Book excerpt: "Water Supply and Pollution Control," Seventh Edition has been revised and modernized to meet the contemporary needs of civil and environmental engineering students who will be engaged in the design and management of water and wastewater systems, practicing engineers, and those planning to take the examination for licensing as a professional engineer. Warren Viessman, Jr. and Mark J. Hammer emphasize the application of scientific methods to problems associated with the development, movement, and treatment of water and wastewater. Treatment processes are presented in the context of what they can do, rather than compartmentalizing them along clean water or wastewater lines. The concept of total water management, recognizing that all waters are potential sources of supply, is a dominant theme. Improvements in the seventh edition include New material on water quality standards, water and wastewater treatment process design, water distribution system analysis and design, water quality, advanced wastewater treatment for recycling, storm water management and urban hydrology Major revisions of the sections on water supply and use, water distribution, hydraulics and hydrology of sewer and storm drainage systems, monitoring of drinking water for pathogens, membrane filtration, disinfection/disinfection by-products rule, biological treatment processes, and indirect reuse to augment drinking water supply The latest version of EPANET is introduced. This water distribution network model offers students an opportunity to address problems of all scale and to become acquainted with state-of-the-art software used by practitioners. New topics such as security ofpotable water supplies, the use of membranes in water treatment, and the application of Geographical Information Systems (GIS) to water supply and wastewater management problems have been introduced. More practical examples and many new problems have been added.

Available in PDF, EPUB and Kindle. Book excerpt: Pollution control, a key component of U.S. environmental policy, has made important progress in recent decades. Yet important problems remain and there is need for improvement in the pollution control regulatory system. This book is the most extensive evaluation of that system ever produced. It reveals many strengths and accomplishments, but also illustrates serious shortcomings and the need for reform. The volume emerges from three years of research on a fragmented 'system' of institutions, statutes, and procedures that is often inefficient and ineffective, hobbled by misplaced priorities. Part I provides an in-depth description of this system, centered on the federal Environmental Protection Agency and the labyrinthine laws it must implement. The authors evaluate the federal legislation, administrative decisionmaking, and the state-federal division of labor that defines the system. Davies and Mazurek assess the effectiveness and efficiency of U.S. pollution control. They discuss the performance of U.S. laws and regulations in comparison with those of other nations, assess the ability of the U.S. pollution control system to meet future problems, and consider proposals for reform and repair. Within this far reaching analysis, they include criteria that are often overlooked by policymakers and analysts, including social values, equity, nonintrusiveness, and public participation.

Book excerpt: Chronic and episodic water shortages are becoming common in many regions of the United States, and population growth in water-scarce regions further compounds the challenges. Increasingly, alternative water sources such as graywater-untreated wastewater that does not include water from the toilet but generally includes water from bathroom sinks, showers, bathtubs, clothes washers, and laundry sinks- and stormwater-water from rainfall or snow that can be measured downstream in a pipe, culvert, or stream shortly after the precipitation event-are being viewed as resources to supplement scarce water supplies rather than as waste to be discharged as rapidly as possible. Graywater and stormwater can serve a range of non-potable uses, including irrigation, toilet flushing, washing, and cooling, although treatment may be needed. Stormwater may also be used to recharge groundwater, which may ultimately be tapped for potable use. In addition to providing additional sources of local water supply, harvesting stormwater has many potential benefits, including energy savings, pollution prevention, and reducing the impacts of urban development on urban streams. Similarly, the reuse of graywater can enhance water supply reliability and extend the capacity of existing wastewater systems in growing cities. Despite the benefits of using local alternative water sources to address water demands, many questions remain that have limited the broader application of graywater and stormwater capture and use. In particular, limited information is available on the costs, benefits, and risks of these projects, and beyond the simplest applications many state and local public health agencies have not developed regulatory frameworks for full use of these local water resources. To address these issues, Using Graywater and Stormwater to Enhance Local Water Supplies analyzes the risks, costs, and benefits on various uses of graywater and stormwater. This report examines technical, economic, regulatory, and social issues associated with graywater and stormwater capture for a range of uses, including non-potable urban uses, irrigation, and groundwater recharge. Using Graywater and Stormwater to Enhance Local Water Supplies considers the quality and suitability of water for reuse, treatment and storage technologies, and human health and environmental risks of water reuse. The findings and recommendations of this report will be valuable for water managers, citizens of states under a current drought, and local and state health and environmental agencies.

Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.

The Eighth Edition of this bestselling text has been revised and modernized to meet the needs of today's environmental engineering students who will be engaged in the design and management of water and wastewater systems. It emphasizes the application of the scientific method to problems associated with the development, movement, and treatment of water and wastewater. Recognizing that all waters are potential sources of supply, the authors present treatment processes in the context of what they can do, rather than dividing them along clean water or waste water lines. An abundance of examples and homework problems amplify the concepts presented.

Book excerpt: "GAO reviewed overall efforts to controll nonpoint sources of pollution and concluded that progress has been minimal ... The Environmental Protection Agency should do more to plan solutions to nonpoint sources of water pollution ... The Agency agrees that a greater nonpoint source control effort at the Federal, State, and local level is needed. It believes, however, that the present program structure is the best possible, considering the various program constraints."--Page i-iii.
