Food insecurity is in many people’s minds associated with hunger, and while this is true the modern food system has introduced new complexities to food insecurity with the growth of micro-nutrient inequalities. Hunger and obesity are not being faced by two different groups but often the same group or cohort. These are features of modern malnutrition that are often not recognized. A critical examination of food poverty and food security is undertaken, with a view to clarifying taken-for-granted assumptions in present discourses. The book addresses food charity and the rise of solutions such as foodbanks as appropriate social responses. The final chapters explore the solutions from real life situations. The concluding chapter from the editors draws together the issues and locates solutions within a food policy framework of the total food system. The various definitions of food insecurity will are examined. Hunger and its modern manifestations (hunger and obesity) is another focus, with particular explorations of developed and developing countries experiences. Book excerpt: Despite relatively high economic growth rates in many developing countries in the last two decades, income inequality has remained high and even increased. This has important policy implications as high-income inequality undercuts the benefits of economic growth in reducing food insecurity. This paper uses the 2014 Gallup World Poll (GWP) dataset of individual food insecurity based on the Food Insecurity Experience Scale (FIES) and employs a three-level linear probability model to assess the macro-economic effects of economic growth and income inequality on individual food insecurity. Results show that increases in the gross domestic product (GDP) per capita are concurrent with declines in individual food insecurity. However, income inequality increases the likelihood of food insecurity, and where there is economic growth it undercuts the positive effect of economic growth on individual food security. The findings suggest that by tackling income inequality, economic growth can become a force for reducing food insecurity, especially in low- and middle-income countries. This paper was prepared as background paper for The State of Food Security and Nutrition in the World 2019.

The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.

Book excerpt: Ten years have elapsed since the World Food Summit (WFS) in Rome pledged to halve the number of undernourished people in the world by no later than 2015, and in October 2006 FAO's Committee on World Food Security is conducting a mid-term review of progress towards this target. On this occasion, the eighth edition of The State of Food Insecurity in the World also examines progress towards the WFS target. The main conclusion is that we have been standing still in terms of hunger reduction. The number of hungry people in the developing countries has not fallen relative to that of 1990-92, the established baseline period against which progress in reducing hunger is measured. Several countries have advanced towards the target but in many others the number of undernourished people has risen. Progress has been made towards the hunger reduction target of Millennium Development Goal 1, which calls for a halving of the proportion of undernourished people by 2015, and prospects for reaching the MDG target are relatively promising. On the other hand, the more ambitious WFS target will clearly not be met without a very serious intensification of hunger reduction efforts. The report presents a review of progress and setbacks in the various regions and discusses some of the constraints to hunger reduction efforts and challenges yet to be faced. It emphasizes the urgent need to broaden the areas of progress if we are to be successful in achieving the WFS target. The final section of The State of Food Insecurity in the Worldhighlights some of the main lessons learnt in hunger reduction and lays out a broad agenda for accelerated progress. It concludes with an appeal for stepping up action and emphasizes that, if the political will is harnessed, the WFS target can be met

The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
