Even though they are among the best studied dialects of Slavic languages, this is the first monograph offering a synthesis of Montenegrin dialects. In Dialectology of the Montenegrin Language, Adnan Čirgić addresses them as a compact unit, mostly corresponding to Montenegrin state borders, with isoglosses that cross those borders—much like the behavior of dialects in general. Čirgić brings a different approach to classifying Montenegrin dialects, free from the ideological shackles imposed by unitarian language policy in the former Yugoslav federation, which included Montenegro as one of its constituent members. Initially attacked in East German official histories as the historical engine of German militarism and reaction, Prussia underwent a remarkabletransformation in official and public memory from around the end of the 1970s. This was the so-called 'Prussia-Renaissance', in which, for the first time, the East German state began to recognise and even celebrate figures from Prussian history who had not served a 'progressive' agenda. But the'Prussia-Renaissance' was also a political and cultural phenomenon with a wide public resonance. The 'Prussia-Renaissance' may have been a relatively short-lived phenomenon, but it evidently opened a deep vein in the historical memory of the German Democratic Republic that defied reduction to 'highpolitics' alone. First published in German in 1962, it remains unsurpassed in its highly original approach to the origins and development of the unique military system by which Prussia vaulted to great power status in the eighteenth century and to the leadership of a unique Germany in the nineteenth century. That system created by Frederick William I (1713-1740), required the full mobilization of the human and material resources of a still overwhelmingly agrarian country. Both the landowning nobility and the peasantry had to be the integrated in the system - the nobility as officers and the peasantry as common soldiers. From these circumstances arose a military system that merged and became identical with the social system in the countryside itself - the relationship of subordination and dependency of the peasant to the nobleman being transferred from the rural manor to the army. Noblemen gained new social and political prominence through their identification with army officership and became preferred appointees to the civilian bureaucracy. The close identification between noble status and army officership not only perpetuated a military-aristocratic governmental system, but also produced the habits of command and obedience in Prusso-Germany society still fatefully apparent in the first half of the twentieth century.

Masters and Lords surveys the economic, social, and political histories of the two classes from the seventeenth and sixteenth centuries respectively, and pays particular attention to Southern planters during the secession crisis of 1860-61 and to Junkers during the revolutionary crisis of 1848-49. In the process, Bowman grapples with such ambiguous and contentious concepts as capitalism, conservatism, and paternalism. Despite very different labor systems, antebellum planters and contemporaneous Junkers alike presided over landed estates that functioned as both autocratic political communities and agricultural enterprises exporting valuable commodities to industrializing England. This is mainly due to his early book An Economic Interpretation of the Constitution of the United States (1913). Yet, in Beard's later work, The Economic Basis of Politics (1922), he articulates the main principles of his method and argues for its applicability to understanding of current events. In this brief survey of Western political philosophy and contemporary constitutional arrangements, Beard concludes that it is well established doctrine that "there is a vital relation between the forms of state and the distribution of property, revolutions in the state being usually the results of contests over property." In advancing this axiom, Beard responds to charges that he was a "Marxist" by constructing an interpretation of Western political philosophy and history that draws a firm distinction between his economic interpretation of history and Marx's historical materialism. Beard traces the origins of his own method to the works of Aristotle, Machiavelli, Harrington, Locke, and Montesquieu. This view of political theory and political theorists stands in sharp contrast to the view prevailing among many contemporary political philosophers, who insist that political theory must somehow transcend history and rise above ordinary politics to count as theory. Beard's observations on the nature and tradition of Western political philosophy provide an entrÃe into New World political thought, which many academic political philosophers have long regarded as something less than "political theory." In contrast, Beard regards the development and application of the method of economic interpretation to be the greatest contribution of American political thought to the tradition of Western political theory. In his surveys of thinkers such as Madison, Webster, and Calhoun, Beard links American political thought to the Western tradition of economic interpretation, which undergirds both "liberalism" and "republicanism." The present-day relevance of this important volume will be evident to all social scientists. Charles A. Beard (1874-1948) taught at Columbia University, then resigned to become a founder of The New School for Social Research. Among his many works are Development of Modern Europe, Economic Origins of Jeffersonian Democracy, The Rise of American Civilization, and President Roosevelt and the Coming of the War. Clyde W. Barrow is professor of political science and director of the Center for Policy Analysis at the University of Massachusetts at Dartmouth.
