Book excerpt: Energy, climate change and agriculture are closely interlinked, and the introduction of renewable energy interventions in the agriculture sector can catalyse poverty reduction and climate change mitigation. The agricultural is an important sector of the economy for Uzbekistan as it employ over 26 percent of the total working population. Uzbekistan has universal access to energy in addition to significant fossil fuel resources, which are supported by a well-extended energy distribution network. However, the energy sector faces several challenges due to inefficient and outdated infrastructure, resulting in high losses as well as power outages, especially in rural areas. Access to stable energy is essential to rural farmers, especially for irrigation, as the impact of climate change is expected to intensify in the near future. This report is part of the technical analysis that informs the GEFs project preparation grant application (PPG) under the GEFs food system, land use and restoration (FOLUR) impact programme. The focus of the analysis is on three regions of Uzbekistan: the Republic of Karakalpakstan, Kashkadarya and Khorezm. Firstly, the report provides an overview of solar energy, wind energy and specific elements of bioenergy potential. Building on this, the report identifies specific renewable energy interventions that can enhance the agriculture production of wheat landscapes in the selected regions in Uzbekistan. In addition to the wheat value chain, the alfalfa, dairy and horticulture chains were identified as important chains for the country and the specific regions being considered. Furthermore, the assessment provides details on the specific types of renewable energy interventions that could be implemented for the specific value chains under evaluation, as well as the related costs and investment requirements. These interventions can help stabilize access to energy for farmers and overcome some of the current access shortages.

Handing over this sunset industry by means of irrigation management transfer (IMT) policies and the creation of water user associations (WUAs) has three main objectives: to increase efficiency, equity, and empowerment. The Uzbek government, together with the international organizations, the United States Agency for International Development (USAID), and the International Water Management Institute (IWMI), is currently promoting IMT and the creation of WUAs nationwide. The onset of the policy seemed to be a rational development since the former state and collective farms, which were also responsible for water management on their territories, were disintegrating, and new private farms were emerging rapidly. This study seeks to assess the potential of IMT policies by examining the broader physical, organizational, socio-economic, and political factors that might facilitate or hinder the main objectives of IMT and the creation of WUAs. These factors are addressed and analyzed separately through eight case study chapters that address questions on basin water management, the organizational capacities, and the socio-political dependencies of the district water management departments, the potential for multi-stakeholder platforms (MSPs), the politics of social network structures, and the process of land reforms. The study concludes that none of the external factors is conducive to the introduction of IMT policies and for creating WUAs. The implication is that IMT policies will not increase efficiency, equity, and empowerment, but could even worsen the water management situation. Furthermore, these policies will not increase the empowerment of either the WUAs or their members. Hence, under the current conditions, handing over the ‘sunset industry’ will not lead to a new sunrise for irrigation in Uzbekistan. Kai Wegerich is Assistant Professor at the Irrigation and Water Engineering Group of Wageningen University. He gained his PhD from the School of Oriental and African Studies/London University and worked as a researcher for the Centre for Development Research (ZEF in Bonn/Germany) and as a development worker for the German Development Service (DED) in Khorezm/Uzbekistan. Kai’s research interests are social and political aspects of water management in Central Asia, on which he published in various journals. He conducted fieldwork in Uzbekistan, Kazakhstan, Kyrgyzstan and Afghanistan. Kai co-edited the special issue on ‘Emerging issues on land and water in Central Asia’ in the Journal Irrigation and Drainage systems (with Jochen Froebrich and Marinus G. Bos) and edited, together with Jeroen Warner, the book ‘The Politics of Water’.

It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization.
