This book was released on 2013-11-11 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past, intensive interest in Soviet research and development has been sporadic both in the West and in the USSR. The end of the 1980s coincided with the demise of the Soviet model of economic development. As a result, a surge of attention has been given to t~e factors driving the motor of Soviet growth and development, as well as R&D. The opening, first, of the Soviet and, subsequently, of the Russian economy, finally exposed it to global stan to scientific dards. The long period of international isolation with respect and technological exchanges made it difficult for scholars and policy makers at home and abroad to measure the status of Soviet advances. Consequently, some overrated the levels, while others underestimated them. Now it comes to light that, although the Soviets put the first satellite in space (Sputnik) and developed their own hydrogen bomb, these were more the exceptions of innovation from research results rather than the rule. Therefore, as the management of the entire economy increasingly malfunctioned, so did the management of R&D in contributing to economic growth and development. There is no denying the incredible investment of the former Soviet state in domestic science and research. The R&D community was one of the largest, if not the largest, in the world during the second half of the twentieth century. Now, Russia has inherited not only this enormous resource, but also the inadequate organization, management, and structure.

Download or read book Science and Technology in Armenia written by National Research Council and published by National Academies Press. This book was released on 2004-11-23 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: An NRC ad hoc committee analyzed the current status and future development potential of Armenia's science and technology base, including human and infrastructural resources and research and educational capabilities. The committee identified those fields and institutions offering promising opportunities for contributing to economic and social development, and particularly institutions having unique and important capabilities, worthy of support from international financial institutions, private investment sources, and the Armenian and U.S. governments. The scope of the study included both pure and applied research as well as education in science-related fields. The committee's report addresses the existing capacity of state and private research institutions, higher education capabilities and trends, scientific funding sources, innovative investment models, relevant success stories, factors hindering development of the science sector, potential domestic Armenian customers for scientific results and products, and opportunities for regional scientific collaboration. An Armenian language version of the report is also available.

Book Synopsis Funding a Revolution by : National Research Council
Download or read book Funding a Revolution written by National Research Council and published by National Academies Press. This book was released on 1999-02-11 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: The past 50 years have witnessed a revolution in computing and related communications technologies. The contributions of industry and university researchers to this revolution are manifest; less widely recognized is the major role the federal government played in launching the computing revolution and sustaining its momentum. Funding a Revolution examines the history of computing since World War II to elucidate the federal government's role in funding computing research, supporting the education of computer scientists and engineers, and equipping university research labs. It reviews the economic rationale for government support of research, characterizes federal support for computing research, and summarizes key historical advances in which government-sponsored research played an important role. Funding a Revolution contains a series of case studies in relational databases, the Internet, theoretical computer science, artificial intelligence, and virtual reality that demonstrate the complex interactions among government, universities, and industry that have driven the field. It offers a series of lessons that identify factors contributing to the success of the nation's computing enterprise and the government's role within it.

Book excerpt: The U.S.-USSR Agreement on Cooperation in the Fields of Science and Technology (the S&T Agreement), a major program of scientific and technical cooperation with the Soviet Union, brought about a broadening of the scope of cooperation and an increase in the number of scientists participating in such exchanges. This book takes a retrospective look at the U.S. experience under the agreement. The background, objectives, organizational arrangements, and evaluations of specific projects are examined within the context of the scientific community and the concerns of the two governments. The authors discuss the relative success of the agreement and propose ways in which the scientific and political benefits could be increased.
Book Synopsis Allocating Federal Funds for Science and Technology by : National Research Council
Download or read book Allocating Federal Funds for Science and Technology written by National Research Council and published by National Academies Press. This book was released on 1995-11-22 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).

Book Synopsis Technology, Culture and Development by : James P. Scanlan
Download or read book Technology, Culture and Development written by James P. Scanlan and published by Routledge. This book was released on 2016-09-16 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although scholars have devoted much attention to the impact of technology on society, they have tended to slight the question of how technology is affected by social systems. The authors of this volume take precisely this approach in their examination of the "Soviet model" of development. The book surveys the history and current state of science and technology in the USSR and its former satellites. It then looks at the economic environment for technological innovation and examines the impact of the "energy shock" in the transitional economies of the region. Finally, it discusses the ecological devastation of the USSR and Eastern Europe, its connection with the "Soviet model" and the prospects for remediation. The central argument of the book is that the cultural and social factors and the legacy of the Soviet model will inevitable figure in the reconstruction of the East.
