Book excerpt: Excerpt from Federal Beef Grading Revisions have been made in the early grade classifications to keep them in line with consumer demands and production practices. The tentative standards were first revised in 1923, when Federal grading was started as a special service to. United States Steamship Lines. And in 1926, after numerous public hearings, they were further revised and were issued as the official United States standards for grades of carcass beef. Grades for Beef The widespread adoption of Federal beef grades is only one force among many bringing about changes in the production and marketing of beef. Buying and selling beef on the basis of Federal grades have proved particularly advantageous to mass merchandising agencies. The policies and practices of firms in the various segments of the meat wholesaling industry, which includes packers, wholesalers, and retailers, tend to reflect their beliefs and attitudes concerning the effects of the Federal grading of beef. This report is based in part on a sample survey of national packers, independent packers, wholesale distributors, and chain and independent retail ers of meat. The sample was designed so as to adequately represent attitudes on grading and branding of beef, and the uses made of Federal grades and proprietary brands in each of the 4 regions of the Nation. In each major respondent category, except national packers, two-thirds or more of the beef sold for fresh consumption was stamped with U. S. Grades. Some respondents in each classification expressed surprise that there remained any question about the usefulness and desirability of uniform Federal grade standards for beef. Book excerpt: Excerpt from Manual of Inspection and Sanitation Requirements of the Federal Meat Grading Service At the outset, the Department set up a beef grading program on an experimental basis in 10 major meat market centers. In 1928, the service was established on a self-supporting basis by charging fees for the service to Federally inspected packers requesting grading. From this very small beginning, grading was extended to include veal, calf, lamb, and mutton and the demand for graded meats has continued to increase to the extent that, at present, a staff of some 400 graders is required to perform the services requested by the trade. The grading service is now available in practically every section of the United States wherever livestock are slaughtered and meat is sold. Book excerpt: Excerpt from Market Classes and Grades of Yearling Beef With the trend toward increased marketing and slaughter of younger and lighter-weight cattle there has developed a need for class and grade standards which can be applied to carcasses of year ling beef. The descriptions in Department of Agriculture Bulletin N o. 1246 1 are for mature beef only, and do not include yearling beef, some of which is sometimes called baby beef. Because of the influence that age and feed have on the character, consistency, texture, and color of the flesh, carcasses of the bovine species are divided into four groups: Veal, calf, yearling beef, and mature beef. From the standpoint of economy and practical trade ethics these divisions are necessary. The differences between carcasses of year ling beef and carcasses of mature beef are as great as the differences between veal carcasses and calf carcasses. Book excerpt: Excerpt from Market Classes and Grades of Dressed Beef Classifying and grading a commodity consist merely in dividing it into lots or groups which have similar and uniform characteristics, and which show minimum variations in the essential factors which distinguish the group from other groups. It is an analytical process, going from the general to the particular, a grouping of in dividual units in such a way that they present the greatest uni formity possible. Classifying and grading are complementary terms. Both are a part of the same general process, but. Classification precedes grading. For example, all beef is first divided into a number of large units, such as steer beef, cow beef, bull beef, etc. These general units are called classes. That done, each class is still further subdivided into smaller and more specific groups, such as prime steer beef. Good steer beef, medium steer beef, etc. These smaller units are called grades. Book excerpt: Excerpt from Pricing and Competition on Beef in Los Angeles This process of dynamic change and adjustment is especially evident in Los Angeles. Here, beef production and distribution are being influenced by an unusually rapid growth in population, changed income and consumption habits, the rapid development of a large number of retail food chains and independent supermarkets, the establishment of a commercialized cattle feeding industry, introduction and widespread use of Federal carcass grades, and transition of the california-arizona beef industry from a deficit supply area to one with occasional surpluses. These developments have led to concern regarding their economic effects on producers, consumers, and various elements of the beef trade. Questions raised usually involve the retail food chains, the Federal grades for beef, effects of the shift in supply-consumption balances, or specific marketing practices. Most of the concern, however, derives from one of two sources (1) Change requires adjustments which may be painful or difficult for some segments or firms in the market; and (2) the process of change may be handi capped by lack of knowledge or understanding of the forces generating change, the changes themselves, or their effects.
