Anderson et al., Universal Access to E-Mail: Feasibility and Societal Implications). Among the nine policy conclusions and recommendations in that report were these: It is critical that electronic mail be a basic service in a national information infrastructure; it is important to reduce the increasing gaps in access to basic electronic information services, specifically, access to electronic mail services; there are no fundamental technical barriers to providing universal access to electronic mail services. This book explores the possibility for expanded citizen-government personalized electronic communication. Of particular interest are interactions between government agencies and individual citizens--interactions involving personal information, iterated communications between an individual and a government agency, and the use of a personal electronic mailbox for the individual. It provides an informal survey of current state uses of such communication, supplemented by two case studies of potential use. It also uses 1997 Current Population Survey data to update the electronic access trends in the United States that were highlighted in the 1995 study.

The 1992 report Responsible Science: Ensuring the Integrity of the Research Process evaluated issues related to scientific responsibility and the conduct of research. It provided a valuable service in describing and analyzing a very complicated set of issues, and has served as a crucial basis for thinking about research integrity for more than two decades. However, as experience has accumulated with various forms of research misconduct, detrimental research practices, and other forms of misconduct, as subsequent empirical research has revealed more about the nature of scientific misconduct, and because technological and social changes have altered the environment in which science is conducted, it is clear that the framework established more than two decades ago needs to be updated. Responsible Science served as a valuable benchmark to set the context for this most recent analysis and to help guide the committee's thought process. Fostering Integrity in Research identifies best practices in research and recommends practical options for discouraging and addressing research misconduct and detrimental research practices.
