Book excerpt: Transformation has become a buzz word in today's military, but what are its historical precursors—those large scale changes that were once called Revolutions in Military Affairs (RMA)? Who has gotten it right, and who has not? The Department of Defense must learn from history. Most studies of innovation focus on the actions, choices, and problems faced by individuals in a particular organization. Few place these individuals and organizations within the complex context where they operate. Yet, it is this very context that is a powerful determinant of how actions are conceived, examined, and implemented, and of how errors are identified and corrected. The historical cases that Mandeles examines reveal how different military services organized to learn, accumulate, and retrieve knowledge; and how their particular organization affected everything from the equipment they acquired to the quality of doctrine and concepts used in combat. In cases where more than one community of experts was responsible for weighing in on decisionmaking, the service benefited from enhanced application of evidence, sound inference, and logic. These cases demonstrate that, for senior leadership, participating in such a system should be a strategic and deliberate choice. In each of the cases featured in this book, no such deliberate choice was made. The interwar U.S. Navy (USN) aviation community and the U.S. Marine Corps amphibious operation community were lucky that, in a time of rapid technological advance and strategic risk, their decisions in framing and solving technological and operational problems were made within a functioning multi-organizational system. The Army Air Corps and the Royal Marines were unfortunate, with corresponding results. It is characteristic of 20th-century military history that no senior civilian or military leader suggested a policy to handle overlapping responsibilities by multiple departments. Today's policymakers have not learned this lesson. In the present time, while a great deal of thought is devoted to proper organizational design and the numbers of persons required to perform necessary functions, there is still no overarching framework guiding these designs.

Lawrence Freedman closely examines the difficulty the US Armed Forces face in shifting their focus from preparing for regular wars, in which combat is separated from civil society, to irregular wars, in which combat is integrated with civil society. He argues that the political context of contemporary irregular wars requires that the purpose and practice of western forces be governed by liberal values, showing that this is also the case with regular wars, to the extent they occur, but it is the integration with civil society that makes the application of liberal values so challenging. The Transformation of Strategic Affairs suggests that this challenge becomes easier to meet when military operations are understood to contribute to the development of a compelling narrative about the likely course and consequence of a conflict, in which these values are shown to be respected. At the same time, however, while it is vital that the employment of armed force remains sensitive at all times to the underlying political context, and sensitive to the role of narratives in shaping this context, the book shows that a key test of success will always be the defeat of the opposing forces. The ‘war on terror’ has highlighted these issues, and this Adelphi Paper concludes with much-needed suggestions for a strategic response. This book will be of great interest to students of the US Armed Forces, politics, strategic studies and military history.

In After the Trenches, William O. Odom traces the development of combat doctrine between the world wars through an examination of the army's primary doctrine manuals, the Field Service Regulations. The Field Service Regulations of 1923 successfully assimilated the experiences of the First World War and translated them into viable tactical practice, Odom argues in this unique study. Rapidly developing technologies generated more efficient tools of war and greatly expanded the scale, tempo, and complexity of warfare. Personnel and material shortages led to a decline in the quality of army doctrine evidenced in the 1939 regulations. The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.

In this volume, scholars suggest that the Western European model of armies waging war on behalf of sovereign states does not hold universally. The importance of 'irregular' armed forces - militias, guerrillas, paramilitaries, mercenaries, bandits, vigilantes, police, and so on - has been seriously neglected in the literature on this subject. The case studies in this book suggest, among other things, that the creation of the nation-state as a secure political entity rests as much on 'irregular' as regular armed forces. For most of the 'developing' world, the state's legitimacy has been difficult to achieve, constantly eroding or challenged by irregular armed forces within a country's borders. No account of modern state formation can be considered complete without attending to irregular forces.
