recorded. These reports constitute an important series of scientific documents and have been preserved in the important libraries of the world. This may seem to be an unwarranted use of public money. However, in this regard it should be remembered that no less than seven organizations (The American Medical Association, Harvard University, The Institute of Infectious Diseases, The Rockefeller Foundation, The University of Chicago, The University of Minnesota, and The University of Paris) with no particular interest in Montana have devoted both money and personnel toward the investigation of Rocky Mountain spotted fever. Progress has been attained through the cooperation and research efforts of the above named private institutions and many other public ones. It is, therefore, only fitting and proper that these reports be published. Science has no political boundaries and especially in the matter of public hygiene, the one human endeavor on which all countries of the world can unite with truly mutual benefit, can scientific intercourse be most advantageously promulgated. From 1913 to 1932 the Board of Entomology supported both control and investigational work in regard to ticks and spotted fever in the Bitter Root Valley. In 1914 the disease spread to some eastern Montana counties and during 1916 and 1917 investigational studies were also carried on by the board in Powder River and Musselshell Counties. By 1920 the situation in regard to the disease became so acute that the board realized that either the state must enter into a more fundamental study of the whole proposition or seek some federal agency which would. Failing in an attempt to obtain greater support from the 1921 legislature, an appeal was made to the U.S. Public Health Service. Accordingly, in 1921 that organization began the most exhaustive study of spotted fever yet undertaken. Its most outstanding accomplishment has been the perfection of a prophylactic vaccine which has done more to allay the fear of ticks and spotted fever than all other accomplishments in the study of the disease combined. By 1930 it was very apparent that Rocky Mountain spotted fever was a national problem. The state laboratory at Hamilton, space in which had been rented to the U.S. Public Health Service, was taxed to capacity, incident to the production of vaccine for many other states besides Montana. After the necessary preliminary discussions with the federal health authorities, the State Board of Entomology recommended to the state legislature and the State Board of Examiners that the state sell its laboratory to the federal government.
