Book excerpt: It is now accepted that IT functions are a fundamental part of the competitive business model. Instead of simply offering services IT must 'create value' for the business. This practical title describes the strong financial skills that IT managers must have in order to support: Operations: Finance departments rely heavily on IT managers being able to identify, track and measure costs sometimes at a very granular level Budgeting: the very technical nature of IT operations means that budgeting can be more complex than many other areas Project Delivery: large technical project deliveries means that costs can be correspondingly complex to account for Business Modeling; pricing models rely heavily on IT managers skills and accuracy. Where one service supports many commercial offerings a strong model is needed to apportion costs appropriately Investment and business cases: a sound understanding of the financial contribution the IT assets make to the overall business is critical to gain support for ongoing investment This outstanding title covers the main financial concepts that managers need to be familiar with in order for IT to take its proper senior place as a contributor to the business. It assumes a basic level of financial understanding and builds on the techniques required almost daily; therefore it is overwhelmingly practical and based on real world scenarios. Not only are the techniques fully described but issues such as roles, implementation, daily management and even tooling are detailed.

Taking this simple axiom seriously creates unique challenges for the management of public funds. Andrew Graham outlines all aspects of public sector financial management, addressing how funds are obtained, what rules of accountability and accounting are applied, who controls public funds, what constitutes effective budget management at the operational level, and how accountability and oversight are dealt with. The skills demanded of public sector managers in financial management are becoming increasingly onerous and complex. Canadian Public Sector Financial Management will be of great help to practitioners in the public sector who wish to better understand their financial responsibilities as well as to students of public administration and the general reader concerned with public financial management issues. The secondedition of Canadian Public-Sector Financial Management updates the widely used text, reflecting on the developments in public financial management over the past six years. Developments in financial reporting and the widespread need for governments to constrain growth and manage their finances more closely are looked at. It remains focused on the practitioner and manager in the public sector.

Book excerpt: Financial management at the Ministry of Justice has improved considerably since the National Audit Office last examined this subject in 2010 (HC 187, ISBN 9780102965339). The Ministry now has effective governance structures in place and, in 2010-11, managed its money far more effectively, allowing it to redeploy funds to where they were most needed. Financial management is now much more central to the operation of the organisation and the quality and consistency of financial planning and forecasting have improved. Financial information for decision making is more relevant and useful, with the Ministry's planning work allowing it to bring together a wide range of business information to estimate the financial implications of its workload. It has also improved oversight of its arm's-length bodies. The Ministry still has gaps in financial reporting skills and some of its underlying systems need further improvement. It was one of only two government departments that failed to produce their financial accounts by the 2011 summer Parliamentary recess, mainly due to the accounts for the National Offender Management Service being produced late. The Legal Services Commission, an arm's-length body of the MOJ, had the audit opinion on its 2010-11 accounts qualified owing to the potential level of error, put at an estimated £50 million. There has also been little change in how the Ministry monitors and collects assets due under confiscation orders, with the amount of outstanding debt having increased by almost £400 million in 2010-11.

Book excerpt: A properly structured financial model can provide decision makers with a powerful planning tool that helps them identify the consequences of their decisions before they are put into practice. Introduction to Financial Models for Management and Planning enables professionals and students to learn how to develop and use computer-based models for financial planning. Providing critical tools for the financial toolbox, this volume shows how to use these tools to build successful models. Placing a strong emphasis on the structure of models, the book focuses on developing models that are consistent with the theory of finance and, at the same time, are practical and usable. The authors introduce powerful tools that are imperative to the financial management of the operating business. These include interactive cash budgets and pro forma financial statements that balance even under the most extreme assumptions, valuation techniques, forecasting techniques that range from simple averages to time series methods, Monte Carlo simulation, linear programming, and optimization. The tools of financial modeling can be used to solve the problems of planning the firm’s investment and financing decisions. These include evaluating capital projects, planning the financing mix for new investments, capital budgeting under capital constraints, optimal capital structure, cash budgeting, working capital management, mergers and acquisitions, and constructing efficient security portfolios. While the primary emphasis is on models related to corporate financial management, the book also introduces readers to a variety of models related to security markets, stock and bond investments, portfolio management, and options. This authoritative book supplies broad-based coverage and free access to @Risk software for Monte Carlo simulation, making it an indispensible text for professionals and students in financial management. Available in PDF, EPUB and Kindle. Book excerpt: " Public money is perhaps the quintessential currency of influence for politicians and public servants inside government. It shapes how they undertake the nations business and it impacts on the standards of living in the country. The Politics of Public Money examines the extent to which the influence of players in the budgetary process is shifting from a bilateral relationship between departmental spenders and central guardians to a more complex multilateral relationship involving spenders and central guardians, as well as priority setters and financial watchdogs. David Good analyzes this shift of influence in terms of a broader societal change from an old village, conditioned by old norms of behaviour, to a new town that brings with it new ideas about how much public money should be spent, where it should be spent, and how it should be managed. To better understand the changing situation, Good develops a new framework for analyzing the politics and management of public money. This framework is used to explore the interactions among budget players and, perhaps the most central of all, the relationship between Prime Minister and Minister of Finance. As an analysis of the changing budgetary process and an examination of the promises and pitfalls of budgetary reform, The Politics of Public Money sheds new light on the role of insiders in influencing our governments spending. Available in PDF, EPUB and Kindle. Book excerpt: Public money is one of the primary currencies of influence for politicians and public servants. It affects the standards by which they undertake the nation's business and it impacts on the standard of living of the nation's citizens. The Politics of Public Money examines the extent to which the Canadian federal budgetary process is shifting from one based on a bilateral relationship between departmental spenders and central guardians to one based on a more complex, multilateral relationship involving a variety of players. In this innovative study, David A. Good examines this shift in terms of a broader societal change from an 'old village,' conditioned by old norms of behaviour, to a 'new town,' which brings with it new ideas about how public money should be managed and spent. Organized into four parts, the book opens with 'The Changing Politics of Public Money,' which sets out a revised and expanded framework for analysing the politics and management of public money. Part 2, 'The Public Money Players,' looks at the motivations, interdependence, and independence of the four budget players. The third part, 'The Public Money Processes," deals with the central functions of budgeting - determining fiscal aggregates, making budget allocations, and ensuring effective financial management. Finally, 'New Prospects for Public Money,' looks ahead to the future and considers ways to strengthen the interaction among the players, and in so doing, improve the politics and management of public money. An insightful and incisive study of the changing budgetary process, The Politics of Public Money examines the promises and pitfalls of budgetary reform and sheds new light on the role insiders play in influencing government spending.
