Book excerpt: The Law Library presents the complete text of the Fisheries of Northeastern United States - Northeast Multispecies Fishery - Amendment 16, Framework Adjustment 44, and Framework Adjustment 45 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 This action makes corrections, clarifications, and modifications to existing regulations to ensure consistency with measures adopted by the New England Fishery Management Council (Council) to regulate the Northeast (NE) multispecies fishery and to provide additional flexibility for some of the administrative regulatory requirements. The current regulations governing the NE multispecies fishery contain a number of inadvertent errors, omissions, and potential inconsistencies with measures adopted by the Council and approved by the Secretary of Commerce (Secretary) in recent actions regarding the NE Multispecies Fishery Management Plan (FMP). This interim final rule is being taken by NMFS under the authority of section 305(d) of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act); NMFS is implementing changes made to the dockside monitoring program (DSM), not included in the proposed rule, as an interim rule in order to seek public comments on the changes. Available in PDF, EPUB and Kindle. Book excerpt: Responsible fisheries management is of increasing interest to the scientific community, resource managers, policy makers, stakeholders and the general public. Focusing solely on managing one species of fish stock at a time has become less of a viable option in addressing the problem. Incorporating more holistic considerations into fisheries management by addressing the trade-offs among the range of issues involved, such as ecological principles, legal mandates and the interests of stakeholders, will hopefully challenge and shift the perception that doing ecosystem-based fisheries management is unfeasible. Demonstrating that EBFM is in fact feasible will have widespread impact, both in US and international waters. Using case studies, underlying philosophies and analytical approaches, this book brings together a range of interdisciplinary topics surrounding EBFM and considers these simultaneously, with an aim to provide tools for successful implementation and to further the debate on EBFM, ultimately hoping to foster enhanced living marine resource management.

Book excerpt: Potentially harmful contact between fisheries and marine vulnerable species represents a global conservation issue and efforts to mitigate the negative repercussions of these interactions belong in strategies for ensuring the sustainability of fisheries. This literature review offers a survey of mitigation measures and techniques that have been developed and tested around the world, aiming to address both the incidental catch of highly mobile species – specifically, cetaceans, seabirds, sharks and rays, and sea turtles – and depredation caused by dolphins. Based on research detailed in over 300 documents, including peer-reviewed publications, reports from international organizations and papers available on the internet, most of the mitigation techniques illustrated are still under development, with only a few already adopted through legislation. The selected mitigation measures are grouped by main types of fishing gear – gillnets and trammel nets, longlines and lines, trawls, purse seines, traps and pots – and further subdivided according to which of the four main groups of vulnerable species – cetaceans, seabirds, sharks and rays, or sea turtles – they are designed to protect. Preventive and curative approaches covering both technical measures (gear modifications, strategies, as well as acoustic, visual, magnetic and chemosensory deterrents) and management measures are described.

This book was released on 2020-06-01 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: This techno-economic performance review of selected fishing fleets in North and South America presents the findings of four country level studies of fishing fleets in the United States of America, Brazil, Chile and Peru. The review includes financial and economic information of 21 fishing fleet segments, including shrimp and groundfish trawlers, demersal trawlers, longliners, purse seiners, dredgers as well as hook and line fishing vessels. Analysis of the costs and earnings data of these important fishing fleet segments in North and South America, using survey data from 2012 -2017 for the US fleet segments and 2018 data for the South American countries’ fleets showed that 81 percent of the fleet segments had a positive net cash flow. The net profit margins of 38 percent of the 21 fishing fleet segments were >10%. Two-thirds (67%) of the fleet segments presented positive results in terms of their capital productivity as the return on fixed tangible assets (ROFTA) was positive. Twenty four percent of the fleet segments showed return on investment (ROI) figures of twenty percent or more. A majority of the Chilean and Peruvian fleet segments had ROIs of ten percent or higher in 2018. The financial and economic performance of the fishing fleet segments is not only affected by the seafood prices, but also by the fisheries management regime in place, fish species targeted, fish stock status and fishing methods and technologies applied. The age structure of the fishing vessels shows an increasing trend for most of the fishing fleet segments in this review, which adds to the apparent profitability of the vessels in these fleet segments as depreciation and interests on loans are minimized.

This book was released on 2019-04-05 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: Coral reef declines have been recorded for all major tropical ocean basins since the 1980s, averaging approximately 30-50% reductions in reef cover globally. These losses are a result of numerous problems, including habitat destruction, pollution, overfishing, disease, and climate change. Greenhouse gas emissions and the associated increases in ocean temperature and carbon dioxide (CO2) concentrations have been implicated in increased reports of coral bleaching, disease outbreaks, and ocean acidification (OA). For the hundreds of millions of people who depend on reefs for food or livelihoods, the thousands of communities that depend on reefs for wave protection, the people whose cultural practices are tied to reef resources, and the many economies that depend on reefs for fisheries or tourism, the health and maintenance of this major global ecosystem is crucial. A growing body of research on coral physiology, ecology, molecular biology, and responses to stress has revealed potential tools to increase coral resilience. Some of this knowledge is poised to provide practical interventions in the short-term, whereas other discoveries are poised to facilitate research that may later open the doors to additional interventions. A Research Review of Interventions to Increase the Persistence and Resilience of Coral Reefs reviews the state of science on genetic, ecological, and environmental interventions meant to enhance the persistence and resilience of coral reefs. The complex nature of corals and their associated microbiome lends itself to a wide range of possible approaches. This first report provides a summary of currently available information on the range of interventions present in the scientific literature and provides a basis for the forthcoming final report.

The Gulf of Mexico is an open and dynamic marine ecosystem rich in natural resources but heavily impacted by human activities, including agricultural, industrial, commercial and coastal development. The Gulf of Mexico has been continuously exposed to petroleum hydrocarbons for millions of years from natural oil and gas seeps on the sea floor, and more recently from oil drilling and production activities located in the water near and far from shore. Major accidental oil spills in the Gulf are infrequent; two of the most significant include the Ixtoc I blowout in the Bay of Campeche in 1979 and the Deepwater Horizon Oil Spill in 2010. Unfortunately, baseline assessments of the status of habitats and biota in the Gulf of Mexico before these spills either were not available, or the data had not been systematically compiled in a way that would help scientists assess the potential short-term and long-term effects of such events. This 2-volume series compiles and summarizes thousands of data sets showing the status of habitats and biota in the Gulf of Mexico before the Deepwater Horizon Oil Spill. Volume 2 covers historical data on commercial and recreational fisheries, with an analysis of marketing trends and drivers; ecology, populations and risks to birds, sea turtles and marine mammals in the Gulf; and diseases and mortalities of fish and other animals that inhabit the Gulf of Mexico.

Book excerpt: This document elaborates the revised International Standard Statistical Classification of Fishing Gear (ISSCFG), as endorsed and adopted for implementation by the FAO Coordinating Working Party on Fishery Statistics (CWP) at its Twenty-fifth Session in February 2016 in Rome, Italy. The classification applies to commercial, subsistence and recreational fisheries in marine and freshwater fisheries. The document provides definitions and illustrations of the configuration and mode of operation of typical fishing gears. The primary purpose is to assist FAO Members, regional fishery bodies, as well as those working on fishery statistics and management, to correctly attribute and report fisheries catches made by different gear types. The document also contributes to the prevention, deterrence and elimination of illegal, unreported and unregulated (IUU) fishing by providing monitoring, control and surveillance personnel with information to identify the type of fishing gear with regard to licence and authorization to carry out fishing operations. Finally, the document also provides context and references for some contemporary conservation issues related to major fishing gear types; it can therefore be used as a reference text for students and researchers in fisheries and marine conservation.

Book excerpt: “The bones recovered from the middens of the northeastern Pacific shorelines have important stories to tell biologists, marine mammalogists, and those concerned with marine conservation. This volume unearths a wealth of information about the historical ecology of seals, sea lions, and sea otters in the North Pacific that spans thousands of years. It provides fascinating insights into how the world once looked, and how it may one day look again as seals, sea lions, and sea otters reclaim and recolonize their former haunts.”—Andrew Trites, Director, Marine Mammal Research Unit, University of British Columbia “Braje and Rick have assembled a compelling set of case studies on the long-term and complex interactions between people, marine mammals, and environments in the Northeast Pacific. The promise of zooarchaeology as historical science is on full display, as researchers use geochemistry, aDNA, morphometrics, and traditional analytic methods to address questions of utmost importance to the long-term health of coastal ecosystems. If this book doesn't convince conservation biology about the need to take the long view of animal histories and ecosystems into account in developing conservation management plans, I'm not sure what will.”—Virginia L. Butler, Department of Anthropology, Portland State University
