This report examines the five main post-2001 reintegration efforts in Afghanistan and assesses their effectiveness. Further, it examines several past local security agreements and whether they provided an opening for reintegration. The report also examines opportunities and constraints for reintegration efforts now and in the future, includes case studies of reintegration in Colombia and Somalia, and reviews the broader literature.The report identifies lessons to inform U.S. policies and actions regarding the reintegration of ex-combatants. These lessons are relevant for Afghanistan, where the United States will likely remain engaged in the coming years, and for reintegration efforts in other conflict-affected countries. The report also provides recommendations to the Congress and executive branch agencies for improving such efforts, as well as matters for consideration for the Afghan government.Our findings highlight the difficulty of reintegrating ex-combatants during an active insurgency in a fragile state. In Afghanistan, we found that the absence of a comprehensive political settlement or peace agreement was a key factor in the failure of prior reintegration programs targeting Taliban fighters. Other important factors were insecurity and threats facing program participants, a weak economy offering few legal economic opportunities, and limited government capacity to implement a program. None of the reintegration programs succeeded in enabling any significant number of ex-combatants to socially and economically rejoin civil society. Programs specifically targeting Taliban insurgents did not weaken the insurgency to any substantial degree or contribute meaningfully to parallel reconciliation efforts.The United States and the Taliban have been engaged in talks to reach an agreement that could allow for a phased withdrawal of U.S. troops. Such a deal may set the stage for a viable intra-Afghan peace process, and possibly an Afghan political settlement to end decades of war. If peace efforts succeed, a critical challenge will be the reintegration of tens of thousands of former fighters into Afghan society. U.S. policymakers must consider under what conditions the United States should support reintegration efforts, and if so, determine the best approach. U.S. agencies would also need to take into account several risks to the execution of a reintegration program, including corruption, the difficulty of monitoring and evaluation, vetting challenges, and security issues. As this report lays out, these problems have plagued Afghan reintegration efforts since 2001.

Almost 20 percent of the U.S. Agency for International Development's (USAID) $5.9 billion in assistance to Afghanistan has been for roads. The Department of Defense (Defense) has committed about $560 million for roads, of which Commander's Emergency Response Program (CERP) funds account for over half. GAO examined (1) the status of road reconstruction and challenges affecting project implementation, (2) U.S. agencies' efforts to evaluate the impact of road projects, and (3) efforts to develop a sustainable road maintenance program. GAO reviewed U.S. and Afghan governments' planning, evaluation, and funding documents and interviewed relevant stakeholders in Afghanistan. GAO recommends that the USAID Administrator (1) take steps to improve its framework for assessing results, (2) conduct impact evaluations in coordination with other donors, and (3) work with the Afghan government to address and fund maintenance of roads. GAO also recommends that the Secretary of Defense (1) require impact evaluations of its CERP-funded road projects where applicable, and (2) ensure that information on CERP-funded roads is reported to a USAID database, as required by CERP guidance. USAID and Defense agreed with our recommendations and have begun taking steps to implement them.

Book excerpt: SIGAR identified six factors that contributed to the collapse of the Afghan government in August 2021. First, the Afghan government failed to recognize that the United States would actually leave. Second, the exclusion of the Afghan government from U.S.-Taliban talks weakened and undermined it. Third, despite its weakened position, the Afghan government insisted that the Taliban be effectively integrated into the Republic, making progress on peace negotiations difficult. Fourth, the Taliban were unwilling to compromise. The U.S.-Taliban agreement emboldened the insurgent group. Fifth, former Afghan President Ashraf Ghani governed through a highly selective, narrow circle of loyalists, destabilizing the government at a critical juncture. Finally, the Afghan government’s high level of centralization, endemic corruption, and struggle to attain legitimacy were long-term contributors to its eventual collapse. SIGAR also identified four findings surrounding the question of whether U.S. governance objectives were achieved. First, the United States sought—but failed—to achieve its goal of building stable, democratic, representative, gender- sensitive, and accountable Afghan governance institutions. Second, several significant shortcomings of the U.S. effort to establish viable governance institutions contributed to this overarching failure. Third, at least some progress towards achieving U.S. governance objectives was made before the collapse of the Afghan government. Finally, residual elements of the Afghan government still exist and are functioning, although their sustainability is uncertain.
