In 1997, the IMF introduced under the initiatives the General Data Dissemination System (GDDS) to provide a framework for countries that aim to develop their statistical systems, within which they can work toward disseminating comprehensive and reliable data and, eventually, meet SDDS requirements. At the Eighth Review of the Fund’s Data Standards Initiatives in February 2012, the IMF’s Executive Board approved the SDDS Plus as an upper tier of the Fund’s data standards initiatives. The SDDS Plus is open to all SDDS subscribers and is aimed at economies with systemically important financial sectors.

Data supplied by countries subscribing to the SDDS, as well as information provided by countries participating in the GDDS, are posted on the Dissemination Standards Bulletin Board (DSBB) on the IMF's public website (http://dsbb.imf.org). This Guide is intended to assist subscribers of the SDDS, GDDS participants moving toward subscription to the SDDS, and users of the DSBB in becoming aware of the features and scope of the SDDS and the DSBB. It is intended to further the IMF's initiatives in data transparency and standards, to enhance the public availability of timely and comprehensive international statistics, and therefore to contribute to countries' pursuit of sound macroeconomic policies and to the improved functioning of global financial markets.

These modifications are consistent with views expressed by Executive Directors in informal discussions with staff, and entail (i) extending the timeliness of three data categories and (ii) maintaining consistency with the principle underlying the SDDS Plus framework under which subscribers may chose to adopt new methodologies or continue to follow older ones. The Executive Board approved, on a lapse-of-time basis, the proposed decision in the paper. The existing rules governing the SDDS Plus are superseded by the new SDDS Plus legal text.

Book excerpt: The Standards and Codes Initiative (“Initiative”) has been identified as one of several building blocks for the overhaul of the global financial architecture after the Asian crisis in the late 1990s. Twelve policy areas were selected as key for sound financial systems and a framework for Reports on the Observance of Standard and Codes (ROSCs) was established and has been implemented by the Bank and the Fund for about a decade. Since the Initiative’s inception, a majority of member countries have had one or more ROSCs, although—in part due to the voluntary nature of ROSCs—the coverage is not fully complete. After peaking in 2003, the annual number of ROSCs completed has declined considerably. In particular, the number of fiscal transparency and data ROSCs has dropped, reflecting the downsizing of the Fund, and changes in departmental priorities. The reduction in financial sector ROSCs—generally done as a part of the Financial Sector Assessment Program (FSAP)—has been less, although fewer ROSCs have been done per FSAP. Revisions to the standards to incorporate the lessons from the crisis, the initiatives of the Financial Stability Board (FSB), and changes to financial surveillance are likely to have important implications for the future of the Initiative. In particular, the commitment by FSB members to undergo FSAPs every 5 years and the FSB’s framework to enhance adherence to international financial standards are likely to boost demand for financial sector ROSCs. These resource pressures impose a greater burden on the prioritization process, and strategic decisions will have to be made to augment resources for the Initiative or on where the resource cuts could come from in order to maintain adequate coverage of non-G20 countries.
