Analyses of impacts, risks, uncertainty, resilience, and scenarios coupled with policy-oriented suggestions will give information for flood hazard mitigation. Emerging advances in computing technologies coupled with big-data mining have boosted data-driven applications, among which Machine Learning technology, with its flexibility and scalability in pattern extraction, has modernized not only scientific thinking but also predictive applications. The book finds that the Sulphur Mountain NEXRAD provides crucial coverage of the lower atmosphere and is appropriately situated to assist the Los Angeles-Oxnard National Weather Service Forecast Office in successfully forecasting and warning of flash floods. The book concludes that, in general, NEXRAD technology is effective in mountainous terrain but can be improved.

Despite advances in developing flood forecasting models and techniques, the uncertainty in forecasts remains unavoidable. This uncertainty needs to be acknowledged, and uncertainty estimation in flood forecasting provides a rational basis for risk-based criteria. This book presents the development and applications of various methods based on probablity and fuzzy set theories for modelling uncertainty in flood forecasting systems. In particular, it presents a methodology for uncertainty assessment using disaggregation of time series inputs in the framework of both the Monte Carlo method and the Fuzzy Extention Principle. It reports an improvement in the First Order Second Moment method, using second degree reconstruction, and derives qualitative scales for the interpretation of qualitative uncertainty. Application is to flood forecasting models for the Klodzko catchment in POland and the Loire River in France. Prospects for the hybrid techniques of uncertainty modelling and probability-possibility transformations are also explored and reported.

The system has a modular structure, including models describing the rainfall-runoff and snow-melt processes for tributary catchments and the transformation of a flood wave within the reach. The sensitivity and uncertainty analysis of the elements of the study system are performed at both the calibration and verification stages. The spatial and temporal variability of catchment land use and river flow regime based on analytical studies and measurements is presented. A lumped parameter approximation to the distributed modelling of river flow is developed for the purpose of flow forecasting. Control System based emulators (Hammerstein-Wiener models) are applied to on-line data assimilation. Medium-range probabilistic weather forecasts (ECMWF) and on-line observations of temperature, precipitation and water levels are used to prolong the forecast lead time. The potential end-users will also benefit from a description of social vulnerability to natural hazards in the study area.

Book excerpt: The aim of this book is to contribute to understanding risk knowledge and to forecasting components of early flood warning, particularly in the environment of tropical high mountains in developing cities. This research covers a challenge, taking into account the persistent lack of data, limited resources and often complex climatic, hydrologic and hydraulic conditions. In this research, a regional method is proposed for assessing flash flood susceptibility and for identifying debris flow predisposition at the watershed scale. An indication of hazard is obtained from the flash flood susceptibility analysis and continually, the vulnerability and an indication of flood risk at watershed scale was obtained. Based on risk analyses, the research follows the modelling steps for flood forecasting development. Input precipitation is addressed in the environment of complex topography commonly found in mountainous tropical areas. A distributed model, a semi-distributed model and a lumped model were all used to simulate the discharges of a tropical high mountain basin with a páramo upper basin. Performance analysis and diagnostics were carried out in order to identify the most appropriate model for the study area for flood early warning. Finally, the Weather Research and Forecasting (WRF) model was used to explore the added value of numerical weather models for flood early warning in a páramo area.

Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is due to short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. One viable solution is to produce long-lead seasonal forecasts—the demand for which is significantly increasing in Bangladesh— and disseminate these products through appropriate channels. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecasts, depends on consensus among the participating institutions. Therefore, the primary objective of the book is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The book discusses issues related to the 5-stage Flood Forecasts, Warning, and Response System (FFWRS) and emphasizes the role of the seasonal ‘Climate Outlook Forum (COF)’ in Bangladesh. The book also identifies ways to improve forecasting and early warning systems by utilizing ENSO-based climate data and models, and discusses a comprehensive and participatory approach to seasonal flood hazard management in Bangladesh. Several successful case examples of ENSO-based seasonal forecasts and early warning systems from other ENSO-sensitive regions have been documented. Book excerpt: In recent years, the continued technological advances have led to the spread of low-cost sensors and devices supporting crowdsourcing as a way to obtain observations of hydrological variables in a more distributed way than the classic static physical sensors. The main advantage of using these type of sensors is that they can be used not only by technicians but also by regular citizens. However, due to their relatively low reliability and varying accuracy in time and space, crowdsourced observations have not been widely integrated in hydrological and/or hydraulic models for flood forecasting applications. Instead, they have generally been used to validate model results against observations, in post-event analyses. This research aims to investigate the benefits of assimilating the crowdsourced observations, coming from a distributed network of heterogeneous physical and social (static and dynamic) sensors, within hydrological and hydraulic models, in order to improve flood forecasting. The results of this study demonstrate that crowdsourced observations can significantly improve flood prediction if properly integrated in hydrological and hydraulic models. This study provides technological support to citizen observatories of water, in which citizens not only can play an active role in information capturing, evaluation and communication, leading to improved model forecasts and better flood management.
