Book excerpt: The research objective of the presented study is to find out the consequences of the EU accession on internal regions in terms of regional convergence or divergence. The conception of analysis is based on the convergence theory which states that all industrial systems would converge because of the determinant effects of technological development. The samples for empirical analysis include NUTS 3 regions within the “new” EU countries (the countries of the former socialist bloc that entered the EU in 2004 and 2007) and Croatia as a “control country”, the economic performance of which is measured by real GDP per capita for 2000-2011, the applied method - basic panel data analysis. The main findings of the research allow to argue that positively perceived trend of actual declining of economic performance's interregional variation within the “new” EU countries is not the consequence of joining the EU. The basic conclusion with regard to the results of the research is that the “new” EU countries are undergoing a natural inverted U-shaped trend of changes of their economic performance's interregional variation that depends both on the country average GDP's per capita growth and on the length of the period of self-development under the conditions of market economy rather than on the factor of unionization as such within the EU.

The analysis tests whether, on top of the standard growth determinants, the period of EU accession made a significant difference to the growth performance of the New Member States (NMS). The paper finds that the period of EU accession is characterised by significantly larger growth rates of per-capita GDP, even after controlling for a wide range of economic and institutional factors. This effect is robust and particularly strong for countries with relatively low initial income levels, weak institutional quality and less advanced financial development, suggesting that EU accession has been speeding up the catching-up process and improved the institutions of the laggards among the NMS. The prospect of EU membership which has triggered large capital inflows seems to have fostered economic growth of those NMS with lower degrees of financial depth."--Publication information page.

Book excerpt: Since May 1, 2004 the European Union's new member states (NMS) have been subject to the same fiscal rules established in the Treaty on the European Union and Stability and Growth Pact (SGP) as the old member states (OMS). The NMS entered the EU running structural fiscal deficits. More than half of them (including the biggest ones) breach the Treaty's actual deficit limits and are already the subject of the excessive deficit procedure. A high rate of economic growth makes the fiscal situation of most NMS reasonably manageable in the short- to medium-term, but the long term fiscal outlook, mostly connected with the consequences of an aging population, is dramatic. The NMS should therefore prepare themselves now to be able to meet this challenge over the next decades (the same goes for the OMS). In addition, the perspective of EMU entry should provide the NMS with a strong incentive to reduce their deficits now because waiting (and postponing both fiscal adjustment and the adoption of the Euro) will only result in higher cumulative fiscal costs. The additional financial burden connected with EU accession cannot serve as excuse in delaying fiscal consolidation.In spite of the growing debate on the relevance of the EU's fiscal surveillance rules and not excluding the possibility of their limited modification, they should not be relaxed. Frequent breaching of these rules cannot serve as an argument that they are irrelevant from the point of view of safeguarding fiscal prudence and avoiding fiscal 'free riding' under the umbrella of monetary union. Any version of fiscal surveillance rules (either current or modified) must be solidly anchored in an effective enforcement mechanism (including automatic sanctions) at the EU and national levels.

He has also worked in the past for the European Commission, EFTA, the OECD, the FCO, the World Bank, USAID and UNCTAD. From 1991 to 2001 he was Co-Director of the International Trade Programme of the Centre for Economic Policy Research. His areas of specialisations are international trade, regional integration, and economic geography. Before coming to Geneva in May 1991, he was a professor at Columbia University Business School, having done his PhD in economics at MIT, an MSc at LSE, and a first degree at the University of Wisconsin-Madison. Aymo Brunetti is Head of Economic Analysis in the State Secretariat of Economic Affairs of the Federal Department of Economic Affairs, Switzerland. This study empirically explores and quantifies the effects of EU accession on the risk and return of equity markets in eight Central and Eastern European markets joining the EU in 2004. The study also incorporates a review of how the influence of macroeconomic variables and the level of integration with global and European markets change as a result of EU membership. Based on empirical tests using weekly data over ten years, this study concludes that EU membership results in a significant decline in equity market volatility and a significant increase in risk-adjusted, but not absolute, equity returns. Furthermore, the study suggests that equity markets in new EU member states become increasingly influenced by global rather than local macroeconomic factors after the EU accession and that the level of integration with global markets increases.

Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. The chapters in this book originally appeared in a special issue in the Journal of European Public Policy.
