The performance of an SVE system depends on properties of both the contaminants and the soil. SVE is generally applicable to compounds with a vapor pressure of greater than 1 millimeter of mercury at 20EC and a Henry s Law constant of greater than 100 atmospheres per mole fraction. SVE is most effective at sites with relatively permeable contaminated soil and with saturated hydraulic conductivities of greater than 1 x 10 or 1 x 10 centimeter per second (cm/s). SVE by itself does not effectively remove contaminants -3 -2 in saturated soil. However, SVE can be used as an integral part of some treatment schemes that treat both groundwater and the overlying vadose zone. Enhancement technologies should be considered when contaminant or soil characteristics limit the effectiveness of SVE or when contaminants are present in saturated soil. The five enhancement technologies covered in this report are as follows and are described in the following subsections: * Air Sparging * Dual-phase Extraction * Directional Drilling * Pneumatic and Hydraulic Fracturing * Thermal Enhancement.

The National Contingency Plan (NCP) requires the lead agency to conduct an EE/CA or its equivalent for non-time-critical removal actions (40 CFR 300.415). The EE/CA process is a comparative analysis of removal action alternatives and is recorded in the EE/CA document for public review and comment. A conventional EE/CA document generally supports a decision to take a removal action at a specified site or group of sites. McAFB and the regulatory agencies have modified the conventional EE/CA document to facilitate decision making and to streamline the administrative process in the McAFB Installation Restoration Program (IRP). This is accomplished by focusing on the basewide applicability of a single technology (SVE in this case), rather than on a single site. This General Evaluation Document establishes a site selection methodology that defines site conditions conductive to early action and to effective SVE application. Site Specific Documents will be written, as needed, to demonstrate that SVE should be applied in specific cases. At present, several contaminated areas have been identified for early application of SVE, and additional sites are expected to be identified in the future as site investigation and evaluation continues.

Book excerpt: Passive soil vapor extraction (PSVE) is an enhanced attenuation (EA) approach that removes volatile contaminants from soil. The extraction is driven by natural pressure gradients between the subsurface and atmosphere (Barometric Pumping), or by renewable sources of energy such as wind or solar power (Assisted PSVE). The technology is applicable for remediating sites with low levels of contamination and for transitioning sites from active source technologies such as active soil vapor extraction (ASVE) to natural attenuation. PSVE systems are simple to design and operate and are more cost effective than active systems in many scenarios. Thus, PSVE is often appropriate as an interim-remedial or polishing strategy. Over the past decade, PSVE has been demonstrated in the U.S. and in Europe. These demonstrations provide practical information to assist in selecting, designing and implementing the technology. These demonstrations indicate that the technology can be effective in achieving remedial objectives in a timely fashion. The keys to success include: (1) Application at sites where the residual source quantities, and associated fluxes to groundwater, are relatively low; (2) Selection of the appropriate passive energy source - barometric pumping in cases with a deep vadose zone and barrier (e.g., clay) layers that separate the subsurface from the atmosphere and renewable energy assisted PSVE in other settings and where higher flow rates are required. (3) Provision of sufficient access to the contaminated vadose zones through the spacing and number of extraction wells. This PSVE technology report provides a summary of the relevant technical background, real-world case study performance, key design and cost considerations, and a scenario-based cost evaluation. The key design and cost considerations are organized into a flowchart that dovetails with the Enhanced Attenuation: Chlorinated Organics Guidance of the Interstate Technology and Regulatory Council (ITRC). The PSVE flowchart provides a structured process to determine if the technology is, or is not, reasonable and defensible for a particular site. The central basis for that decision is the expected performance of PSVE under the site specific conditions. Will PSVE have sufficient mass removal rates to reduce the release, or flux, of contamination into the underlying groundwater so that the site can meet it overall remedial objectives? The summary technical information, case study experiences, and structured decision process provided in this 'user guide' should assist environmental decision-makers, regulators, and engineers in selecting and successfully implementing PSVE at appropriate sites.
