The United States and its multinational partners are experiencing a transition from the Industrial Age to the Information Age. Simultaneously, it is fully engaged in a global war on terrorism set in a new period of globalization. These changes, as well as the experiences gained during recent and ongoing military operations, have resulted in the current drive to transform the force with network-centric warfare (NCW) as the centerpiece of this effort. This document describes how the tenets and principles of NCW are providing the foundation for developing new warfighting concepts, organizations, and processes that will allow U.S. forces to maintain a competitive advantage over potential adversaries, now and in the future. In sum, the report provides an overview of the ongoing implementation of NCW in the Department of Defense (DoD). A brief description of NCW, including its origins, its central role in force transformation, its tenets and principles, and an implementation strategy, are provided in Chapter 1. An examination of NCW as an emerging theory of war, its relationship to the four domains of Information Age warfare, the growing evidence of its benefits, and the warfighting advantages it can provide are examined in Chapter 2. Chapter 3 focuses on network-centric operations (NCO), including the relationship of NCO to the overarching Joint Operations Concepts (JOpsC), the NCO experience in Afghanistan and Iraq, the development of the NCO Conceptual Framework, and the conduct of NCO case studies. An overview of Joint and Service plans and initiatives to develop and implement network-centric capabilities and the growing investment in these capabilities by our allies and multinational partners are provided in Chapter 4.

To answer these questions, various publications on network-centric warfare and the various military service transformation plans were reviewed. The definition of network-centric warfare developed is the linkage of people, systems, and platforms to form a self-synchronized networked force that creates shared battlespace awareness for information superiority and speed of command. A review of the services transformation plans showed that the services may not be using the same terms, but they are implementing the concepts of network-centric warfare. The study concludes that network-centric warfare is not a new theory of warfare, but a concept that supports the maneuver theory of warfare, similar to the concept of blitzkrieg developed by Germany prior to World War II. To emphasize this the term "network-enabled warfare" is suggested as a more appropriate term.

Timeliness concerns the rapidity of information transmission and concerns the design of information systems with technology and human components. Accuracy represents the certainty inherent in each element of information based primarily on sources and presentation. Relevance provides a measure of the importance of each element of information based on contributions to knowledge during operations. The monograph determined that neither the technological dimension nor the leadership dimension of information alone provides sufficient timeliness, accuracy, and relevance to ensure information superiority for transformation forces during maneuver. However, the synergy of both have great potential for overcoming the complexity of information support to maneuver.

The most significant benefit of conducting war in a network-centric environment is enhanced battle space awareness. This enhanced awareness will allow the operational commander to work inside the enemy's decision cycle, better manage force disposition, and tailor forces to specific engagements using precision maneuver and precision guided, standoff munitions. Smaller, more effective and efficient forces will be able to accomplish a given objective and the pace of war will quicken, as combat in a network-centric environment becomes non-linear in conduct marked by simultaneous massing of effects. Network-Centric Warfare will serve to compress the factor of time and expand the factor of space. While it applies to all levels of war, its greatest effect will be at the operational and tactical levels of war where NCW will become the way to match the right force to the best course of action. While the synergistic effects of Network-Centric Warfare are evident in nearly every aspect of armed conflict, the true determinant of success will be the individual capabilities of the operational commander.

In the agrarian age, classical warfare was executed in its highest form by Napoleon's pursuit of decisive battle. In this age, with detailed logistical planning and the evolution of the army corps, Napoleon moved to fight against his adversary. His unique method of preparation with archivist, the directed telescope, and the Officiers d'ordonance allowed him to out think his opponent in time and space as evidenced by his victory at Jena Auerstadt 14 October 1806. In the industrial age, Lieutenant General Grant, conducted a premature version of operational art in the Vicksburg campaign. The development of industrial age technology such as the railroad, telegraph, and steamship allowed Grant the freedom to fight to move. By fighting to move on land and seas, Grant was able to out maneuver and out think the confederate forces in Vicksburg in May 1863. In the information age, information technology allows commercial companies to leverage a competitive advantage over other companies by making better decisions faster. The efficiency of commercial companies increases because networked systems provide faster access to more information through the technological advancements of information technology. The issue for military forces operating in the land dimension is the ability to leverage this advantage to gain effectiveness instead of efficiency.

This inconsistency poses potential problems as the Naval Service attempts to transform itself for the future. However, the Naval Warfare Development Command has produced a draft operational concept called "Network Centric Operations" that could potentially meet the requirement for a complimentary concept to OMFTS. This paper reviews the concepts presented in OMFTS and identifies nine requirements that should be met by a complementary Navy operational concept. The paper then reviews "Network Centric Operations" and determines that it does meet those requirements. Though each operational concept has weaknesses, it is clear that both concepts follow similar concept development. This is important to tactical and operational commanders during future testing and development-assuming that "Network Centric Operations" is adopted by the Navy.

The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.
