Book excerpt: The objective of this study was to evaluate the effectiveness of using strobe lights in the red lens of traffic signals and, if appropriate, to recommend guidelines for their use. Strobe lights are used as a supplement to the red lens to draw the attention of drivers to a traffic signal. VDOT has 22 intersections with strobe lights in six of its nine districts; this is up from 3 intersections in 1987. Nineteen of these are in the western part of the state, and most have the strobe light in the red signal over the left through lane. The Barlo strobe light, a horizontal bar positioned across the middle of the red lens with about 60 flashes of white light per minute, is used at all 22 intersections. The cost of a red signal head with a Barlo strobe light is about $765. Strobe lights are used by VDOT primarily for (1) areas with a high truck volume and high speed; (2) areas with a high accident rate; (3) areas with road geometrics, especially grades (downgrade), horizontal curves, and other features, that result in limited sight distance; and (4) isolated intersections where a signal is unexpected. Based on the analyses, there was no evidence indicating that strobe lights are consistently effective in reducing accidents. The limitations of the analyses are identified in the study. There is no basis for recommending the use of strobe lights unless there are other bona fide measures of effectiveness that can be used to justify installing them.

Download or read book Evaluation of Detection and Signing Systems for High Speed Signalized Intersections written by Prahlad D. Pant and published by . This book was released on 1996 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: The effects of two dynamic signs that begin to flash a few seconds before the onset of the yellow interval and a static sign that flashes all the time were examined at tangent and curved approaches to rural, high speed signalized intersections. The dynamic signs included (a) a PTSWF (prepare to stop when flashing) sign, and (b) a FSSA (flashing symbolic signal ahead) sign with green, yellow, and red circles. The static sign was a CFSSA (continuously flashing symbolic signal ahead) sign with the three circles. The effects of these signs on vehicular speeds at different segments of the intersection approach including the dilemma zone were analyzed as were the vehicle conflict rates and the responses from the drivers' surveys.

Book excerpt: This two-volume set (LNAI 8019 and LNAI 8020) constitutes the refereed proceedings of the 10th International Conference on Engineering Psychology and Cognitive Ergonomics, EPCE 2013, held as part of the 15th International Conference on Human-Computer Interaction, HCII 2013, held in Las Vegas, USA in July 2013, jointly with 12 other thematically similar conferences. The total of 1666 papers and 303 posters presented at the HCII 2013 conferences was carefully reviewed and selected from 5210 submissions. These papers address the latest research and development efforts and highlight the human aspects of design and use of computing systems. The papers accepted for presentation thoroughly cover the entire field of human-computer interaction, addressing major advances in knowledge and effective use of computers in a variety of application areas. The total of 81 contributions included in the EPCE proceedings were carefully reviewed and selected for inclusion in this two-volume set. The papers included in this volume are organized in the following topical sections: driving and transportation safety, cognitive issues in aviation, military applications, cognitive issues in health and well-being.

Book Synopsis Development and Evaluation of an Active Warning Device for School Bus Loading and Unloading Points in Areas of Limited Visibility by :
Download or read book Development and Evaluation of an Active Warning Device for School Bus Loading and Unloading Points in Areas of Limited Visibility written by and published by . This book was released on 2005 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary objectives of this research project were: (1) to develop an active advance warning device (AAWD) comprised of an actuated flashing beacon supplement to a conventional SCHOOL BUS STOP AHEAD sign (S3-1) and (2) to evaluate its effect on driver performance and safety through school bus loading and unloading zones. Secondary objectives were to summarize system components and costs, develop an activation strategy, review the liability risk, review national experience related to safety, and provide guidance regarding specifications and use in Texas. With respect to safety, 37 of 46 studies reported a positive effect resulting from AAWDs. Findings from field studies conducted in Texas also suggest favorable results with confirmed reductions in vehicle approach speeds when the flashing beacon was activated. Costs for the final AAWD are estimated to be 2,000 dollars for the S3-1 sign and flashing beacons and 2,600 dollars for the flashing beacon activation system, not including sign installation or ongoing maintenance and operations costs. A review of published literature and historic case law suggests minimal additional liability risk above what is already experienced by transportation departments. Unique areas of risk relate to "jurisdictional responsibility" for establishing, operating, and maintaining school bus loading and unloading zones and the hazard expectation tied to the flashing beacon activation (i.e., motorists may not exercise the same degree of caution when the bus is not present and the beacons are not flashing despite children being present at the bus stop). Given the favorable safety impacts, the low system cost, and the minimal additional liability risk incurred, the AA WD is recommended for further implementation.
