Available in PDF, EPUB and Kindle. Book excerpt: Our democracies repeatedly fail to safeguard the future. From pensions to pandemics, health and social care through to climate, biodiversity and emerging technologies, democracies have been unable to deliver robust policies for the long term. In this book, Graham Smith asks why. Exploring the drivers of short-termism, he considers ways of reshaping legislatures and constitutions and proposes strengthening independent offices whose overarching goals do not change at every election. More radically, Smith argues that forms of participatory and deliberative politics offer the most effective democratic response to the current political myopia, as well as a powerful means of protecting the interests of generations to come.

Book excerpt: Comparative information detailing the cultural, legal and historical environments of foundations in international settings has been scarce - until now. Written by scholars from six countries, this text covers philanthropic foundations in the world's busiest commercial centers - the U.S. and Eastern and Western Europe. It reports on the structures and mindsets that shape foundations' gift giving, and discusses different aspects of foundation management. Case studies of the French and Italian foundation communities and a comparative legal chapter are especially notable.

A different version of Chap. 7, reflecting recent significant progress in understanding of spatiotempo ral chaos, is now provided. Much new material has been included in the sections dealing with intermittency in birth-death models and noise-induced phase transi tions. A new section on control of chaotic behavior has been added to Chap. 6. The subtitle of the volume has been changed to better reflect its contents. We acknowledge stimulating discussions with H. Haken and E. Scholl and are grateful to our colleagues M. Bar, D. Battogtokh, M. Eiswirth, M. Hildebrand, K. Krischer, and V. Tereshko for their comments and assistance. We thank M. Lubke for her help in producing new figures for this volume. Berlin and Moscow A. s. Mikhailov April 1996 A. Yu. Loskutov Preface to the First Edition This textbook is based on a lecture course in synergetics given at the University of Moscow. In this second of two volumes, we discuss the emergence and properties of complex chaotic patterns in distributed active systems. Such patterns can be produced autonomously by a system, or can result from selective amplification of fluctuations caused by external weak noise.

This book was released on 2014-03-26 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: This year's inquiry into the work of Monitor concludes that the model of care provided by the health and care system is not changing quickly enough with the result that pressures continue to build, threatening the financial stability of individual providers, and therefore the quality of care provided The pressures are likely to be particularly marked in the acute sector as plans are prepared and implemented to achieve the resource transfer required by the introduction of the Better Care Fund from April 2015. Continuing this theme, the Committee argues that as the NHS financial situation tightens, the challenge for Monitor in supporting trusts in financial difficulty is likely to increase. The MPs emphasise the importance of addressing pressures within individual providers in the context of the local health economy. The requirement for major change in the care model can only be delivered if individual providers, and Monitor as their regulator, look beyond preserving existing structures and address the need to develop different structures to meet changing needs. The Committee also expresses concern that Monitor has not done enough to reform the system of tariff payments for providers, arguing that the current tariff arrangements often create perverse incentives for providers and inhibit necessary service change. It recommends that Monitor and NHS England should initiate a formal joint process for a prioritised review of the NHS tariff arrangements with the objective of identifying and eliminating perverse incentives and introducing new tariff structures which incentivise necessary service change

Available in PDF, EPUB and Kindle. Book excerpt: This book gives an account oC the mathematical Coundations oC logic programming. I have attempted to make the book selC-contained by including prooCs of almost all the results needed. The only prerequisites are some Camiliarity with a logic programming language, such as PROLOG, and a certain mathematical maturity. For example, the reader should be Camiliar with induction arguments and be comCortable manipulating logical expressions. Also the last chapter assumes some acquaintance with the elementary aspects of metric spaces, especially properties oC continuous mappings and compact spaces. Chapter 1 presents the declarative aspects of logic programming. This chapter contains the basic material Crom first order logic and fixpoint theory which will be required. The main concepts discussed here are those oC a logic program, model, correct answer substitution and fixpoint. Also the unification algorithm is discussed in some detail. Chapter 2 is concerned with the procedural semantics oC logic programs. The declarative concepts are implemented by means oC a specialized Corm oC resolution, called SLD-resolution. The main results of this chapter concern the soundness and completeness oC SLD-resolution and the independence oC the computation rule. We also discuss the implications of omitting the occur check from PROLOG implementations. Chapter 3 discusses negation. Current PROLOG systems implement a form of negation by means of the negation as failure rule. The main results of this chapter are the soundness and completeness oC the negation as failure rule.

This book was released on 2011-08-24 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: This exam and study guide tests-and fosters-ownership of concepts in building systems, with an emphasis on the content stressed in the Architect Registration Examination (A.R.E.) Building Systems component. It is designed as a study tool, learning exercise, and confidence-builder. Questions are not reading comprehension devices that follow lessons, but rather opportunities to introduce a topic.Your time is valuable so this study guide does not treat all content that might appear on the exam equally. Rather it weights content by (1) its importance in the A.R.E. exam, and (2) its usefulness to the career of an architect. It further weights the content based on its "yield." In other words, memorizing the entire plumbing code will certainly help you on the A.R.E. exam, but it is certainly not the most efficient means of studying for it.
