Book excerpt: In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Book excerpt: The linkage of development aid to the promotion of human rights, democracy and good governance was a striking departure in the post-cold war foreign policies of Northern 'donor' governments. Uniquely, this book provides a systematic and comparative investigation of policies and practices in the 1990s to promote political reform in Southern 'recipient' countries by four donors, the governments of Sweden, the United Kingdom and the United States, plus the European Union. The use of both carrot and stick, that is democracy assistance and aid sanctions, is examined and sharp criticism of current practice offered.

Book excerpt: "Talk of reform is on the lips of many in Morocco, from the salons to the slums, and far into the countryside. Moroccans talk about reform in their country as an imperative, and the country s young king has been a key driver. Because of that, Morocco has drawn the attention of governments in the United States and Europe, which have seen their own strategic interests being tied to economic, political, and social reform in the Middle East and North Africa. Given all of the interest in reform, are the Moroccans going about it the right way? Are outside powers playing the proper constructive role, or are they undermining their own and Moroccans efforts toward positive change? This study analyzes U.S. and European policies to promote reform in Morocco, as well as the efforts of Moroccans themselves, and it seeks to understand the most effective ways to create complementary strategies toward reform." -- Product description.

Book excerpt: U.S. foreign aid programs began in earnest with the Marshall Plan to rebuild Europe following World War II. Arguably, the underlying rationale for aid during most of the post-war period was to counter Communist influence in the world. Since the fall of the Berlin Wall and the collapse of the Soviet Union, and particularly since the terrorist attacks of September 11, 2001, aid programs have increasingly been justified within the context of anti-terrorism. Despite changing global conditions and challenges, U.S. foreign aid programs, their organisational structure, and their statutory underpinnings, reflect the Cold War environment in which they originated. This book focuses on the role that foreign assistance can play as a foreign policy tool within the current international environment.

Available in PDF, EPUB and Kindle. Book excerpt: Under what conditions do the governments of developing countries manage to reform their way out of political and economic instability? When are they instead overwhelmed by the forces of social conflict? What role can great powers play in shaping one outcome or the other? This book is among the first to show in detail how the United States has used foreign economic policy, including foreign aid, as a tool for intervening in the developing world. Specifically, it traces how the United States promoted land reform as a vehicle for producing political stability. By showing where that policy proved stabilizing, and where it failed, a nuanced account is provided of how the local structure of the political economy plays a decisive role in shaping outcomes on the ground.

Book excerpt: The ambitious 15-year agenda known as the Sustainable Development Goals, adopted in 2015 by all members of the United Nations, contains a pledge that "no one will be left behind." This book aims to translate that bold global commitment into an action-oriented mindset, focused on supporting specific people in specific places who are facing specific problems. In this volume, experts from Japan, the United States, and other countries address a range of challenges faced by people across the globe, including women and girls, smallholder farmers, migrants, and those living in extreme poverty. These are many of the people whose lives are at the heart of the aspirations embedded in the 17 Sustainable Development Goals. They are the people most in need of such essentials as health care, quality education, decent work, affordable energy, and a clean environment. This book is the result of a collaboration between the Japan International Cooperation Research Institute and the Global Economy and Development program at Brookings. It offers practical ideas for transforming "leave no one behind" from a slogan into effective actions which, if implemented, will make it possible to reach the Sustainable Development Goals by 2030. In addition to policymakers in the field of sustainable development, this book will be of interest to academics, activists, and leaders of international organizations and civil society groups who work every day to promote inclusive economic and social progress.

Book excerpt: Excerpt from Foreign Aid Reform: Hearings Before the Subcommittee on International Economic Policy, Trade, Oceans and Environment Affairs of the Committee on Foreign Relations, United States Senate, One Hundred Third Congress, Second Session, February 9, 22 and March 3, 1994 It forces us to think very narrowly in development terms, in a ve stovepipe fashion, rather than strategically about our work, an it confuses the American people, leading them to believe that our foreign assistance programs are just another form of inter national welfare. I think we have a unique opportunity together to fix this prob lem, and to fix it in time to deal with new strategic threats that our country is faced with. I had a discussion yesterday with Sen ator Kassebaum about Robert Kaplan's latest article, The Coming Anarchy, in Atlantic Monthly.
