Book excerpt: Most African countries strive for both poverty reduction and sustainable land management, yet information on the exact relationship between these goals is limited. This report seeks to fill the gap by demonstrating a strong linkage between poverty and land management. Using Uganda as a case study, the authors show that certain policies, such as investments in soil and water conservation and agroforestry, may simultaneously increase productivity and reduce poverty and land degradation. Other strategies, including development of rural roads, non-farm activities, and rural finance, may reduce poverty without significantly affecting productivity or land management. Some policies, however, will likely involve trade-offs among different goals and will need to have their negative impacts minimized. Those in government, NGOs, the private sector, or academia who are concerned about sustainably reducing poverty in Sub-Saharan Africa will benefit from this analysis of how to pursue these key development goals.

African rural populations are themselves moving away from a reliance on agriculture. ‘De-agrarianisation’ takes the form of urban migration as well as the expansion of non-agricultural activities in rural areas providing new income sources, occupations and social identities for rural dwellers. Using recent continent-wide case study evidence, the authors assess the impact of de-agrarianisation on household welfare, business performance and national development. Their findings, which reveal new economic trajectories and social patterns emerging from a period of accelerated change, call into question assumptions about Africa’s future place in the world division of labour.

The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. However, other features of Africa’s rural transformation are unique, and pose important challenges for development policy and planning. Book excerpt: Abstract: Using individual level employment data from Bangladesh, this paper presents empirical evidence on the relative importance of farm and urban linkages for rural nonfarm employment. The econometric results indicate that high return wage work and self-employment in nonfarm activities cluster around major urban centers. The negative effects of isolation on high return wage work and on self-employment are magnified in locations with higher agricultural potential. The low return nonfarm activities respond primarily to local demand displaying no significant spatial variation. The empirical results highlight the need for improved connectivity of regions with higher agricultural potential to urban centers for nonfarm development in Bangladesh.

Book excerpt: "In the context of urbanization and expanding markets for agricultural products, the prospects for smallholder farming systems to contribute to development across sub-Saharan Africa is particularly relevant today. Despite scepticism among some, arguments in the literature point to potential productivity, inclusion and multiplier non-farm growth benefits arising from the development of small-farming systems. This research investigates such viewpoints by categorizing countries according to whether national agriculture is small-farm dominated or large-farm dominated and looking at variables dependent on relevant socio-economic phenomena. Findings indicate small-farming countries have performed better in improving levels of productivity, reducing poverty and advancing structural transformation in the period in question. Findings are robust to the effects of differing levels of rural investment. However, sample sizes and the nature of data collection in a context of scarcity limits the capacity to generalize findings. Although the research finds small-farming countries outperform large-farming countries in progress across these variables, bivariate analysis does not establish that linkages from agricultural development to first, poverty reduction and, second, structural transformation are stronger in small-farming contexts. Overall, findings show that possessing an agricultural sector dominated by smallholdings is no impediment to making progress across key indicators of social and economic development. Consequently, reflection on the merits of public expenditure to support smallholder models and opportunities to leverage private finance in smallholder farming are emphasized. Further, the scope for integration of small- and large-farming models in mutually beneficial arrangements can be a useful complement to mechanisms that support exclusively smallholder farming models"--Page 3.
