Book excerpt: This broad review of the development of US water resource policy analysis and practice offers perspectives from several disciplines: law, economics, engineering, ecology and political science. While the historical context provided goes back to the early 19th century, the book concentrates on the past 60 years and features a discussion of the difficulty that has generally been encountered in bringing the disciplines of economics and ecology into collaboration in the water resource context. The book explores the evolution of water related analytical capabilities and institutions and provides illustrations from case studies, concluding with recommendations for research, institutional change and action. Though designed to be a background textbook for interdisciplinary graduate seminars in water resources planning and management, it is accessible to interested lay readers and those who have policymaking or implementation responsibility but lack a technical background. The book will appeal to students and faculty in water policy, economics, and engineering, and in interdisciplinary programs organized around water resource problems and questions. Policy makers and general readers will also appreciate this non-technical introduction.

Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

Available in PDF, EPUB and Kindle. Book excerpt: The shortage of fresh water is likely to be one of the most pressing issues of the twenty-first century. A UNESCO report predicts that as many as 7 billion people will face shortages of drinking water by 2050. Here, David Lewis Feldman examines river-basin management cases around the world to show how fresh water can be managed to sustain economic development while protecting the environment. He argues that policy makers can employ adaptive management to avoid making decisions that could harm the environment, to recognize and correct mistakes, and to monitor environmental and socioeconomic changes caused by previous policies. To demonstrate how adaptive management can work, Feldman applies it to the Delaware, Susquehanna, Apalachicola-Chattahoochee-Flint, Sacramento--San Joaquin, and Columbia river basins. He assesses the impacts of runoff pollution and climate change, the environmental-justice aspects of water management, and the prospects for sustainable fresh water management. Case studies of the Murray-Darling basin in Australia, the Rhine and Danube in Europe, the Zambezi in Africa, and the Rio de la Plata in South America reveal the impediments to, and opportunities for, adaptive management on a global scale. Feldman's comprehensive investigation and practical analysis bring new insight into the global and political challenges of preserving and managing one of the planet's most important resources.

Available in PDF, EPUB and Kindle. Book excerpt: Many challenges, including climate change, face the Nation¿s water managers. The Intergovernmental Panel on Climate Change (IPCC) has provided estimates of how climate may change, but more understanding of the processes driving the changes, the sequences of the changes, and the manifestation of these global changes at different scales could be beneficial. Since the changes will likely affect fundamental drivers of the hydrological cycle, climate change may have a large impact on water resources and water resources managers. The purpose of this interagency report is to explore strategies to improve water management by tracking, anticipating, and responding to climate change. Charts and tables.

The report discusses alternative perspectives that have been suggested for defining the public interest and provides an overview of the decision making involved in a typical water resources planning study. It then examines various approaches to determining the public interest in preauthorization planning and decision making. It also presents an argument in support of current trends away from reliance on economic efficiency as a basis for defining the public interest, and toward the direct involvement of citizens in determining the factors and weights used in defining the public interest.

Book excerpt: In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.
